About this file

This is a Statement of Work (SOW) for construction and renovation services at the Lebanon VA Medical Center in Lebanon, Pennsylvania. The project, numbered 595-21-103, requires complete replacement of steam and condensate lines between the Boiler Plant and Building 1, including tunnel repairs, new precast trenching for piping beyond the tunnel, a new pipe junction vault, a new pressure reducing station at Building 1, repairs to existing vaults, and installation of a new steam trap monitoring system. All work must be performed in accordance with detailed construction drawings and specifications, including necessary demolition and removal of existing structures.

The project is structured in two stages with distinct scopes and timelines. Stage 1 (base bid) encompasses all work from Building 10 to the end of the existing steam tunnel through MH-SM-01, with a duration of 365 calendar days from the Notice to Proceed. Stage 2 covers all remaining work from MH-SM-01 to Buildings 1 and 2, with a duration of 274 calendar days following Stage 1 completion. The contractor must develop a comprehensive work plan addressing procedures, equipment, materials, interim life safety measures, and ICRA procedures, subject to Contracting Officer's Representative (COR) approval prior to work commencement. Given the medical center's continuous 24/7 operational requirement, all service interruptions must be scheduled and coordinated with the COR to prevent operational lapses. This task order is restricted to Lebanon-Altoona MATOC holders only and is being issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4.
