Amendment 01 - Questions and Answers

P15PS01201

Purchase & Install Inverter South Manitou Island, SLBE

1) The 60 day Period of Performance may not be sufficient to allow for the manufacture and delivery of a new inverter. Is this performance period negotiable?

Answer: Yes. Submit your proposed schedule with your solicitation response.

2) Will a Michigan contractor’s license be required?

Answer: No

3) Are IEEE 1547 and USA FCC 15-B as listed in the technical specifications document firm requirements? Sections of these standards conflict with the specifications listed in section

2.1.2 of the technical specifications document.

Answer: Please specify where there appears to be a conflict of the spec with the standards.

Contractor Response:

The IEEE 1547 standard was developed to standardize the interconnection of distributed generation equipment to the utility grid. As there is no utility grid to connect to at SMI, I would like to assume that the majority of the standard would not apply. The main conflicts that I had a concern with are the voltage and frequency tolerances, anti-islanding provision and reconnection delays. May I assume that where the specifications differ from the standards, the specifications will take precedence?

Answer: The contractor is correct; we erred in including the IEEE 1547 Standard as a part of the SMI inverter specification. Although we previously thought this was a universal standard for all dc/ac inverters, we reviewed the basic summary of IEEE 1547 and it applies only to the interconnection of an independent dc source to a utility grid through an inverter.

Therefore it does not apply to the needs on SMI.

Thus the reference to IEEE 1547 in the general specs for the SMI inverter should be removed.
