Contract Summary
This is a Joint Purchase Master Contract (26-416CMS-BOPM4-P-97017) established by the State of Illinois, Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services. The contract awards plumbing repair and maintenance services to F J Murphy & Son, Inc., a vendor based in Springfield, Illinois. The contract is designated for Region 6 Tertiary and makes services available to all State Agencies and governmental units as defined in the Illinois Procurement Code. The procurement was conducted through an Invitation for Bid (IFB) process with publication on March 27, 2026.
The vendor is contracted to provide general and emergency plumbing repair and maintenance services on an as-needed basis, including work on distribution systems, equipment, components, and fixtures. Services are restricted to repairs under $50,000 without Capital Development Board pre-approval, and major structural alterations are excluded. The contract employs a time-and-materials pricing model with vendor labor rates including prevailing wages, fringe benefits, and all employee-related expenses, while materials are billed at vendor cost. The contract term begins upon execution and ends March 31, 2030, with a maximum potential ten-year total duration including renewals. The contract is estimated in total price and represents an indefinite quantity master contract with no maximum spending cap. Vendor pricing and detailed rate information are located in the Items Tab of the BidBuy Purchase Order. No subcontractors exceeding $100,000 in annual value were identified at contract award, and the vendor is classified as a small business set-aside contractor.
