SECTION C
DESCRIPTION AND SPECIFICATIONS

PART 1: GENERAL
1.01 DESCRIPTION
A. Remove and dispose of the existing wood shingles on roof.
B. Furnish and install a Certi-Sawn® Tapersawn Premium Grade Western Red
Cedar Shakes and Certigrade® Shingles, in accordance with the Cedar Shake and Shingle Bureau’s (CSSB) most current specifications and details.
C. The entire wood shingle portion of the roof covering is included in this work. The north elevation entry metal porch roof and the central metal valley diverter are not part of this work.
D. Other related sections of the project work include cleaning the roof substrate of debris and protecting all other elements and components of the structure from damage. Re-flashing roof penetrations where boots have deteriorated.
Construction of temporary barricades and covered walkways.
E. The Contractor shall make themselves aware of all job site conditions that will affect their work.
1.02 LOCATION
A. Johnstown Flood National Memorial – Visitor Center
611 Lake Rd.
South Fork, PA 15956
The Johnstown Flood National Memorial – Visitor Center was constructed in 1989 and is the primary point of contact for the National Park Service’s visitors.
It is open to the public 363 days each year. The structure is a two story wood frame building, housing exhibits, an auditorium and office space. The front entrance to the structure faces north. The building is approximately four miles from highway US 219, located on Lake Road within the National Memorial boundary.

1.03 PRODUCT DELIVERY, STORAGE AND HANDLING
A. Deliver materials to the job site in the manufacturer's original, unopened strap wrappings with the CSSB's Certi-Label™, brand name and installation instructions intact and legible. Deliver in sufficient quantity to permit work to continue without interruption.
B. Comply with the manufacturer's written instructions for proper material storage.
C. Any materials which are found to be damaged shall be removed and replaced at the Contractor's expense.
1.04 WORK SEQUENCE
A. Schedule and execute work to prevent leaks and excessive traffic on completed roof sections. Care shall be exercised to provide protection for the interior of the building and to ensure water does not flow beneath any completed sections of the new shingle system during installation.
B. Contractor must keep lightning suppression intact during all phases of construction but allowed to temporarily move the system in order to complete work.
C. Contractor shall protect the existing gutter and downspouts while removing the existing shingles and installing the new roof shingle system.
1.05 WORKMANSHIP
A. All work shall be in accordance with the CSSB's published specifications New Roof Construction Manual March 2015; and to the contract specifications.
B. There must be a supervisor on the job site at all times while work is in progress.
1.06 PROJECT CONDITIONS
A. Anticipate and observe environmental conditions temperature, humidity and moisture within limits recommended by manufacturer for optimum results. Do not install products under environment conditions outside manufacturer’s absolute limits.
B. When loading materials onto the roof, the Contractor shall prevent overloading and possible disturbance to the building structure.

C. Provide protection for all installed roof components where exposure to foot traffic, material storage or tools and equipment could possibly damage them during construction.
D. New roofing shall be complete and weather tight at the end of the work day.
1.07 TRASH REMOVAL
A. It is the Contractor’s responsibility for the removal of all debris and trash from Government property in accordance with all federal, state, and local regulations.
The Contractor is responsible for all permits and fees in regards to disposal of trash and debris. This includes all construction materials and wrappers and all Contractor’s employees personal trash.
B. It is the responsibility of the Contractor to see that all areas of work are clean at the time of final inspection and acceptance. The Contractor shall keep the premises clean, free of accumulations of waste and rubbish, at all times during the period of performance. Contractor shall remove and dispose of all debris from premises including the removal of discarded or dropped roof fasteners from the grounds. This includes all grass areas immediately adjacent to gravel driveway surfaces and all paved grounds within the boundary of the designated work area.
The removal of ground debris will be required prior to Final Inspection and Close Out of the contract.
1.08 WARRANTY
A. Manufacturer’s Warranty: Furnish shingle manufacturer’s warranty for the product listed below:
If pressure treatment cancels shingle mill warranty a warranty from the preservative treatment company must be provided
B. Installers warranty must be provided for shingle installation
PART 2: PRODUCTS
2.01 MANUFACTURERS-WESTERN RED CEDAR SHAKES & STARTER SHINGLES
Acceptable Manufacturer: Provide products manufactured by the CSSB approved mill with quality certification number on Certilabel™.

Substitutions: Not permitted; all bundled shingles must bear an authentic CSSB label.
All shakes and shingles must be pressure preservative treated and bundles accompanied with the official treatment facilities label.

