STATEMENT OF WORK

Project Description:

Furnish and Install a Temporary Safety/Debris netting system on a painted wood framed structural support system, located at the north side, Portico ceiling.

Description:

The Work shall consists of the Installation of two separate debris netting systems on the east and west sides of the Portico ceiling, atop the existing columns at approximately 42 ft. above finished floor. A wood 11-

7/8” Parallam Plus perimeter ledger frame will be anchored to the architrave beam with stainless steel self-tapping masonry screws ONLY into the existing grout joints,. Intermediate 11-7/8” Parallam Plus members shall be spaced at 6 equal bays anchored to the ledger with stainless steel joist hangers will serve as the support structure of the netting. ALL framing members must be cut longer than span need to create a compression fit between marble architrave beams. The netting will consists of a heavy duty, double stranded, nylon mesh, 2-1/2 inch square mesh maximum, paired with a 3/8 inch knitted polyethylene mesh liner. This netting will be attached to the top of the 11-7/8” Parallam Plus frame system with steel snap clips on a 3/8 inch diameter stainless steel perimeter cable looped through stainless steel eye bolts that are lagged into the tops of the 11-7/8” Parallam Plus wood framing members. All wood members shall receive

1 primer coat and 2 finish coats of paint that replicates the existing stone color. The Contracting Officer will determine if additional work, covered by unit price bid items shall be performed. Contracting Officer's approval is needed before proceeding with such work. The Contractor shall provide costs itemizing labor and materials for the work, and provide services as stipulated in this Statement of Work as follows:

The following sizes/loads are approximate:

Two Netting systems for an approximate area of 19’-5” wide x 18’-9” deep, 364 square feet each.

11-7/8” Parallam Plus perimeter wood ledgers to cover the dimensions of 19’-5” wide x 18’-9” deep.

11-7/8” Parallam Plus structural framing to span a distance of 18’-9”.

Design load requirements for the netting system shall be capable of arresting 250 pounds at a distance of 5 feet.

Cables, boarder edging and snap clips must have a minimum breaking strength of 5,000 pounds.

1. Contractor will provide a structural engineer licensed in the District of Columbia, Maryland or Virginia to perform and be responsible for the design of netting and structural support systems.

2. Contractor awarded the project shall attend meetings as noted in Stipulations section.

2. Installation of wood framing and all associated hardware.

3. Installation of netting system, cabling and all associated hardware.

4. Workmanship shall be warranted for no less than one (1) year from completion.

5. Materials shall be warranted according to the manufacturer's specifications.

Quality Requirements

Testing and inspecting services may be required to verify compliance with requirements specified or indicated. These services do not relieve Contractor responsibility for compliance with the Contract requirements.

Requirements for Contractor to provide quality-control services as directed by Contracting Officer's

Representative COR or authorities having jurisdictions are not limited by provisions of this Section.

Submittals

Delegated-Design Submittal: In addition to Shop Drawings, Product Data, and other required submittals, submit drawings, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional, confirming that the products and systems are in compliance with performance and design criteria indicated. Include list of codes, loads, and other factors used in performing these services.

Licenses, and Certificates: Submit copies of licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.

All material submittals must be transmitted using the National Park Service’s CM-16 Transmittal form attached at the end of this scope of work document.

Quality Assurance:

Contractor shall be qualified and licensed and shall submit documentation prior to award. A construction permit is not required; however, the contractor shall show evidence of being experienced in the production and installation of Debris Netting Systems.

Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or product that is similar to those indicated for this Project in material design, and extent.

Fabricator Qualification: A firm experienced in producing products similar to those indicated for this

Project and with a record of successful in-service performance, as well as sufficient production capabilities to produce required units.

Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project.

Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.

Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance.

