P15PS00711

Amendment 2 1 Question: May we use a licensed mechanical and electrical engineer and their design firm to perform the mechanical/electrical engineering duties described under “Primary Services Required”, fulfilling the role of “Lead Mechanical Administrator” and “Lead Electrical Administrator” under “Required Disciplines”?

Answer: Yes 2 Question: The submission requirements section of NPS’ IDIQ request asks for a SF330 form for each firm and a Team Standard Form 330. Can you please clarify the difference between these? Are you expecting a full SF 330 response from each consultant team member as well as the prime, which would be quite lengthy given the number of disciplines requested?

Answer: SF330 and a Team Standard Form 330 are the same. Submit a SF330 for your firm that incorporates your team of subconsultants.

3 Question: What is the difference between these RFQ’s P15PS00711 and P15PS00712 other than one is designated for small firms and one is not? Should we apply for just the small firm one? For both? Please let me know how you see the difference between the two RFQ’s and what sort of projects you expect for the two RFQ’s.

Answer: The Request for Qualifications issued on 3/17/15 is a small-business set aside (P15PS00711) and the Request for Qualifications issued on 3/23/15 is full and open (P15PS00712). Other than that one difference, they are the same. Anyone can submit for the full and open Request for Qualifications. To submit for the small-business set-aside the prime firm has to adhere to the $7.5M threshold.

4 Question: Can you please clarify the small business requirement? Is it 15% SBE as defined by $7,500,000, or is it the breakdown referenced in the sub-contract plan requirement paragraph?

Answer: Large business firms are required to demonstrate/commit that they will meet the minimum requirement of 15% of the total contract value to small business concerns. Any firm that is not a small business will also be required to submit a Subcontract Plan documenting how the goals will be met.

5 Question: Are you asking for rates to be included? Or will rates be negotiated on a task order basis following award.

Answer: Labor rates are not required with this Request for Qualifications.

6 Question: Is there an upper limit on number of contract awards?

Answer: The NPS may elect to award a single contract or multiple contracts.

7 Question: Does the Combined Synopsis/Solicitation under solicitation number P15PS00711 contain requirements similar to a current contract. If possible, please provide the current contract number. Or, is this a new requirement?

Answer: This solicitation has some similarity to current IDIQ contracts; however, it is considered a new requirement.

8 Question: Regarding the requirement to demonstrate possession of the proper professional licenses and certifications, is it necessary for the successful respondent to possess an architectural and professional engineer license in each of the Pacific West Region jurisdictions indicated e.g. California, Hawaii, Nevada, Idaho, Oregon and Washington? Our project team possesses professional engineer licenses in every listed jurisdiction and architectural licenses for most of them. We can obtain the other architectural licenses required based upon NCAEB certification and other certifications but have not yet done so.

Answer: In order to be considered for award of this IDIQ contract, the A/E as a team must demonstrate they possess all professional qualifications, including individual professional licenses, certifications, etc. for those states listed in the primary area of coverage. Professional registrations are not required for the secondary area at the time of solicitation but evidence must be shown the candidate firm is eligible to become registered in the secondary area states if selected, in time frame as required. Obtain an NCARB registration prior to submitting their SF330.

9 Question: Are you expecting that all of the sub-consultants also have licenses in all of the states in the region? Do you need to see licenses for all of our sub-consultants or just our firm?

Answer: To be considered for award of this IDIQ contract, the A/E as a team must demonstrate that they possess all professional qualifications, including individual licenses, certifications, etc., for those states listed in the primary area of coverage.

10 Question: Please clarify page count discussed below – are the 20 double sided pages of additional material actually the Section H or do we get additional pages outside of Section H?

Answer: Section H is additional information and should not exceed 20 double-sided pages.

11 Question: Our firm is capable of 5 of the 7 Engineering Services. Will we be considered for award?

Answer: The requirements are stated in the Statement of Qualifications. In order to maximize competition and meet all the National Park Service needs, prime/sub-consultant relationships are encouraged.

12 Question: The submission requirement calls for a completed SF330 for each firm, and I just wanted to verify whether you require each team member (prime and subconsultants) provide a full SF330 Parts I and II, including 10 projects for each firm in Section F or if you require an integrated SF 330 with maximum of 10 projects for the entire team in Section F. Please advise. Is there a page limitation for SF330 document.

Answer: Submit a SF330 for your firm that incorporates your team of subconsultants. Section H, Additional Information, should not exceed 20 double-sided pages.

13 Question: We would appreciate some clarification on whether professions with licenses and certifications (architects and engineers) need them in every state covered by this IDIQ. Since NPS is a federal agency, I am thinking this may not be necessary, though these professional would need to be licenses/certified in at least one state. The answer to this question could have a significant impact on the size and complexity of our team, especially with the number of specialty consultants the IDIQ requires.

Answer: To be considered for award of this IDIQ contract, the A/E as a team must demonstrate that they possess all professional qualifications, including individual licenses, certifications, etc., for those states listed in the primary area of coverage.
