CAMERA SYSTEM
The Providence VA Medical Center campus located at 830 Chalkstone Avenue in Providence, RI 02908-4799 has chosen the Aimetis Symphony Enterprise Video Management System and Pelco Network-based High Resolution Color IP Camera and with the latest Sarix mega pixel technology and H.264 video encoding. The Fiber Optic Pelco platform was installed in 2009 utilizing single mode fiber in a protective inner duct sleeve distributed underground to connect each local camera system in each building to the main system manager located in the basement of the main building. Single mode fiber (12 strands) has also been distributed in the A and B Wings of the main building on each floor for future expansion. Cisco Layer II switches and associated fiber-to-copper converters are required in an area undergoing expansion to be able to connect to the existing system. Each Camera is required to connect to a 1000baseT (Giga-bit) Layer II switch in the local area of installation if not already installed by the existing infrastructure using “Red “CAT6e plenum rated cable and RJ45 connectors at each end of cable. Cables are concealed and run “free” wire above ceilings supported by existing cable tray or added J-hooks. Cables are run in conduit where exposed in corridors, stairwells, and in exterior environments.
The system will utilize standard video cabling as a transmission medium for video, and IP video encoders to create a high-performance recording and virtual matrix control system. The system shall provide full video controls at the main security console in T18 and in Building 1 - Operations Center Room D1090 and Electronics Shop Room D005. Outbuildings such as Building 8 - Warehouse, Building 14 - PTSD, Building 35, and T18 have the existing infrastructure in place to monitor the entire system from a single location.
Additional workstations may be required in the designated administration offices for future expansion. The IP network based digital video system shall provide unlimited expansion capability for the addition or modification of video inputs.
The Pelco and Aimetis Symphony Enterprise Video Management System shall be installed by a Pelco and Aimetis certified dealer/integrators. Certification for installation shall be conducted by the manufacturers and shall provide all necessary knowledge to fulfill the systemization and deployment across diverse networks and infrastructures, as well as provide final commissioning abilities at the integrator level for customer acceptance. Contractor shall furnish and install all security video cameras whether external or internal to a facility, mounts, housings, power supply systems, fiber or UTP cable, CAT 6e (Red) plenum rated network cables, connectors, equipment racks, monitors and consoles, computer controlled network switches, work stations, network video recorders, encoders, decoders, video console displays and all other hardware and software and software programming to provide a fully operational system. The contractor will ensure the cameras installed are viewable from all police areas Police Operations, Police Buildings and offices that utilize the system. The VA Medical Center will provide power to all required equipment locations unless specified otherwise by mutual agreement and the understanding that a licensed electrical contractor shall perform necessary power circuits.
System shall permit the normal and event monitoring of all secured areas on Analog, HDMI, or VGA Monitors as required or shown in the specifications and drawings. In all cases equipment shall be state of the art, standardized commercial off-the-shelf and modular. In all cases, the method of communication from remote locations within the network to the central components shall be transparent to the user. Equipment shall be selected and installed so repairs may be accomplished on site, by module replacement, utilizing spare components whenever possible.
Review capabilities for the digitally recorded video via the secure network specified shall be accomplished without interruption to recording capabilities. This infers that playback on any camera does not affect realtime recording of the selected video camera. The system itself should be a self-contained network with the ability to synchronize network components to all video components in relation to time and system routines. The system shall generate alarms for the loss of video or system component failure.
Network video recorders and storage expansion recorders shall be configured using fault-tolerant RAID-5/6 drive arrays. Network video recorders and storage expansion shall be sized to deliver the following video data storage performance. All inputs (cameras) will be recorded at 30 images per second, 4-CIF resolution. Data will be stored for a minimum of 45 days. This is the standard in which to use to establish the correct size of Network Video Recorders (NVR’s) and Storage Expansion Boxes for archiving video data. All new camera installation will all require a one-time license fee from Aimetis.

Additional cameras to the existing campus wide system will require additional memory storage expansion boxes to maintain the 30 images per second, 4-CIF for a minimum of 45 days for each and every camera on the system. The rule that will apply for every project that these specs are applied will be a 32 Terabyte (TB) Video Management Storage/Network Video Recorder per every 10 Cameras.
The intent of this specification is to provide to the owner a networked digital security system supplied by the Contractor and shall be a complete and operational system per the performance requirements and objectives of the manufacturer’s specifications. Contractor shall be responsible for the coordination of all related work with other trades affecting his work or the work of others.
Modifications to the system will require engineering redesign and support using licensed professionals who are in fact certified by Pelco and Aimetis (manufacturer of system) and are a Pelco authorized dealer and service professional. As technology changes and existing system devices are discontinued, new updated models shall be utilized to keep the system as close to the state-of-the-art components as possible. Existing camera system “as built” or “shop drawings” will be verified by A/E against actual system assembly prior to redesign modification. All modifications will require updated drawings to be delivered to the VA after testing and commissioning has been completed. All work performed must meet all communications and electrical code standards such as current EIA/TIA, IEEE, Healthcare, JCAHO, National Electrical Code (NEC), National Fire Protection Code (NFPA) standards and NTSC/PAL.
Modifications to the system to add, delete, extend, or relocate system components or cameras require extensive knowledge and experience with this state-of-the-art system. Use existing wiring conventions for all circuit types such as CAT6e (red) plenum cable for all IP cameras and Multi-stranded 2 conductors for low voltage power.
In addition to the hardware modifications, extensive programming and reprogramming may be required to update camera location and configurations to coincide with existing nomenclature and infrastructure. Service personnel must be authorized and certified by Pelco to add, delete, modify, or repair any camera system component.
Known Conventions:
Stranded Copper 18 AWG – 2 Conductor (Shielded) plenum rated Red and Black white jacket for low voltage DC power circuits CAT6e (red), plenum rated with RJ45 connectors for all IP Cameras to local Layer II Switch connections.
All cameras must use conditioned uninterruptible power and surge protection.
Fixed IP Cameras – Require POE switch/Copper to Fiber Converters in nonexistent areas PTZ IP Camera – Require 120 VAC in addition to Fixed IP camera requirements Wireless IP cameras require 120 VAC and wireless mesh transmitter/receiver.
New camera installations for a building will require a security rack enclosure in the basement Utility Closet or other location as authorized by the VA where the single mode fiber distribution box resides, Network Video Recorder (minimum 16 channel), 19” Local Monitor, POE Switch, Smart UPS, Fiber to Copper Converters, Single Mode Fiber patch cords, and memory storage expansion boxes designed to store video data minimum requirements. The typical build out of required components for any system/contract will be based upon technology available at the time and be similar or equal to;
