About this file

This Opportunity Notice, issued by the Oregon Department of Administrative Services (DAS), seeks a qualified contractor to provide Procurement Assistance and Support Services (PASS) to support the DAS State Procurement Services (SPS) procurement solution transformation. The notice is limited to current, active holders of the State of Oregon PASS Price Agreement. The awarded contractor must deliver services across ten PASS categories, including procurement strategy, independent government cost estimates, specifications review, market research, cost and pricing analysis, solicitation review and preparation, source selection, cost realism analysis, contract development, contract management, and vendor performance evaluation. Responses are due by 5:00 p.m. Pacific Time on June 17, 2026, with an anticipated award date approximately one week following the response deadline. The period of performance runs from July 1, 2026 (or as soon as practicable after award) through June 30, 2029, with DAS intending to make a single award resulting from this opportunity notice.

Respondents must submit proposed hourly rates by role, with rates not to exceed ceilings established in the PASS Price Agreement, as specific tasks will be defined through task assignments during the period of performance. Evaluation will be conducted on a 100-point basis across five scored criteria: Technical Approach and Work Plan (20 points), Qualifications and Experience (25 points), Key Personnel and Capacity (25 points), Cost—Hourly Rates by Role (20 points), and References (10 points). Conflict of interest and independence is evaluated separately on a mandatory pass/fail basis, requiring respondents to disclose all actual or potential conflicts and affirm their ability to remain unbiased and to forgo bidding on any solicitation they support under the resulting task engagement. Failure to satisfy this mandatory requirement renders the response non-responsive and excludes it from further scoring consideration.

Eligibility
Selected contractors holding a price agreement under the PASS portfolio

1. Purpose The Oregon Department of Administrative Services (DAS) seeks a qualified contractor to provide Procurement Assistance and Support Services (PASS) to support DAS State Procurement Services (SPS) procurement solution transformation. DAS intends to make a single award resulting from this Opportunity Notice. This Notice is issued under, and limited to, holders of the State of Oregon PASS Price Agreement.

2. Eligibility Only suppliers that are current, active holders of the State of Oregon PASS Price Agreement at the Response Deadline are eligible to respond. Responses from non-holders will be deemed non-responsive.

3. Scope of Services The awarded contractor must be able to provide services across all PASS categories. Specific tasks and deliverables will be defined by DAS through task assignments during the period of performance. The categories are:

1. Procurement Strategy / Strategy Plan

2. Independent Government Cost Estimate (IGCE)

3. Specifications / Scope of Work Review

4. Market Research

5. Cost & Pricing Analysis

6. Solicitation Review or Preparation

7. Source Selection

8. Cost Realism Analysis

9. Contract Development / Contract Formation

10. Contract Management

11. Vendor Performance Evaluation Program

4. Period of Performance & Award DAS anticipates one award. The period of performance is July 1, 2026 (or as soon as practicable after award) through June 30, 2029. The anticipated award date is approximately five business days following the Response Deadline.

5. Response Requirements Responses must be concise and address each item below. DAS prefers brevity over volume.

· Firm profile: legal name, PASS Price Agreement identifier, and primary contact.

· Technical approach and work plan for delivering services across the PASS categories.

· Qualifications and experience, including public procurement generally; Oregon procurement under ORS Chapters 279A, 279B, and 279C and the related Oregon Administrative Rules; and engagements with Oregon public agencies.

· Key personnel: named staff, relevant credentials, and availability through the period of performance.

· Two verifiable references for recent engagements of state-level procurement platform projects.

· Hourly rates by role (see Section 6).

· Conflict-of-interest disclosure and independence affirmation (see Section 7).

6. Pricing Because specific tasks are not yet defined, respondents must submit proposed hourly rates by role rather than a fixed or total price. Proposed rates may not exceed the ceilings established in the PASS Price Agreement. Rates will be evaluated for reasonableness and competitiveness as described in the Evaluation section.

7. Conflict of Interest & Independence Several PASS services require the contractor to remain unbiased and independent. Respondents must disclose all actual or potential conflicts of interest and affirm their ability to remain unbiased and to forgo bidding on any solicitation they support under a resulting task (including IGCE, cost realism analysis, and source selection support). This requirement is evaluated on a pass/fail basis; a failure renders the response non-responsive.

8. Evaluation Scored responses will be evaluated on a 100-point basis using the weighting below. Conflict of interest / independence is evaluated separately on a pass/fail basis. The full Evaluation Matrix follows on the next page.

· Technical Approach & Work Plan — 20 points

· Qualifications & Experience — 25 points

· Key Personnel & Capacity — 25 points

· Cost (Hourly Rates by Role) — 20 points

· References — 10 points

· Conflict of Interest / Independence — Pass/Fail (mandatory)

9. Submission Instructions Responses must be submitted electronically by email to Richard.Hanson@das.oregon.gov no later than 5:00 p.m. Pacific Time, June 17, 2026. Late responses will not be accepted. Direct questions to the Point of Contact identified above.

10. Reservation of Rights DAS reserves the right to amend or cancel this Opportunity Notice, to request clarifications, to waive minor informalities, and to make the award it determines to be in the best interest of the State. This Notice does not obligate DAS to make an award nor to reimburse any cost incurred in preparing a response.
