About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs for a corrective maintenance procurement over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).
The contracting activity is VA VISN 01, West Roxbury Medical Center (acquisition ID 36C241-26-AP-4399). The requirement is immediate corrective maintenance for a non-functional Siemens IR C-Arm imaging system located in the Interventional Radiology department, essential for diagnosis and treatment of brain, breast, lung, and other cancers. The estimated contract value is $26,743.20. The justification establishes that Siemens Medical, as the Original Equipment Manufacturer (OEM), is the sole source capable of performing the required maintenance because all restoration work must comply with OEM safety and functional standards using proprietary parts, OEM-certified diagnostic tools, and OEM-specific technical protocols. The document emphasizes that non-OEM service presents unacceptable risks, including potential deviation from FDA-regulated performance tolerances, inability to certify radiological output and safety checks, and voiding of warranties and regulatory conformity. Market research conducted through ADDSUP searches, acquisition history review, and contracting officer knowledge confirmed that while third-party service providers exist, none possess the proprietary Siemens diagnostic software, calibration tools, or OEM parts inventory necessary to restore the system to manufacturer specifications or guarantee OEM-standard calibration, imaging chain integrity, and radiation safety verification. The Contracting Officer, Manasés Cabrera, certified the justification as accurate and approved the purchase on July 27, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C241-26-AP-4399
1. Contracting Activity: Department of Veterans Affairs, VISN 01, West Roxbury
Medical Center. 2237 523-26-4-7952-1176
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The IR C-Arm located in IR West Roxbury is currently non-functional and requires immediate corrective maintenance to restore full operational capability. This equipment is essential for interventional radiology procedures, including diagnosis and treatment of brain, breast, lung, and other cancers.
Estimated value: $26,743.20
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Siemens Medical is the Original Equipment Manufacturer (OEM) for the IR C Arm.
All maintenance, parts, diagnostics, and performance verification necessary to restore this system to OEM safety and functional standards are proprietary to Siemens.
Siemens service plans and corrective maintenance offerings rely on OEM-certified parts, OEM diagnostic tools, and OEM-specific technical protocols, which third-party vendors cannot replicate without compromising compliance and performance.
Siemens service terms explicitly require returning equipment to manufacturer specifications, with OEM-controlled parts and labor infrastructure.
This system performs high-risk diagnostic imaging critical to oncology patient care.
To maintain compliance with federal safety requirements and VA medical device standards, corrective maintenance must be performed by the OEM using validated procedures and certified parts.
Using non-OEM service presents risks including:
• Potential deviation from FDA-regulated OEM performance tolerances
• Inability to certify radiological output and safety checks to manufacturer specifications
Revision: 02 Page 2 of 2 Effective Date: 12/30/2025 Acquisition ID# 36C241-26-AP-4399
• Voiding of existing warranties, documentation trails, and regulatory conformity
4. Description of market research conducted and results or statement why it was not conducted:
Market research techniques included a search on ADDSUP, review of acquisition history, and the contracting officer’s personal knowledge of industry practices, all of which confirm that although multiple third‑party service providers exist in the marketplace, none possess the proprietary Siemens diagnostic software, calibration tools, or OEM parts inventory required to fully restore a Siemens IR C‑Arm to manufacturer specifications. Industry sources further show that Siemens is the leading provider of certified corrective maintenance for advanced imaging systems, offering global infrastructure and OEM‑level diagnostic capabilities not available through multi‑vendor service firms. While third‑party vendors may perform limited component-level repairs, they cannot guarantee OEM-standard calibration, imaging chain integrity, radiation safety verification, or regulatory compliance for Siemens equipment, reinforcing Siemens as the only source capable of meeting the required performance and safety standards.
5. Contracting Officer's Certification: Purchase is approved. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
