• Reviewing a draft national report for accuracy and providing comments and feedback to the Project Team within 2 weeks of receiving the draft report;
• Consenting to have the State’s aggregate-level data become publicly available via published reports, data briefs, presentations, spotlights, or other means of the Project Teams work, on the NCI-AD website and be able to utilize summary findings in project-related presentations;
• Providing input on miscellaneous research activities and research requests that would involve analysis of the State’s individual-level data, as needed.
SoTW-AD Program Materials and Data Publication: The Participating State agrees all proprietary SoTW-AD materials, project manuals, newsletters, bulletins, publications, training materials, etc. provided to the State should only be used by the Participating State according to the terms of this Agreement.
Unless otherwise requested by the Participating State and as mutually agreed to by all parties, the Participating State agrees ADvancing States and HSRI may use the data collected in connection with the SoTW-AD survey for public reporting, including publishing reports with aggregate data on NCI-AD’s website, and for research that may result in presentations, topical data briefs and peer-reviewed articles also containing aggregate data. The Participating State also agrees that ADvancing States and HSRI may occasionally grant access to de-identified SoTW-AD data to other researchers who request it for the purposes of academic research. All such requests, along with the study plans and research goals, will be recorded and evaluated by the project team. The project team will provide the necessary data support to all approved studies and any data provided will be multi-state and stripped of state identifiers. As a condition of access, researchers will not be able to conduct state-level analyses and/or will agree not to identify individual states by name in any published work. No requests that deviate from the full de-identification condition (e.g. a request to include a state identifier) will be granted without the Participating State’s explicit permission.
Other Support:
The Participating State may request additional reports and/or analyses of its SoTW-AD data.
The Project Team will use good faith efforts to accommodate the Participating State’s request, provided the additional services do not interfere with or delay completion of the regular project tasks described in this Agreement. Additional charges may apply based on the timelines and scope of work involved and will be estimated by the Project Team upon receiving the State’s request.

State of the Workforce – Aging and Disabilities
Memorandum
To: State Aging and Disability Procurement Directors
From: ADvancing States
Re: Sole Source Justification, State of the Workforce - Aging and Disabilities
Date: October
Background
ADvancing States’ National Core Indicators—Aging and Disabilities® portfolio grown to include the State of the Workforce - Aging and Physical Disabilities (SoTW-AD) survey tool. The initiative is available ONLY to ADvancing States members that participate in NCI-AD, through the project period of Dec. 31, 202 .
Focused on providers who serve older adults and people with physical disabilities, the survey will collect valid and reliable provider-reported data about the status of the participating states’ direct service workers (DSWs). The project is a collaborative effort between ADvancing States, Human Services Research Institute (HSRI), and the participating states. Lessons learned from the pilot year have been applied to launch the survey, only available to NCI-AD states in 202
The NCI-AD Project Team, comprised of key staff from ADvancing States and HSRI, provide program management and direction to the Participating State. This includes survey development, training as needed, data management, and analysis services. The project team also prepares a detailed report containing aggregated data from each participating state. The NCI-AD Project Team works closely with state staff throughout the program to provide individualized, collaborative guidance and project management, and technical assistance.
The SoTW-AD is based on the Staff Stability Survey, first launched by NCI-IDD in 2014 and developed in partnership between National Association of State Directors of Developmental Disabilities Services (NASDDDS) and HSRI. The NCI-IDD Staff Stability Survey examines the stability and quality of the direct support professional (DSP) workforce supporting adults with intellectual and developmental disabilities in participating states. The SoTW-AD project grew out of a desire from states and increased interest from the federal government for a reliable tool to capture state- and national-level data regarding the stability and quality of the workforce supporting older adults and people with physical disabilities. There is no other standardized national survey tool for use by states to collect benchmark data on DSWs in publicly funded Medicaid, disability, and Aging programs.
As a part of the NCI-AD portfolio, the data stewards and survey administrators have expertise on collecting and maintaining valid and reliable data to help states gain insight as to how their publicly funded LTSS impact quality of life and outcomes for consumers. The NCI-AD portfolio and tools are the
ADvancing States www.advancingstates.org 2
State of the Workforce – Aging and Disabilities only tools that can be used to survey both Medicaid and non-Medicaid provider populations, including those served by the Older Americans Act, or served by state funded programs. States are encouraged to use this data for overall quality improvement efforts and to identify service needs and gaps, and long-range workforce planning.
The State of the Workforce Surveys are unique and timely tools for states to assess the status, turnover, pay data, and other pertinent data points related to DSPs and DSWs. Critical areas of concern about state DSPs and DSW workforce will be collected directly from the source of the information, providers. It is anticipated that participating states will utilize the data for various purposes, including: workforce initiatives, government partnerships, creating a baseline dataset for future analysis, budget projections, policy planning, stakeholder engagement, and quality assurance. ADvancing States, as the membership association for Aging, Disability, and Medicaid agencies, is uniquely situated to advise states on these areas. After surveys are completed, raw data will be available to pilot states and the collected data will be utilized for a national report.
As an ADvancing States member that participates in NCI-AD, has the opportunity to participate in this unique and valuable national survey that is only available through ADvancing States.
