• Addenda to FAR 52.212-2: IAW FAR 13.106-1(a)(2) award will be made to the offeror who represents the best value to the Government. Price will be evaluated in accordance with the procedures at FAR Subpart 13.1. It is anticipated that adequate price competition will exist;
thus, the Government intends to evaluate prices by comparison among offerors. Award will be made to the lowest price offeror that receives “acceptable” technical rating (LPTA) and is determined to be responsible. The following evaluation factor(s) will be used to determine acceptability:
a. Technical: Offeror’s proposal must clearly demonstrate the ability to meet all requirements of Attachment 1 – Performance Work Statement.
i. Standard of Acceptability for Past Performance: The offeror adequately demonstrates a sound, comprehensive, realistic, effective, and efficient quality control approach to correct deficiencies and degradation of servicers to achieve consistent, efficient, and acceptable performance service levels in accordance with the requirements of the PWS and b) a complete written system for identifying and correcting deficiencies and degradation in the quality of

ii. Standard of Acceptability for Proposed Quality Control Plan: as part of the Plan for Execution shall identify all tasks in a logical sequence, demonstrate an The offeror adequately demonstrates a sound, comprehensive, realistic, effective, and efficient quality control approach to correct deficiencies and degradation of servicers to achieve consistent, efficient, and acceptable performance service levels in accordance with the requirements of the PWS and b) a complete written system for identifying and correcting deficiencies and degradation in the quality of services before the level of performance becomes unacceptable. iii. Standard of Acceptability for Proposed Cleaning Schedules The offeror’s responses evidence the offeror (or the entity other than offeror whom offeror intends or proposes to use to fulfill a requirement or portion thereof) has submitted a schedule that is responsive to historical data for visitation, square footage, and any special cleaning requirements as outlined in the solicitation. The service schedules should indicate the days of the week, task, and frequency of service to be performed.
b. Price: Offerors shall submit pricing for the CLINs listed in the SF1449. Comparison of proposed prices received in response to this solicitation (competition) is the preferred and intended price analysis technique. Other analysis techniques, if deemed necessary, may be used to ensure a fair and reasonable price, such as comparison of previously proposed prices or asking the offeror to submit other than cost and pricing data. The government may reject any quote that is evaluated to be unrealistically high or low in cost when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity of this requirement
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Award will be made the lowest-priced, technically acceptable offeror.
52.237-1 Site Visit. (Apr 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