Products:

A. Framing Lumber to be a minimum of 11-7/8” Parallam Plus PSL’s by Trus Joist/ Weyerhaeuser.

B. Wood Shims to be SPF Kiln-Dried

C. Stainless Steel Self-tapping masonry anchors, Titen HD, 5/8” x 8” Minimum, By Simpson Strong-Tie, or equal. (www.strongtie.com)

D. Joist hangers to be stainless steel with associated hardware/anchors HU-210, Minimum, By Simpson

Strong-Tie, or equal. (www.strongtie.com)

E. Stainless Steel Eyebolts to be a minimum of 1/2 inch diameter by 6 inches embedment in to wood framing with and 3/4 inch inside eye diameter.

F. Debris Netting to be a Heavy Duty debris net with liner. Double stranded knotless nylon netting with a mesh size of 2-1/2 inches and a 3/8 inch nylon mesh liner. Must meet OSHA and ANSI regulations, fire retardant and U.V. treated. Perimeter banding and eyelets for anchoring system. By Eagle Industries or equal. (www.eagleencl.com). Color of liner to be White 50% Debris Netting.

G. Stainless steel cables to be 3/8 inches in diameter minimum with turnbuckle and thimble connections that meet the minimum loading requirements of the debris netting system.

H. Stainless steel snap clips for the linking net eyelets to cable system to be sized to meet load requirements, by Eagle Industries or equal. (www.eagleencl.com)

I. Paint for all wood and wood anchors/hangers to have 1 coat of Benjamin Moore Alkyd Primer 366 and

2 coats of Benjamin Moore, Aura Waterborne Exterior Paint; Semi-gloss Finish. Color to be Silver Satin, OC-26.

Stipulations:

The contractor shall coordinate with designated points of contact (POC) at the Park to complete the work as and when required. This shall be conducted through onsite meetings, telephone, facsimile, and email correspondence. The following site meetings shall be included:

Kick-off meeting for the start of the Project.

Completion of wood framing system.

Completion of Debris Netting System.

Punch list at Substantial Completion.

Final Acceptance walk through.

1. The contractor shall review relevant source materials to develop a clear understanding of the project area, the proposed project, and associated issues. Any questions should be directed either to the designated

Contracting Officers Representative (COR).

2. Data describing and showing the characteristics of the proposed item with specified components will be provided to the Contracting Officers Representative (COR).

3. Waives all claims for additional expenses or damage that may be incurred during the project.

4. Will provide the warranty information for the installed units.

5. Work will be completed Monday - Friday between 7:30 AM and 4:00 PM unless otherwise authorized.

No work will be performed on weekends or on federal holidays. Work outside of this schedule shall be requested and approved in advance. The contractor will take into consideration that they will be working in an open public area and should conduct work according to park standards and in a professional manner.

6. The contractor's quality control efforts shall ensure that all work meets all health, safety and environmental codes. Contractor shall also meet building codes to meet state and federal requirements.

All parts or materials used should meet manufacturer specifications on installed units.

7. The contractor will abide by all OSHA safety standards and regulations in the performance of this work including the use of applicable proper personal protective equipment (PPE), and fall protection.

Contractor will be required be to follow all park safety policies and procedures in line with National

Park Service Standards.

8. The contractor shall abide by all laws, regulations, and policies governing the National Park Service. The contractor shall follow and adhere to all reasonable requests and directions of the COR, and NPS Rangers.

The contractor shall ensure its activities ensure the highest degree of protection to all park resources, employees, and visitors.

Acceptance and Payment:

Acceptance

1. Acceptance will be given by the Project Manager or COR after an inspection and verification of the work performed as defined in the contract specifications. Acceptance can be on partially completed work if approved by the Project Manager or COR.

2. The Contractor shall include with all invoices for payment an acceptance report signed by the Project

Manager, COR, or designated park representative. Failure of the contractor to obtain signed acceptance report(s) will release the government from any obligation to pay for services claimed but not documented by a signed acceptance report.

3. Payment: Must be submitted through the National Park Service’s Invoice Processing Platform (IPP)
