Questions and Answers

1. What year was the current system installed? What percentage of the system has been upgraded and what percentage of it is the legacy system (Total # cameras, # or % Old, # or % New, # or % Obsolete needing replacement)? 2020 Aimetis started in our Garage. We are at 40-50% with new. We have about 193 cameras on Pelco and 130 Aimetis. There are 10 cameras that are working but obsolete.

1. What year was the fiber network system installed? What portions of the system are fiber, Cat6 And coaxial cable?

The Fiber was installed 2008. The entire Providence Campus and New Bedford is Cat IP With Fiber. Eye Clinic Eagle Square is Coaxial.

1. Is this system on its own network or does it share a network with other VA systems? Will coordination with VA OIT be required or not because it is a separate system?

The Main Campus is on its own Fiber Network and not VA Network. The VA Police are the sole owners and operators of the Camera Network

1. Page 4 of 50, paragraph 1 states: “The contractor will have 12 months during the base contract to identify any problems in underground and building fiber lines and connectors. After base contract, the contract will assume responsibility to repair or replace the cabling fiber optic, cabling, and connectors as well as all other parts identified in this contract.” Does this mean the contractor will be paid for troubleshooting, repairs, and upgrades in year 1 and thereafter will be responsible for making all repairs at no charge?

Page 4 of 50, paragraph 1 states: “The camera storage capacity is maintained at 30 days with 30 fps.“ Does the system currently have this capacity? If not, what are the capacities of each NVR?

The Garage Cameras 34 are at 30 days on Aimetis, the other cameras on Aimetis are at 45 days. The Pelco platform some areas are at 14 days and mostly the other areas are at 60 day or more.

1. What is the repair history of the system for the last 3 years? Number of unscheduled service calls (Avg. # per month)? How many of these are After-hours / Emergency / Holiday service calls?

We had one service call afterhours in the last 3 years. Unscheduled service calls average 2 per month.

1. The PWS requires maintaining the ‘as built’ drawings. Is this redlining hard copies or updating AutoCAD? Does the VA have AutoCAD files?

The current LAYOUT that is provided which includes locations and device names is what is considering “As Built” any changes to this with additional locations and devices install will be changed and added by the new vendor.

1. Page 6 of 50, paragraph 4 states firmware/software must be upgraded for free. For all systems that this applies to, provide the Name, current Version number, and year it was last upgraded.

Page 7 of 50 states “If components covered under this contract at “no cost” to the VA Medical Center are discovered as faulty or in need of repair while PM testing is being performed the contractor shall provide and repair all components and parts to include but not limited to: batteries, conduit, electrical connections, electronic circuit boards, electronic modules, cameras, network devices and switches and UPS Battery Devices, monitors, power supplies, which are likely to fail under normal use at no additional charge.” If an existing device is either end of life or non NDAA Compliant, will we need replace with items described in P01_Camera_System_Specs_2019 Document at no cost? In addition, if the existing device is analog we will need to replace existing coax cabling to Category Cable for each device at no cost? If so, provide a detailed list of equipment (make, model and quantity) that the VA expects the contractor to replace for free over the life of the contract.

If it is a covered component then it shouldn’t be at end of life. End of Life I define as not in commercial stock and the manufacture refuses to repair. We will not have the vendor work on device not NDAA compliant. All of the devices in this contract are NDAA Compliant. Any Coax cabling is limited to 16 cameras at the Eye Clinic Eagle Square, will be changed in 2024 with a new project funded by VACO.

1. Page 7 of 50 states “Components that are not covered by this contract will be purchased by the VA Medical Center. Components not covered:

8. Failure due to end of life and no possible repair facilities, the VA will obtain a quality replacement item either through the contractor or another means.

8. Failure due to weather disasters, natural disasters or manmade disasters are not covered.

8. The contract agrees to perform the install at no labor charge. Although the replacement part is not covered, the labor time to install will be covered. The contractor under the terms of this contract shall accomplish the full installation and complete testing of these components in relation to the entire system for contractor and performance verification.“ Contradicts items 9 & 10, Does this mean all devices will be invoiced regardless and we only include installation? Will peripheral equipment like pendants, mounts, etc. be paid for by the VA, by the contractor as a separately quoted items, or the contractor for free?

Page 8 of 50 states “Every component of the Security Camera System, regardless of its location in or around buildings, interior or exterior, above ground or below ground, date of installation or manufacturing brand, is included in this contract. All items under installation warrantee periods shall be covered at no cost to the VA.” What devices are still under installation warranty, what are the dates and who did the installation? Please provide quantities, locations, make/model and the date the warranty ends.

Warranties are held during Construction of new buildings and units which consists of 12 months. They are also coordinated with the Project Management and the COR. The current system has a two year warranty that went in effect August 2020.

1. For obsolete cameras and those that are not NDAA compliant is the intent to replace 1) the first year, 2) replace over 5 years, or 3) run to failure?

It is the intent to replace those items and make the system 100% in 2024 with a separate project approved at VACO.

1. Are the remote sites like Eagle Square, Hyannis, New Bedford, Warehouse, and Middletown included in this agreement?

Eagle Square is included Harwood and New Bedford have been redefined as PM only. Middletown and Hyannis are not included

1. Will ground faults and wiring shorts be paid for separately or these unforeseen circumstances to be covered for free?

If the Ground faults and wiring shorts are caused by the items in the # 10 above then they are not covered. If a wiring short or ground fault is due to poor installation or an error on the contractor it is covered. I am only excusing items for disasters lightening or floods things of that nature. We don’t have ground faults or shorts at this time nor have we had any reported in past 3 years. The system is running perfectly at this time.

1. Can you please confirm which CBOC’s will be covered under contract? Per the camera diagram- Hyannis, Eagle square and Middleton are listed- but not referenced in contract?

Eagle Square is fully covered but New Bedford, and Harwood are just PM.

1. Can you confirm equipment (qty and parts) listed at the Eye clinic and Harwood Center- information not listed on Camera Diagram but shown in contract?

Eye Clinic is Samsung DVR and has 12 analog cameras. Harwood Center is Pelco Endura and has 12 Pelco Cameras

1. Is Senstar Symphony currently running at 7.6? Will it be updated to 8.0.3 (current) prior to contact?

It is running 7.6. It will not be upgraded

1. Are all encoders, decoders and cameras updated to current firmware revisions?

Not in last 12 months.

1. How many cameras , servers, encoders etc…have been replaced in the past year? Need clarification for warranty parts already installed over last year.

There have been about 10 Cameras replaced or added in last 12 months. Last time components were installed August 2020
