Contract Summary

This is a Pest Control Service Contract (27-416CMS-BOPM4-P-102030) between the State of Illinois, acting through Central Management Services (CMS), and Chicago Pests LLC, an Illinois-based pest control vendor. The contract is for Integrated Pest Management (IPM) services at the D0600 facility located at 2300 S Dirksen Parkway, Springfield, Illinois 62764. The vendor's designated contact is Kacey Henley, reachable at 844-720-2847 or info@chicagopests.com. The contract was executed on September 8, 2026, with the State represented by Director Raven A. DeVaughn and Deputy Director of Bureau of Planning and Management Jennifer Haley.

The contract establishes a comprehensive five-year initial term with an estimated maximum value of $42,000.00, billed monthly in arrears on a time and materials basis for routine services. The vendor must suppress indoor populations of rodents, insects, arachnids, and arthropods; outdoor populations of potentially indoor-infesting species; and nests of stinging insects, while excluding populations of birds, bats, snakes, termites, mosquitoes, and outdoor vegetation-feeding pests except as individual emergency cases. The vendor must employ non-pesticide methods wherever practical, including portable vacuums for cockroach cleanouts, trapping devices for fly control, and sticky traps for monitoring. Insecticide applications are restricted to crack-and-crevice treatments with limited exceptions requiring prior approval. The vendor must complete an initial facility inspection within ten working days, submit a detailed Pest Control Plan within five business days thereafter, and maintain all required municipal, state, and federal pesticide applicator licenses. Special requests and emergency services are billed at the vendor's cost with no markup, with response times of three hours for immediate harm situations and forty-eight hours for specialized requests. The State retains the right to terminate for cause with written notice, for convenience with thirty days' notice, or due to lack of appropriation without penalty.
