Part IV: Technical Proposal/Evaluation Criteria

For purposes of this source selection, the offeror's proposal will be evaluated under two areas of consideration - technical and price. The technical factor is equally as important as price. In addition to the evaluation of the offeror's proposal for award determination, the Government may also consider the offeror's past performance data from sources other than the offeror.

Proposals shall address each evaluation criterion and sub-criterion with particular emphasis on areas of cited specialized work, illustrating type and extent of related experience and qualifications, and other pertinent data for evaluation panel's use in understanding and evaluating the proposal.

The CO and/or Technical Evaluation Panel may contact general and similar work references cited within submitted proposals, or any others the NPS may choose to contact to verify and evaluate submitted qualifications, experience, past performance, competency, dependability, and quality of work of the Prime Contractor and/or Subcontractors.

A.Criterion A:Qualifications of Contractors

1. Organization of Maintenance Team: Provide a description of the entire proposed maintenance team identifying Prime Contractor, all Subcontractors, and specific areas of responsibility. The description shall identify specific lines of communication, responsibility and highlight experience of the maintenance team in working jointly on similar projects.

2. Prime Contractor:

a. Provide a description of the prime contractor's qualifications to perform the work described. Specific areas that should be addressed include, but are not limited to:

Professional organizations in which you or your firm have membership Professional awards received by your firm Number of key personnel including number of years experience especially for field personnel actually performing the work and any applicable certifications Organization of the company and any outstanding characteristics Ability to perform the work and manage the project within proposed time frame Ability to manage subcontractors Type and size of projects they have been actively involved m.

b. General References: Three (or more) references able to attest to qualifications, experience and past performance records.

c. Key Personnel: Provide the qualifications of the company management, project manager, trade supervisor and technicians in the field, and other key personnel with regard to performing the work of the contract including but are not limited to:

Years of experience Education Employment history with the company Type and size of projects they have been actively involved in.

Professional organizations in which they have membership Professional awards received by team members who will participate in proposed project.

Licenses and certifications related to this contract

3. Subcontractor:

a. Provide a description of all subcontractors' qualifications and experience in performing the work described. Specific areas of experience that should be addressed are the same as above.

b. General References: Three references able to attest to qualifications, experience and past performance records.

c. Key Personnel: Provide the training, experience and qualifications of the Superintendent(s), Foremen, and other Key Personnel with regard to performing the work of the contract including experience with similar type projects.

B. Criterion B: Past Performance

Prime Contractor shall demonstrate experience working on similar projects over the last 5 years.

a. Provide three similar work examples of a similar nature. At least one project should reflect a contract in which the subcontractor(s) performed in a role or manner similar to that proposed for this contract, which the firm has completed during the past five years. Give date of contract, name and location, description of work, name of contact person and phone number, and size of project. Include performance record with respect to scheduling, budget, contract modifications, labor issues, etc.

b. Provide names and phone numbers of key contacts for any work performed in the past five years for the Federal Government.

C.Criterion C: Methodology

Provide a description addressing the approach to the scope of work, and the work site. This discussion shall address concerns including, but not limited to:

D.Criterion D:Safety

- Sequencing of work including all tasks

- Contractor/Subcontractor/NPS coordination

- Material delivery coordination and storage of materials on and off site

- Procedures to be utilized

- Materials to be utilized

- Crew size and proposed scheduling

Provide a comprehensive written Safety and Hazardous Materials Plan that includes but is not limited to:

- Type of PPE which shall be used by employees

- Employee safety training -Emergency procedures for injuries to the contractor's employees

- Protection of park visitors

- Protection of park resources, including any necessary environmental safeguards

- Traffic control, if required

- Hazardous material control and disposal

(4.) Clarifications: The Government may reject any offer that is evaluated to be significantly not compliant with the solicitation requirements, unrealistically high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed. The Govenunent reserves the right to request such additional information as may be necessary to determine the offeror's qualifications for award of a contract or to clarify any aspects of the offer.

(5.) Offers will be evaluated on the bases of price and technical criteria. Pricing shall be submitted on the attached Pricing Sheet. The price of the Offeror will be evaluated based on the following:

(a.) A price evaluation shall be performed to ensure the reasonableness of proposed prices. Such evaluation may involve comparison among offers' prices as well as a comparison with the Independent Cost Estimate. Reasonableness will be determined by considering other offered prices received and comparison to the Independent Government Cost Estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Prices for options will be evaluated to determine the reasonableness of the proposed price using price analysis techniques and whether the options are unbalanced when compared with the base price. In addition, offerors are cautioned that the agency may reject a proposal if the price is unreasonably low, as such a price may be an indicator of a lack of understanding of the project requirements or of an increased risk of performance.

(6.) ATTENTION OFFERORS:
