1. Bid date is set for July 10th. Is this date firm or is an addendum issued/to be issued extending the bid date? We just found out about the project and are requesting additional time for the bid.

Answer 1: The response date for this solicitation will be extended July 14, 2015 at 16:00 MST, effective in Amendment 00001.

2. Will a prebid be held? There were conflicting notes about this. In the project specifications, section 01 11 00 Summary of work, it states a four hour prebid site meeting shall be facilitated and include a cave tour. Other notes in the solicitation state no prebid. Please clarify.

Answer 2: There will be no pre-bid site meeting for this solicitation. See Pages 133/134, reference Provision 52.236-27.

3. We have performed work/are prequalified with multiple state and federal agencies. Are there any prequalification requirements for the National Park Service/Department of Interior?

Answer 3: No.

4. While working on our proposal for this project we have noticed that Standard Form 1442 is missing information in Blocks 3, 5 and 7; which we typically find completed by the issuer. Was this information intentionally omitted?

Answer 4: Amendment 00001 will have more complete information listed that will be pertinent to this solicitation.

5. In essence, it appears to me that what NPS is requesting is a Bid in accordance with the CLINs of Section B. It appears that what NPS wants submitted to be able to be considered for bidding is the following:

· Section A Filled Out

· Section B Filled Out

· Section J All Attachments Filled Out

· Section K Certification of Size Submitted Answer 5: Please reference Section L – Instructions, Conditions, and Notices to Offerors and Sub Section B: Submission of Offers.

6. Disposal of cave soils. The contract says dispose as directed by the Contracting Officer in the cave. The Contractors have all asked, how far would they have to haul the materials to dispose of it.

Answer 6: See attached map for Amendment 0002 which outlines the locations for placing the soil for disposal.

7. Concrete Surface Roughness. Two of the three contractors have stated they will have to saw cut the concrete surface in order to obtain the required roughness. Their concern is the dust this would created.

Answer 7: BASED ON A REVIEW COMMENT BY CHRIS JONES (PRESERVATION ARCHITECTURE & ACCESSIBILITY) A MINIMUM SLIP RESISTANCE FACTOR OF 0.7 IS REQUIRED FOR PAVED SURFACES WITHIN THE CAVE. THIS FACTOR SHOULD BE MET BY PROVIDING A SLIP RESISTANCT MEDIUM-TO-COURSE-TEXTURED BROOM FINISH.

BASED ON PARK’S DIRECTION, PORTIONS OF THE CAVE TRAIL WHICH REMAIN PERMANENTLY WET ARE TO RECEIVE A SLIP RESISTANT SURFACE PER DETAIL K ON SHEET C7.02. THE CONTRACTOR IS RESPONSIBLE FOR ACHIEVING THE REQUIRED SLIP RESISTANT SURFACE PER THE DETAIL INCLUDING THE DUST CONTROL REQUIREMENTS PER THE SPECIFICATIONS.

8. Finally, One of the contractors stated that all batteries for electric vehicles must be charged out of the cave. I have not looked at the specs to verify this yet.

Answer 8: BASED ON A REVIEW COMMENT BY ED ZIMMER (SAFETY ENGEERING), THE SPECIFICATION SECTION 013523 – 2..1 – A REQUIRES THE CONTRACTOR TO PREPARE AND SUBMIT AN ACCIDENT PREVENTION PLAN, INCLUDING ELECTRICAL SAFETY PROCEDURES ASSOCIATED WITH CONTRACTOR TOOLS AND EQUIPMENT SUCH AS ARC WELDING AND BATTERY RECHARGING WITHIN THE CAVE, FOR CONTRACTING OFFICER’S APPROVAL. THEREFORE IT IS UP TO MACA WHETHER OR NOT TO ALLOW THE CONTRACTORS TO CHARGE ELECTRICAL BATTERIES WITHIN THE CAVE.

9. Will the pre-bid meeting minutes and sign-in sheet be posted?

Answer 9: Please see response to question 2, there was no coordinated pre-bid so there is no sign in sheet or meeting minutes.
