Primary services include audits and inspections, assessments, testing, permitting, planning, remediation design, reporting, training, and staff extension. The selected consultants will operate under individual Consultant Service Authorizations (CSAs) issued by the Department of Airports and must comply with FAA, FDOT, and all applicable federal, state, and local codes and regulations. A non-mandatory pre-proposal conference is scheduled for July 1, 2026, at 10:30 a.m. at the same location, with virtual participation available upon request. The contract term is two years with the option for three one-year renewals at the County's discretion.

This is a qualifications-based request with no overhead rates, fees, or cost information to be included in proposals. A Small Business Enterprise (SBE) goal of at least 15% has been established for CSAs ineligible for federal or state funding, while Disadvantaged Business Enterprise (DBE) goals will be set for each CSA eligible for federal or state funding. The contract will be funded in whole or in part with federal, state, and local funds. Prior to proposal submission, any firm or individual providing architectural, engineering, landscape architectural, or surveying and mapping services must be CCNA certified by the County's Engineering and Public Works Department. Palm Beach County reserves the right to waive irregularities or reject any and all proposals.
