Please confirm that, as has been the case on similar past contracts, a key individual may hold more than one position.

7/18/2017 Key individuals may perform other duties that they are qualified for, however, the Superintendent and Quality Control Supervisor may not be the same person.

Please confirm the Small Business subcontracting goal for this project, as stated on page 23 of 178, is 30% of the total contract value and the subcontracting goals included on the bottom of page 158 of 178 are superseded by that amount.

7/18/2017 There are two (2) seperate requirements.

(1) SB Participation - It requires a minimum of 30% of the total contract value to be performed by small businesses. (2) Subcontracting Plan - Large Businesses will be required to submit a Subcontracting Plan. An award can not be made until the plan is determined to be acceptable.

We would recommend an assumed quantity and unit price be included in the bid for the removal and disposal of any Hazardous Materials encounter during performance of the work.

There have not been many similar projects bid or awarded (especially by the NPS) in the past 5 years.

Please extend the window for completion of similar projects (page 153 of 178 TAB A – Experience) from 5 to ten years.

Some of the specifications were typed and others scanned before the PDF was made and distributed to us. The document is therefore not totally searchable for key words (scanned sections are not searchable). Can NPS provide a document that is totally searchable for key words

7/21/2017 A new specification package has been prepared which is searchable with the exception of the Geotech Report and the Statement of Structural Tests and Special inspections. In addition, section 01 27 00 has been corrected.

Can we use Glued-Laminated Bridge Deck Panels (approx 4’w x required length) in lieu of the 8” Nail Laminated Wood Decks? We cannot find a supplier of Nail Laminated lumber, and the Glu-Lam members would be much stronger and more even (flush) on both faces since they are run thru a Planning machine in the shop. The Glu-Lam would be constructed of the same treated lumber as specified on dwg S2D.

7/26/2017 Nail laminated timber is available commercially. As an alternative, they can be fabricated on-site. Bid as specified in the contract documents.

On previous bids, we have been allowed to e-mail our proposal to Denver (with the Original mailed the next day), rather than hand delivering it. Is that acceptable?

7/26/2017 No, they cannot be e-mailed.

Will the NPS drain and dewater the canal at all locations?

7/28/2017 The C&O Canal NHP Maintenance Staff will be responsible for draining and refilling the canal. The C&O Canal Maintenance Staff will not be responsible for local dewatering.

May we put the Schedule (Tab B Factor 2) and Organization Chart (Tab C – Factor 3) on 11’x17’ tabloid paper folded to be 8 ½” x 11” in the technical proposal submittal. Please also confirm the above two graphic submittals do not count to the Narrative page count restrictions.

7/23/2017 Yes, they can be put on 11"x17" paper and folded. They do not count towards the narrative page count.

Specification Section 01 27 00 – Definition of Contract Line Items does not agree with Solicitation Contract Price Schedule – which is correct?

8/3/2017 Specification section 01 27 00 in the revised specification package has been corrected to match the Solicitation Contract Price Schedule.

Confirming that unless specify disallowed in the addendum, we may include the Org chart on 11 x 17 paper in the proposal and may also modify the Prior Experience Format as long as we address all of the requested items.

8/2/2017 The Organization Chart may be on 11"x17" paper. The Prior Experience Format may be modified as long as all of the requested items are provided.

Volume I, Subfactors 1.1 and 1.2, page 153 of the Solicitation indicate to provide experience with up to three substantially completed projects performed by the prime contractor and the masonry subcontractor within the last five years.

We respectfully request that the substantially completed projects are allowed to be performed within the last seven years

Is it the intent of the NPS to only allow the Contractor to work Monday through Friday? What is the approval process and the time needed to allow Contractor to work on weekends? Can we work most weekends if we are not working in the towpath, i.e. pointing, patching, and repairing the stonework inside the canal locks?

8/3/2017 Reference Specification section 01 11 00 1.5A: On-Site Work Hours: Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated. No weekend work, holiday or night work is permitted without 48 hour advance notice and written approval by the Contracting Officer. Your work schedule should be prepared per specification Specification Section 01 32 16. Holiday, weekend and night work requests will be evaluated on a case by case basis.

We noticed small equipment (skid steer loaders, small backhoe-loaders, and the like) being stored in the brush aside of the towpath. The solicitation/drawing notes seems to have conflicting statements in regard to equipment storage near the work areas. Is it possible to store our equipment in such a manner such that we can avoid the long distances between access points and work areas?

Specifics are difficult to identify at this time but would include work at: Locks 17, 18, and 19; Locks 16 and 15, Culvert #15 and the Rock Run Culvert, where access points are great distances from the work areas. The Contractor would store the equipment out of the public ROW and would remain responsible for any damage and liability arising for such a storage location.

8/3/2017 The approval for storage of equipment on site will be on a case by case basis.

Can you provide the Contractors with the native files for the site photographs incorporated into the bid documents?

8/3/2017 Yes. The photos will be uploaded with the solicitation on the FBO website.

Can you extend the RFI deadline to Wednesday, 8/9/17 at 5pm Mountain time?

8/3/2017 No.

There may be no price correlation between the prime contractors bid items if there is no common direction as to where to include project-wide costs such as Mobilization and General Conditions or if a separate bid item for Mobilization and General Conditions costs is not provided. We request a bid item be added for Mobilization and Division 1 costs such as Contractor General Conditions, Insurances, Bonds and other project-wide work items.

8/3/2017 Bid per contract documents. Per the Contract Price Schedule, if no specific line item exists for a portion of the work, include the costs in a related item.

The numbering of the bid items provided in Specification Section 01 27 00 Definition of Contract Line Items does not match the numbering of the Contract Line items on the Contract Price Schedule provided in the Solicitation. Please provide a coordinated Contract Price Schedule.

Ref solicitation p. 153 of 178, Factor 1 – Experience, Subfactor 1.2: Masonry Subcontractor Experience Submission Requirement

Can technical proposals include experience packages from multiple Masonry Subcontractors that we will then select from? There are multiple highly-qualified masonry subcontractors that will bid this project. As we will not have subcontractor pricing possibly until minutes prior to the bid it will

How many copies of the Price Proposal need to be submitted?

8/1/2017 Per page 152 of the solicitation, the Business and Price Proposal shall be submitted in an original hard copy and (1) electronic copy on a CD or Thumb Drive.

[Our firm] is interested in bidding on the above-mentioned project. Unfortunately, we were not able to attend the official Site visit on 08/02/2017;

However, we would like to visit the site on our own time in order to provide our best proposal package for this project.

8/4/2017 You may visit any areas that are accessible to the public. Unfortunately, we are unable to make available areas that are closed to the public, having done that at the scheduled pre-bid.
