P17PS00074 – WICL Custodial Services Attachment 10 - Questions and Answers
Question Answer
In the pricing page in the solicitation- Why are there two places for pricing: One for the Prime Contractor price, and one for the Subcontractor price. If we are the Prime Contractor, and we are not intending to sub contract this contract. Do we leave this as N/A?
We are requesting prime and subcontractor price analysis and socioeconomic categorization to determine compliance with FAR 52.219-27.
N/A or $0 would both be acceptable fill-in responses.
It is not clear if service is require doing the operation of the building, or after or before building is open. Can this be address for clarification?
The contractor is required start cleaning services in paragraphs 1.1 and
1.2. beginning at 8:30 am, prior to the building being opened to the public at 9:00 am. Cleaning services under paragraphs 1.1. and 1.2.
may be executed during public hours/normal hours of operation, 9:00 am – 4:30 pm. These services are to be executed daily.
Periodic cleaning services identified in paragraph 1.3. of the PWS shall be executed after the park closure time of 4:30 pm or as mutually agreed upon with the COR. These services shall be executed twice a year.
It is not clear if service is for Mon-Sun or Mon-Fri? If it is open Mon- Sun we are required to service, the building during those days. Once service is completed, current staff may leave? What happens if a guess has an accident, does our assigned employee need to return for clean up?
The PWS has been modified to require cleaning services required under paragraphs 1.1. and 1.2. to be completed on a daily basis, Sun – Sat, excluding a handful of Federal holidays identified in paragraph 4.2.
If an accident occurs after the contractor leaves for the day, the Government will be responsible for cleaning.
Attachment 10 – Questions and Answers
Is the currently contractor a Service Disabled Veteran Contractor performing these services now? The current solicitation is set-aside SDV Contractor? The SVD Contractor must be the Prime, and must be the one that submit the Proposal?
The socioeconomic categories for the current vendor, as reported in FPDS-NG, are Minority Owned Business, Black American Owned, Veteran Owned, and Self-Certified Small Disadvantaged Business.
Service-Disabled Veteran-Owned Small Business is not listed as one of the current contractor’s categories.
The current set-aside is for Service-Disabled Veteran-Owned Small Businesses. In accordance with 52.219-27(c)
(1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered.
(2) Any award resulting from this solicitation will be made to a service-disabled veteran-owned small business concern.
Why would there be a need for the contractor to have a magnet signed place on its employee personal vehicle? This subjects us to have our Insurance Company, to void our insurance liability coverage, since this is not a company vehicle, since we are requiring them to place our company name on employees’ personal vehicle. This opens the door for who would be at fault if an accident occurs. If employees park in designated area, would this satisfy parking requirements?
PWS requirement has been changed to require that vehicles display a name and phone number on the dashboard in case the Government needs to contact the driver.
Why is the government - base on 1.52.1 Mandatory Sources of Supply requiring Ability One, to be the sole source of its janitorial supplies? It is the potential contractor to solicit best pricing. Based on ordering supplies, year 1 good be price base on knowing what their prices are.
However, year 2, could see a 50% increase in cost. How would this cover for excess cost, and who will pay this increase cost? It is our objective to find a supplier with completive pricing, and this may not be the case with Ability One.
Products that will supplied by the contractor under this contract are on the Procurement List and are mandated, by law, to be purchased from an AbilityOne provider (41 U.S.C. 8504). Cleaning and janitorial products are specifically identified as a SKILCRAFT/AbilityOne line of products.
Prices for products and services on the Procurement List are determined to be fair market price (FAR 8.707(a)). Prices for supplies are normally adjusted semiannually (FAR 8.707(b)). For more questions about purchasing AbilityOne Products required by a Federal contract, contact Eric Beale at ebeale@abilityone.gov or 703-603-2119.
IAW FAR 52.208-9, if, during the course of the contract, a mandatory source is unable to provide the supplies or services by the time required, or if the quality of supplies or services provided by the mandatory source is unsatisfactory immediately contact the Contracting Officer.
The Contractor shall not purchase the supplies or services from other sources until the Contracting Officer has notified the Contractor that the Committee or an AbilityOne central nonprofit agency has authorized purchase from other sources.
Since the government cannot provide historical data on consumables usage, and there is minimum storage for supplies. There will be additional and unnecessary cost for shipping by Ability One. Can the Government address this? Why can’t the Government purchase supplies?
The park has found additional storage for contractor supplies. See Attachment 11 for photos and measurements of the storage areas.
The Government is aware that AbilityOne products may have to be shipped to the park to comply with the Mandatory Source requirement.
The contractor will be responsible for supplies. The Government will not procure supplies for contractor use in this contract.

Is the government requesting that we submit a Quality Control Plan with the submittal of our proposal, or after award is made to the successful bidder? In order to compare apples to apples, the government customer should provide their frequency request, and the Quality Control Plan should address how we will address those frequencies. Is the Quality Control Plan part of the solicitation? If bidder does not meet expectation of the Plan, will it be considered Non-Responsive?
A Quality Control Plan (QCP) is required as part of the proposal.
The PWS has been modified to direct frequencies of cleanings. The content of the QCP is identified in 2.1.
The QCPs submitted by offerors will be evaluated for technical acceptability as set forth in the solicitation. Offerors failing to provide a QCP will be considered “non-responsive”/technically unacceptable as a required proposal submission will be missing.