2.02 SHEET MATERIALS
A. Eave Protection ASTM D1970 sheet barrier of self-adhering rubberized asphalt membrane shingle underlayment having internal reinforcement and “split” back plastic release film; provide material warranty equal in duration to that of shingles being applied.
2.03 FLASHING MATERIALS
A. Sheet Flashing: ASTM B 209; 0.025 (0.63mm) thick aluminum, white finish.
2.04 ACCESSORIES SHAKE & SHINGLE FASTENERS
A. Nails only, no staples will be accepted. Nails must be Stainless Steel Type 316.
Nails must be specific for cedar shake and shingle applications. Fasteners, two per shingle must be applied ¾” from the edge and approximately 1-1/2” above the exposure line. Nails must be driven flush with the surface of the shake or shingle, overdriven or underdriven nails is incorrect installation.
Substitutions: Only if prior approval is granted by the COR due to market infusion of nails claiming stainless steel properties that do not have the proper nickel chromium amount.

PART 3 ROOF DECK
3.01 ROOF DECK PREPARATION
A. Existing skip sheathing pattern is acceptable and the pattern and layout is acceptable for replacement sheathing where repairs are necessary.
B. Broom or vacuum clean existing skip sheathing and deck surfaces prior to shake application.
3.02 REPAIRS TO PRE-EXISTING ROOF DECK AND STRUCTURE
The work of this section consists of carpentry work to repair deteriorated sections, of the extant skip sheathing on the roof deck. The roof deck is currently covered by the existing cedar roof covering and has only been inspected from limited areas. Based on visual observation and non-destructive testing, it appears to be in good condition. This section is included to repair any roof skip sheathing found to be deteriorated.
For Contractor’s estimating purposes an area equal to 15 percent of the total roof area will be used for this section. The total roof area is approximately 6100 square feet;
therefore, the quantity to be used for pricing this section of work is not-to-exceed 915 square feet
3.03 PRODUCT DELIVERY, STORAGE, AND HANDLING
A. Protect with waterproof covering allowing adequate air circulation. Do not store seasoned or kiln dried materials in wet or excessively damp environments.
3.04 LUMBER
A. Roof Deck Material

2. Preservative Treatment: Alkaline Copper Quaternary (ACQ) Kiln dried after treatment (KDAT)

4. Dimensions: All dimensions shall be compatible with adjacent deck material.

B. Miscellaneous Fasteners: Provide corrosive resistant nails, screws, and similar items of type, size, and strength required to secure members rigidly in place.
3.05 GENERAL INSTALLATION
Install rough carpentry work in accordance with local building code.
PART 4: SHAKE AND SHINGLE INSTALLATION
4.1 INSTALLATION- WESTERN RED CEDAR SHAKES & SHINGLES
A. Install shakes and shingles in accordance with CSSB’s instructions for product type and application specified as outlined in the New Roof Construction Manual March 2015.
B. Cover all roof surfaces except extant entry porch and central hipped diverter with
Certi-Sawn® shakes bearing the Cedar Shake and Shingle Bureau’s official grade marked label located on bundled material.
C. Shakes for roofs must be Certi-Sawn Western Red Cedar, Tapersawn shakes, 18” long with a 5/8” butt thickness; pressure preservative treated.
D. Shingles for undercoursing at eave must be Certigrade Number 1 Western Red
Cedar shingles 16” long with 5 shingles equal 2-1/4” butt thickness; pressure preservative treated.
E. Roof shakes must be laid with a weather exposure of 5-1/2 inches.
F. Felt interlay is neither required nor needed for 18” sawn shakes laid in 3 ply coverage in accordance with CSSB Tech Bulletin for 3-ply application of #1 grade 18” Tapersawn shakes.
G. Certi-Label shakes and shingles must be triple coverage at eaves. First undercourse Certigrade shingle at 1-1/2” overhang. Covered/overlaid with 2 courses of Certi-Sawn shakes at successive ¼” overhang of the previous course.
One inch overhangs at roof edge for shakes parallel to gable and rake edge.
H. Certi-Sawn shakes must be spaced apart no less than 3/8, not more than 5/8”

