About this file
This is a Notice of Intent to Award for the Procurement Assistance Support Services (PASS) contract issued by the State of Oregon through the National Association of State Procurement Officials (NASPO) ValuePoint cooperative purchasing program. The contract, designated S-10700-00017480, involves procurement assistance and support services to be provided to the State of Oregon. The notice indicates the state's intention to award the contract to a selected vendor based on the competitive solicitation process conducted through the NASPO ValuePoint cooperative purchasing framework, which allows multiple state and local jurisdictions to leverage collective purchasing power.

Re: Notice of Intent to Award: Opportunity Notice #S-10700-00017480 (the "Opportunity Notice")
Pursuant to provisions under Section 4 of the Opportunity Notice, the State of Oregon, Department of Administrative Services ("DAS"), State Procurement Services (“DAS SPS”) has completed evaluation of all required submissions from the two (2) Offerors who responded to the Opportunity Notice. Based upon the results of this evaluation, DAS SPS now announces its intent to award a contract for PASS services to Public Knowledge (“Public Knowledge”).
This notice of intent to award ("Notice") is conditional.
DAS SPS will not execute a contract for the prescribed services to Public Knowledge, unless DAS SPS and Public Knowledge negotiate mutually acceptable final contract terms and conditions, including scope and price, according to the relevant provisions of the Opportunity Notice. The parties must satisfy the conditions set forth herein within thirty (30) calendar days from the date of this Notice.
In the event the planned negotiations fail, DAS SPS reserves the right to withdraw the Notice and re-solicit for PASS services. In the alternative, DAS SPS may choose to commence final contract negotiations, according to the relevant provisions of the Opportunity Notice with the next ranking Offeror.
The Committee reviewed, evaluated and scored the responsive Quotes in accordance with Section 8, Evaluation, of the Opportunity Notice.
