About this file
This document contains team forms and certifications for OTAP 563-26, a contract involving RLS & Associates, Inc. as the prime contractor, with three subcontractors: Unicorn Consulting Solutions, Carol Schweiger Consulting, and AECOM. The contract is associated with the Federal Transit Administration (FTA) and involves jurisdictions including Ohio, New Jersey, and Massachusetts. The documentation includes various required federal and state compliance forms such as Affirmative Action Affidavits, Non-Collusion Affidavits, Debarment and Suspension Certifications, and Lobbying Restrictions Certifications.
The contract appears to be related to transportation planning and intelligent transportation systems (ITS) projects, with provisions for compliance with national ITS architecture and standards. While specific pricing details are not explicitly stated, the document indicates this is an indefinite delivery vehicle (IDV) contract with federal assistance. The contract includes provisions for subcontractor payments, equal employment opportunity, civil rights compliance, and restrictions on telecommunications equipment. The contract term appears to extend to May 2025, with various flow-down requirements for federal funding compliance, including provisions related to debarment, lobbying restrictions, and trafficking prohibitions.

This provision shall not apply to instances in which an employee who has access to the compensation information of other employees or applicants as a part of such employee's essential job functions discloses the compensation of such other employees or applicants to individuals who do not otherwise have access to such information, unless such disclosure is in response to a formal complaint or charge, in furtherance of an investigation, proceeding, hearing, or action, including an investigation conducted by the employer, or is consistent with the contractor's legal duty to furnish information.

(7) In the event of the contractor's noncompliance with the nondiscrimination clauses of this contract or with any of such rules, regulations, or orders, this contract may be canceled, terminated or suspended in whole or in part and the contractor may be declared ineligible for further Government contracts in accordance with procedures authorized in Executive Order
11246 of September 24, 1965, and such other sanctions may be imposed and remedies invoked as provided in Executive
