EMPIRE, MICHIGAN

SECTION 1.1

SUMMARY OF WORK

1.1.1 DESCRIPTION OF WORK:

A. The Contractor shall provide all labor, tools, materials, and equipment necessary to replace the Inverter/Charger on South Manitou Island at Sleeping Bear Dunes National Lakeshore.

1.1.2 LOCATION: The work is located on South Manitou Island at Sleeping Bear Dunes National Lakeshore, Leland Michigan.

1.1.3 SITE VISIT: CALL Dennis Steele at (231) 326-4835 to make arrangements to see the unit on the island. Manitou Transit phone number is 231-256-9061 for reservations and directions to the marina. Bidders are encouraged to have examined the site and satisfied him/herself as to the existing conditions under which he/she will be pledged to operate or that in any manner might affect the work under this contract. Private boats may be used to attend the meeting. The park dock on South Manitou Island has a 30 minute mooring limit.

1.1.4 WORKING HOURS: the work shall not be performed on weekends or holidays, or before 8:00am or after 4:30pm, unless prior arrangements are made with the Contract Specialist (CS) Contracting Officer (CO).

1.1.5 TRANSPORTATION AND HOUSING: The Park will provide housing during the contract period. The park housing is a fully furnished house with the following amenities; bath, kitchen, (stove, microwave, refrigerator, table, chairs, utensils), living room (furniture), bedrooms (bed, dresser). The items not furnished are bedding (sheets, pillow, and blankets) and food. There are no restaurants or stores on the Islands, so all food must be transported. The park is not responsible for any moving of materials and tools from delivery trucks to the docks or transportation, contractor employees and contractors. It is the contractor’s responsibility to make arrangements for all transportation to and from the island for employees, materials and the removal of all debris. For transportation to the island it is recommended to use the Manitou Transit out of the Leland Harbor, phone number is 231-256-9061. The use of a privately owned boat is allowed; however it is not allowed to remain moored up to the park dock for more than 30 minutes. If it is used to transport materials contact the Contracting Officer’s Representative (COR) to arrange for longer mooring time at the Park dock for offloading. The COR will be appointed at contract award.

1.1.6 PRECONSTRUCTION CONFERENCE: Prior to beginning work, the Contract Specialist (CS) or Contracting Officer (CO) will arrange a meeting with the Contractor to discuss the work in general. This discussion shall include administrative matters, National Park Service policy and regulations, safety and accident prevention, questions the Contractor may have, and points that need to be resolved before the work commences. At this conference, the Contractor shall furnish the Contracting Officer with a plan of operation indicating date and information for moving and handling of materials. The Contractor shall secure approval of the plan and not deviate without the permission of the Contracting Officer.

1.1.7 COMPLETION: All work shall be completed to the satisfaction of the Contracting Officer in accordance with the specifications within 60 calendar days from receipt of Notice to Proceed.

1.1.8 QUALITY ASSURANCE: All work shall be accomplished in accordance with the manufacturer’s recommendation and subject to the approval of the Contracting

Officer Representative.

SECTION 2.1 GENERAL

2.1.1 General:

New bimodal inverter is required to replace the existing 20 kVA inverter/charger on

South Manitou Island, Sleeping Bear Dunes National Lakeshore in summer of 2015. The primary functions of the replacement inverter/charger shall be to reliably:

1. In normal stand-alone mode, provide full rated power from existing 120 Vdc battery banks

2. Provide battery bank charging from the existing PV array

3. When dc power is insufficient, automatically provide full power from one of two existing diesel generators (without inverter operation)

4. When more power is needed above setpoint-established inverter capacity, automatically start and operate inverter in parallel mode with one of two diesel generators

5. Charge battery banks when needed from one of two diesel generators

6. Permit remote system control and data acquisition

Existing battery bank: four strings, each of 60 AGM lead-acid cells of 1000 Ah rating

Existing PV array: 30 strings of 4 Sanyo 210N PV modules, each string Imp = 5.1A, Voc= 204 V@25C

Both existing diesel generators: rated 40 kVA continuous, 120/208 V 3-phase, 60 Hz

Load: 120 V (4-wire) site distribution to multiple buildings and a 240 V 3-phase pump

Ambient temperature: +5 to 35C during operating season, -30 to +30C during late fall, winter, early spring

Ambient humidity: 90% max, non-condensing

Inverter to comply with IEEE Standard 1547, USA FCC Part 15-B

The inverter will be sheltered from weather and mounted on a concrete slab floor 2.1.2 AC Power Supplied to Loads from Inverter Operation:

Nominal output voltage: 120/208 V 3-phase, 4-wire