I. Shake key-ways must not be parallel in three successive rows. Minimum offset 1- 1/2” second row; ¾” third row.
4.2 PROTECTION OF FINISHED WORK
A. Protect finished work from damage.
B. Do not permit traffic that will mar, stain, dent or damage finished roof surface Finish work shall be covered with a protective barrier when activity that could damage to finish work is undertaken.
4.3 DAILY SEAL
A. On phased roofing, when the completion of flashings and terminations is not achieved by the end of the work day, a daily seal shall be performed to temporarily close the membrane to prevent water infiltration.
B. Complete an acceptable membrane seal in accordance with the manufacturer's requirements.
PART 5: BARRIERS
5.01 DESCRIPTION
The work of this Section consists of furnishing, installing, and maintaining barriers to protect existing facilities and the public from construction operations.
5.02 GENERAL
Material shall be new or used, but shall be suitable for intended purpose. Fences, tunnels and barriers shall be structurally adequate and neat in appearance.
5.03 FENCING
A. Safety Barrier Fence: Safety fencing shall be erected a minimum of 20 feet out from the building up to the inner edge of the front and rear sidewalks. Orange plastic fence, minimum height, 4 feet. Supported at 8 foot intervals maximum distance.

B. Enclosed walkways shall be built at the front and rear main ingress and egress doors from the safety barrier fence line up to the building. Minimum clear width of enclosed walkway must be 6’-0”; minimum clear height must be 7’-0”. An opening for natural light to enter the enclosure is sufficient. Light opening shall be at the upper portion of the vertical wall. Enclosures shall be constructed to maintain effectiveness despite term exposure to sun, wind, rain and snow effects and neat in appearance.
C. Emergency exists will remain unobstructed with an open path provided to the outer edge of the fence line, but will not be enclosed in a tunnel
D. Fence, barricade, or otherwise shall be installed in order to block off all immediate work area, material and equipment storage to prevent unauthorized entry.
PART 6: CONTRACTOR’S USE OF THE PREMISES
A. Construction Camp: Establishment of a camp within the park is not permitted.
B. The building must be open to National Park Service (NPS) staff and visitors during construction. Maintain access and safety standards for National Park Service administrative and other official business throughout the construction phase.
C. Smoking is prohibited on the roof, porch or within twenty five feet of the Visitor Center.
Smoking will also be prohibited in other areas the park has posted “NO SMOKING”
D. Parking and Staging of Construction Materials:
1. A designated staging area will be provided for contractor use at the far southeast end of the lower lot. It is anticipated that 12 parking spaces on either side of the lot to stage materials, equipment, and a dumpster will be needed.
2. The Contractor is responsible for acquiring a physical storage container if necessary. Confine storage of materials to area coordinated with the COR. Storage will not be available within the Visitor Center at any time. Appropriate on-site areas for staging materials and equipment will be designated by the COR prior to the beginning of Contractors site mobilization.
E. Interruption of Utilities: Existing utilities shall not be interrupted by this work. In the event of a necessary interruption notify COR and utility companies 48 hours in advance of proposed interruption.
1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repairs to the utility will be at no additional expense to the Government.

2. If damage occurs to an unknown utility, an equitable adjustment will be made in accordance with the Changes clause of the contract.
F. Contractor does not have access to interior of the Visitor Center unless otherwise approved by the COR. The Contractor shall provide a written plan describing proposed means of access to roof and route to various work areas for prior review and approval by the COR. The interior structure or stairs shall not be used for removing debris or delivering materials, except as authorized in writing in advance by the COR. Access to the roof top work area will be from the exterior.
1. Contractor shall at all times conduct his operations to ensure the least inconvenience and appropriate safety measures are enacted for the public and park staff. Any closures or interruption of park activity shall be requested prior to work and with the specific approval of the COR.
2. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees, grass and plants, at no additional expense to the Government.
G. The Contractor shall have work access on-site during the hours of 6:00am through 6:00pm Monday through Friday. Saturday work hours will be permitted only with prior 48 hour notification to and acceptance by the COR. Sunday or federal holiday work hours will not be permitted without special approval by the COR.
PART 7: INSPECTION
A. GENERAL
The COR will be responsible for periodic inspection of all phases of this contract.
A. Inspections may take place according to the following milestones in relation to the
Contractor’s Work Plan identified below and intermittently at the discretion of the
COR.
(1) At the completion of site barrier and protected walkway installations.
(2) After areas of existing shingles are removed from the roof and prior to cedar shake installation.
(3) Prior to re-roofing the ridge vent.
(4) After any repairs are made to roof substrate.
(5) During installation of cedar shakes.
(6) At the completion of shake installation re-installation.
(7) Final inspection after all work is completed and work site is returned to pre-project conditions.

