About this file

This is a Limited Sources Justification document for a Federal Supply Schedule (FSS) delivery order issued by the Department of Veterans Affairs, Regional Procurement Office West, supporting VA Southern Nevada Healthcare Center.

The acquisition procures seven (7) T3 TUG robots manufactured by Aethon Inc and fourteen (14) cart bases created by Lakeside Manufacturing, purchased through Aethon, for automated inpatient Veteran meal delivery. The order is placed against FSS Contract Number 36F79724D0104 with ST ENGINEERING AETHON, INC., located at 200 Business Center Drive, Crafton, PA 15205. This is a firm-fixed-price delivery order with four annual option years for monthly maintenance, technical support, and licensing. The base period runs September 1, 2026 through August 31, 2027, with option years extending through August 31, 2031. The justification cites FAR 8.405-6(a)(1)(B)—only one source is capable of providing the supplies required because the T3 TUG robots are unique and highly specialized, with proprietary technology and special cart bases available only through Aethon. Market research was conducted across SBA.gov, GSA Advantage, GSA eLibrary, the NAC, SCMC, ADDs UP, USA Spending, and SAM.gov, confirming Aethon as the sole provider. The procurement enhances automation and efficiency in meal delivery while improving workforce utilization in Nutrition and Food Services, with the base contract covering purchase and installation while option years cover ongoing maintenance, support, and annual licensing for reliable operations.
