About this file
This document is an Addendum #1 Revision to Request for Information (RFI) 26-071 issued by the City of Fort Myers Procurement Services regarding Oracle Redwood Migration Consulting Services. The City seeks qualified third-party consulting firms with demonstrated experience in Oracle Fusion Supply Chain Management (SCM) and the Oracle Redwood User Interface to provide information regarding implementation approaches, timelines, staffing requirements, and budgetary considerations for migrating from Oracle Fusion SCM to the Oracle Redwood User Interface. The City currently operates Oracle Fusion ERP Release 26B and must transition SCM functionality—including Procurement, Supplier Portal, Purchase Requisitions, Purchase Orders, Product Catalogs, Cost Management, Receipt Accounting, Inventory Management, and Central Warehouse—to the Redwood User Interface beginning with Oracle Release 27A, anticipated in early 2027. The RFI release project date is July 2, 2026, with a question submission deadline of July 17, 2026 at 4:00 PM and a response submission deadline of August 3, 2026 at 2:00 PM. Responses must be submitted electronically through the City's OpenGov Procurement Portal. This RFI is for informational and planning purposes only and will not result in a contract award; however, responses may be used to develop a future competitive solicitation.
The City of Fort Myers implemented Oracle Fusion ERP less than one year ago and lacks internal resources and expertise to complete the SCM Redwood transition independently. Respondents should provide firm overview, Oracle Fusion SCM and Redwood experience, public-sector experience, recommended implementation approach, estimated timeline and staffing model, budgetary information, references, and recommendations for future solicitation methodology. The RFI specifically requests separation of Redwood-required work from optional optimization work and identification of cooperative or piggyback contract opportunities. No contract value, term, or performance timeline is established by this RFI, as responses are public records under Florida Statutes unless specific statutory exemptions apply. Participation in this RFI does not guarantee participation in any future procurement, and the City may issue a future solicitation, revise the project approach, or take no further action.

1. Request for Information (RFI)
A Request for Information is used to gather market research and obtain information from vendors regarding available services, experience, recommended approaches, estimated timelines, potential risks, staffing needs, and budgetary considerations. This RFI is being issued to help the City better understand the services that may be required to support the Oracle
Redwood Migration Services before determining whether to issue a future solicitation.
This RFI is for informational and planning purposes only. It is not a solicitation, does not request formal offers, and will not result in a contract award. Responses may be used by the
City to develop a future scope of work, procurement strategy, budget estimate, evaluation criteria, or solicitation document.
Florida law defines a Request for Information as a written or electronically posted request to vendors for information concerning commodities or contractual services. Responses are not offers and may not be accepted to form a binding contract.
The City is using this RFI to collect and analyze market information regarding supplier capability, implementation approaches, risks, timeline assumptions, resource requirements, and budgetary considerations. The information may assist the City in determining whether, when, and how to issue a future competitive solicitation.
The City will not reimburse respondents for any costs incurred in preparing or submitting a response to this RFI, participating in discussions, or providing supplemental information.
Responses must be submitted electronically through the City’s OpenGov Procurement Portal by the date and time stated in the OpenGov posting. Respondents are solely responsible for monitoring the OpenGov posting for updates, addenda, questions and answers, and any revised deadlines. All questions must be submitted through the OpenGov Q&A function unless otherwise directed in the posting.
The City may, at its sole discretion, request clarifications, conduct market-research meetings, invite demonstrations, or request additional information from one or more respondents. Any such activity is for informational purposes only and will not constitute evaluation for award.
Responses submitted to this RFI are public records under Chapter 119, Florida Statutes, unless a specific statutory exemption applies. Respondents must clearly identify any portion of a response claimed to be exempt from disclosure and must cite the specific Florida statutory exemption supporting the claim. The City will make the final determination regarding disclosure consistent with applicable law.
Information received may be used by the City to develop a future solicitation. Participation in this RFI does not guarantee, restrict, or preclude participation in any future procurement unless the City determines that a respondent’s participation creates an organizational conflict of interest, unfair competitive advantage, or other procurement concern that cannot be adequately mitigated.
The City may issue a future solicitation, revise the contemplated project approach, use another authorized procurement method, or take no further action.
2. Background and Project Information
The City of Fort Myers is transitioning from the Oracle Fusion Supply Chain Management (SCM) to Oracle Redwood User Interface and is interested in soliciting information from qualified third-party firms that have relevant Oracle experience working with municipalities or other government entities.
The City of Fort Myers currently uses Oracle Fusion ERP Release 26B as its enterprise resource planning solution. The City has implemented Financials, Supply Chain Management, Enterprise
Performance Management, and Human Capital Management.
Oracle has advised the City that beginning with Release 27A, anticipated in early 2027, all
Supply Chain Management functionality must be transitioned to the Redwood User Interface.
For the City of Fort Myers, the SCM Redwood transition is expected to include Procurement, Supplier Portal, Purchase Requisitions, Purchase Orders, Product Catalogs, Cost Management, Receipt Accounting, Inventory Management, and Central Warehouse functionality.
The City implemented Oracle Fusion ERP less than one year ago and is still building internal expertise with the platform. The City does not currently have the internal resources or experience required to complete the SCM Redwood transition independently and expects to require specialized third-party assistance.
The City is issuing this RFI to better understand available services, recommended approaches, project timing, level of effort, City resource requirements, risks, and budgetary considerations before determining whether to issue a future solicitation.
Release Project Date: July 2, 2026
Question Submission Deadline: July 17, 2026, 4:00pm
Response Submission Deadline: August 3, 2026, 2:00pm

Respondents are requested to provide information regarding their qualifications, relevant experience working with municipalities or other government entities, implementation methodology, and recommended approach for supporting this initiative. Areas of interest include, but are not limited to:
• Configuration and implementation of the Oracle Fusion SCM Redwood User Interface within Development, Test, and Production environments.
• Assessment, validation, and testing of existing SCM business processes to ensure compatibility and successful operation within the Redwood User
Interface.