B. Field quality control inspection will be performed during shake and shingle installation. Inspection will consist of but is not limited to:
(1) Proper nail location and nail patterns.
(2) Proper nail set depth.
(3) Proper offsetting of keyways.
(4) Proper spacing distance between shakes & shingles.
(5) Verifying overhang distance
(6) Verify material products
(7) Inspection of barricades and walkways
(8) Work-site housekeeping
(9) Material protection from rain/moisture
C. Visual inspection of the work will be provided by COR. If conditions are unacceptable, COR will notify the CO.
PART 8: EXISTING CONDITIONS
If discrepancies are discovered between the existing conditions and those noted in the specifications, immediately notify the Contracting Officer (CO) in writing and solicit the manufacturer's approval prior to commencing or continuing with the work. Necessary steps shall be taken to make the building watertight until the discrepancies are resolved.
It has been assumed that the existing ridge vent is still serviceable and new shakes can be applied in the same fashion as the extant shingles.
PART 9: PRE-CONSTRUCTION CONFERENCE
A. A Pre-Construction Conference will be scheduled after contract award. Contractors are reminded that this work will be performed in a National Park and on a historic structure so extra precautions may be required to protect the general public; visitors and park employees.
B. Pre-Construction Meeting – Conduct a pre-construction meeting at the site prior to commencing work of this section. Require attendance of entities directly concerned with roof installation.

Agenda will include (but not limited to):
(1) Contractor’s Park Visitor Safety procedures
(2) Contractor’s Site Safety Plan – OSHA
(3) Site Usage for material storage, contractor parking, electrical service, etc.
(4) Contractor’s Work Plan
(5) Availability of roofing materials
(6) Preparation of penetrations through roof i.e. ridge vent and pipe boots
(7) All Other items related to successful execution of work
Any conditions or proposed changes should be identified in writing and submitted to the CO if necessary, in order to clarify any conditions not shown.
PART 10: TEMPORARY FACILITIES AND CONTROLS
A. Temporary Utilities:
Electrical power will be provided from the NPS Visitor Center to at least two locations selected by the COR for use by the Contractor for work related performance for the duration of the work. The amperage of the circuit breakers will not exceed 15 amps, nor will the number of circuits available exceed two.
B. Temporary Sanitary Facilities:
Portable toilets shall be provided for the Contractor’s work crew and the costs associated will be the sole responsibility of the Contractor .
C. Water:
Water will not be supplied by the NPS
PART 11: JOB SITE PROTECTION
A. The Contractor shall use reasonable care and responsibility to protect the building and site against damages. The Contractor shall be responsible for the correction of any damage incurred as a result of the performance of the contract. The Contractor shall remove all debris from the job site in a timely and legally acceptable manner so as to not detract from the aesthetics or the functions of the building. The Contractor shall adequately protect the building, service drives, lawn, shrubs and trees from damage while performing the required work. Provide canvas, boards and sheet metal, etc. properly secured as necessary for protection and remove protection material at completion.
B. Do not overload any portion of the building, either by use of or placement of equipment, storage of debris, or storage of materials.

C. Protect against fire and flame spread. Maintain proper and adequate fire extinguishers.
Smoking will be permitted only on the ground and twenty five feet away from the structure.
D. Protect all ground stored materials with waterproof coverings.
E. Remove all traces of piled bulk materials and return the job site to its original condition upon completion of the work.
PART 13: SAFETY
A. The work area shall be maintained in a clean and safe condition at all times. The
Contractor must, with the use of barricades, ropes, signs, or audible signals, take all necessary precautions for the protection of the work and safety of the public. Any accident or incident, in regards to the work under this contract, shall be reported immediately, in writing, to the CO.
B. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Notify Contracting Officer immediately in the event of a reportable accident. Within 7 days of a reportable accident, fill out and forward to Contracting Officer an Accident/Property Damage Report (Form CM-22). Form may be obtained from the CO.
C. All Other Accidents: The Contractor shall report all other accidents to the Contracting
Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
D. The contractor must ensure materials, equipment and all other objects placed on the roof or scaffolds are secured and prevented from falling outside of work areas or beyond fences, barricades and covered walkways.
PART 14: ACCIDENT PREVENTION
1.1 DESCRIPTION
The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.

1.2 SUBMITTALS
Accident Prevention Program: Before on-site work begins, submit an accident prevention program to the COR for review and approval. The COR will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be made until the program is approved. The program shall include:
A. Name of responsible supervisor to carry out the program.
B. Weekly and monthly safety meetings.
C. First aid procedures.
D. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
E. Training, both initial and continuing.
F. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property
