PRE-SOLICITATION NOTICE
SOLICITATION NUMBER: P17PS00749
TITLE: Rehab Cedar Grove Water System
LOCATION: Sequoia & Kings Canyon National Parks.
NAICS CODE: 237110 – Water and Sewer Line and Related Structures Construction
SIZE STANDARD: $36.5 Million.
TYPE OF SET-A-SIDE: 100% HubZone

GENERAL:
This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Department of the Interior, National Park Service, (NPS), anticipates issuing a solicitation for the following project. The Solicitation number is P17PS00749. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about April 6, 2017, with offers due 30 days after the date of issuance of the RFP. However, this may be extended at the discretion of the Government. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available.
PROJECT SCOPE:
The National Park Service will issue a Request for Proposal (RFP) for a firm-fixed price construction contract. This solicitation will facilitate award for construction of the following:
This project will include, but is not limited to, installation of 2 new 25 gallon per minute slow sand filters so that the Cedar Grove Water System will comply with California Code of Regulations Title 22 and California Department of Public Health. This project also involves a slab and roof structure to protect the new slow sand filters, installation of new piping to the filters and from the filters to the chlorination building as well as new piping configurations in the chlorination building to allow for metering devices and flow pacing of the chlorine dosing of the water before it enters the storage tank.
PLACE OF PERFORMANCE:
The work associated with this project is to be performed at Cedar Grove, Kings Canyon NP, Fresno County, California.
ESTIMATED MAGNITUDE OF CONSTRUCTION:
In accordance with Federal Acquisition Regulations (FAR) 36.204, the project magnitude is estimated to be between $500,000 and $1,000,000.
PROCUREMENT TYPE:
The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. The Government will consider an offeror’s technical capability, past performance, and price to determine the best value (trade-off process) to the Government in accordance with the procedures outlined in FAR Part 15.
SET-ASIDE:
This acquisition is set-aside for certified HubZone businesses only in accordance with FAR 52.219-3. Offers received from concerns that are not a certified HubZone Business, will be considered nonresponsive and shall be rejected.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD:
The North American Industry Classification System (NAICS) code is 237110, with a size standard of $36.5 million.
BONDS:
All offerors will be required to submit a bid bond for 20% of their proposed price. The successful offeror will be required to provide performance & payment bonds for 100% of the contract award price.
PERIOD OF PERFORMANCE:
The contract performance period is expected to be 365 calendar days following notice-to-proceed.
SYSTEM FOR AWARD MANAGEMENT (SAM):
Please be advised of on-line registration requirements for the System for Award Management (SAM). SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS and directed solicitation provisions concerning electronic annual On-line Representations and Certifications. To be eligible for contract award a firm must be registered in the SAM database. Register via the SAM Internet site at https://www.sam.gov/portal/public/SAM/ or by contacting the Service Desk, https://www.sam.gov/sam/helpPage/SAM_Reg_Status_Help_Page.html. Additionally, contractor’s SAM representations and certifications are required to be updated annually to keep information current, accurate and complete.

A site visit is tentatively scheduled on or about April 19 or 20, 2017. See Section L of the RFP, when issued, for further specific information.
