Amendment 1
Questions and Answers Pueblo, CO FBA
The purpose of this Amendment is to answer the questions submitted and to revise pages in the RFP.
The following Sections have been revised:
1. All pages have the correct RFP No. on the bottom of each page.
2. Section B – Total amount column
3. Section C.6 Quality Control
4. Section C - Technical Exhibit 2 – Monthly Cost Report
5. Section I, Clauses added are 52.219-8, 52.219-9 and 52.219-16
6. Section L.2 Written Proposals 2nd Paragraph
7. Section L.2.B(5) Past Performance
8. Section L.2.C. Part II (d)- Cost/Price Proposal Content
9. Section M.2 (Factor 5) Past Performance
1. Question: Paragraph L.2.8 states the proposal due date is June 8, 2009. Is this the correct date?
Answer: The due date for receipt of proposals is Monday, June 15, 2009, 11am, e.s.t,.
2. Question: Section L, Page 84, item L.3, paragraph (a) states: “All questions about the solicitation must be in writing to the contract specialist named n Block 7a of the SF-1449 cover page”. No cover page was posted with the RFP on May 15. Will there be a cover page posted to officially state the pertinent information it contains?
Answer: A cover page has officially been posted. The questions are due Friday Mary 22, 2009
3. Section L, Page 84 item L.3, paragraph (b) states that questions will be submitted by e-mail to Debra Trott, but gives a submission deadline no later that May 14, 2009, one day before the RRP was posted. Should this deadline date actually be May 21, 2009, which is six days after the posting of the RFP? (Assumption made based on the contract posting for the Wilmington question submission deadline date) Answer: The questions are due Friday May 22, 2009.
3.) Question: Section F, Page 33, item F.5.1 states that the contractor must designate a permanent office equipped with a telephone, computer, printer, and door lock to be for the exclusive use of the government representative. Is this to be an actual “office” or can it be any unoccupied cubicle space, provided the office is not operating at maximum staffing capacity?
Answer: The office must be an actual office with a lock.
4.) Section C, Page 11, item C.19 is a statement about regular quarterly case meetings to be held “at the PBGC location in Washington DC”. Is this a requirement that the Contractor Key Personnel travel to Washington DC 4 times per year for these meetings or can this be facilitated via telephone or video conferencing?
Answer: These meetings are to be attended in Washington, DC, in person and include at least the Project Manager.
5.) Technical Exhibit 2, Page 25, is a Table of Deliverables Schedule. The items in the deliverables column are associated with a document section reference number. For example, item one is, “Quality Control Plan” with a reference section of, “WS 1.6.1”. We can find no section in the RFP (Work Statement) that corresponds by section number to any particular item in this schedule. Is there a separate WS document we should be referencing?
Answer: The Technical Exhibit has been renumbered and the reference sections have been changed. See attached change pages.
6. We notice missing pages 27, 28, and 29 in the RFP document. Were these pages deleted intentionally or were they inadvertently omitted?
Answer: These pages have been renumbered.
