Simplified Procedures for Sole Source Justification

1. Agency and Contracting Activity:

2. Description of Supplies/Services:

Psychological Assessment Resources (PAR) supplies are part of the continuous psychological testing assessment used with various USASOC Special Operations Forces (SOF) assessment and selection programs. These products are compatible and supported with existing systems, software and equipment. The NEO (neuroticism, extroversion, openness) PI-3 items are used to aid psychologists in the assessment of mental conditions, identification of specific problem areas, and treatment in a variety of settings. The estimated cost is and will be funded with FY22 Operations and Maintenance (O&M). A firm fixed price contract will be established for this requirement. The required supplies are listed below:

Only one reasonable source will satisfy the requirement of this requirement due to:

The required supplies are considered to be the industry standard and have been used at USASOC for 20+ years allowing USASOC to develop its own unique normative data for tests. If additional off brand supplies are purchased in support of the mission, compatibility with existing

Additionally, there will be a new learning curve for psychologists to adjust to the new supplies, which impacts operational data production and time sensitive missions.

Additionally, PAR confirmed in writing that they do not have any authorized distributors. Also, PAR can provide the 24 hour answer sheet scan to score capability, which allows all tests to be scanned and scored electronically within 24 hours.

Lastly, FAR 13.106-1(b)(1) will be utilized because: 1) Simplified Acquisition Procedures will be used; 2) only one source can provide; 3) and the total estimated cost is below the Simplified Acquisition Threshold ( currently $250,000.00).
