B.4,"The first six months of this contract are considered a phase in period commencing with the Notice to Proceed (NTP). …It may be issued at the same time as the first task order or at some later date..."
Please confirm that task orders are issued at the same time as Notice to Proceed and not a contract award.
8 Task Orders may be issued at any point following contract award; however, to commence with actual work covered by the first awarded task order the contractor must have received the Notice to Proceed.
B Please provide an estimated date of award for pricing purposes.
9 OPM anticipates making an award during the 3rd or 4th quarter of FY2016 in order to facilitate a contract start date of 01 OCTOBER 2016
B B.6 7 The B tables show that the base period of performance is Notice to Proceed Date through September 30, 2018. At the Pre-Proposal Conference it was stated that the Notice to Proceed date is estimated to be October 1, 2016. Please clarify the end date for the base period and if necessary, update the CLIN tables in the final RFP.
10 The end date for the two-year base period is correct as shown. This is correct. The CLIN tables in the RFP reflect correct timeframes.
B B.6 J.1.1.14 C (Reading Room)
7 Files CLIN Response to the DRFP Q&A #9 refers bidders to C.10.4. Please clarify whether this CLIN contains 1 or more or all of the processes in the Processes and procedures manual?
11 This CLIN contains all processes contained within C.10.4 [Case File Maintenance] and J.1.1.14C [Case File Maintenance Processes and Procedures].
B 6
What is the current demand for hourly CLIN support by location and is it expected to continue at that level at NTP and by category?
12 The labor-hour CLINS in the contract will be used very sparingly, on an as needed basis. The overwhelming majority of work ordered under the contract will be completed using the fixed-price case type CLINS.
B
Transition Period Will the government please provide the duration of the transition period?
13 The transition period is from date of award to September 30, 2016. The transition period may vary depending on results of the competition. Some transition activities will be in process for approximately 60 days after the official transition period ends, such as formal access requests.
B
Are the special products that are previously being performed for the Postal Service (postal SACI's and Update SACI's) included with a current CLIN in the RFP and if so, which one?
In addition, if they are included, what is the volume?
14 There are no special products being performed for the Postal Service as part of this RFP/anticipated contract.
B Have you defined the phase in period?

B/Pricing Workbook 6/Pricing Workbook - 6 The Contractor will perform all services as specified in the Statement of Work (SOW), attachments, and references to this Contract. Fixed unit prices are listed below./Pricing Workbook
The Section B.6 CLIN Tables only have pricing tables for 4 Periods (Base Year through Option Period 3). The picing workbook requests pricing for 5 periods (FY17-FY21). Will the government please clarify the period of performance and revise either the Section B.6 Pricing Tables or the Pricing Workbook to reflect the correct number of periods?
16 The awarded contract will have a two-year base period with three additional one-year option periods equaling a total of 5 years.
C 3 3.2 19 The contractor will post a list of all available training materials in a manner of OPM's discretion upon award.
Are the incumbent's training programs considered GFE or will the successor contractor be required to develop training programs from scratch prior to receiving notice to proceed?
17 The incumbent contractor's training material will become GFE at the conclusion of the current contract (on September 30, 2016) and will be provided to the successor on the Notice to Proceed date. A Training Plan will be submitted as required in the Proposal, but training material used for the actual training sessions will be separate.

C 47 C.10.4.18 and C.10.4.19
47-48 Cases pulling “Awaiting Discontinue” and System Close Cases Prior to Federal Review
These two sections appear to belong in C.10.4 Case File Maintenance. Is that correct? Also there is a gap in numbering between C.10.4.7 and C.10.4.18. Is this a numbering error or are there missing paragraphs for C.10.4?
20 Those two sections are located in the correct area. C.10.4.18 should have been C.10.5.12, and C.10.4.19 should have been C.10.5.13. RFP has been revised with correct numbering
C 7 2.2 25 of 222 The Contractor will provide printers and scanners, to include toners and maintenance.
Would the government please expand on the requirements for providing printers and scanners to include their purpose?
21 The Government will provide the Imaging printers and scanners, but printers and copiers throughout the remaining processes will be the responsibility of the contractor. The contractor will be required to provide an adequate number of printers and copiers for effective performance of the contract. An estimated, but not mandated, number of printers and copiers that the contractor may want to provide is available in the Reading Room.
C 7 2.2 25 of 222 The Contractor will provide printers and scanners, to include toners and maintenance.
The CLINS in the pricing tables, starting on page 7 of 222, do not include a line for ODCs. Can OPM revise the tables to include an ODC
CLIN?
22 Offerors should build any ODC's into their fixed-price CLINS.
C 9 2 28 of 222 The plans listed below will be included as part of the Contractor's Technical Proposal…C.9.2.4 [Business Continuity Plan], C.9.2.5 [Drug Free and Violence Free Workplace Plan], and C.9.2.6 [Contractor Code of Business Ethics], C.9.2.7 [Veteran Hiring Plan], C.9.2.8 [Risk Mitigation].
This paragraph indicates that the plans will be submitted as part of an offeror's technical proposal, however, the specific sections for the plans, C.9.2.4 - C.9.2.8, state that "The Contractor will submit [the plan]…60 Calendar days from Contract Award."
Will the government please provide clarification as to whether the plans will be required with an offeror's technical proposal or 60 days after award?
23 Section C.9.2 is correct as worded, indicating the plans listed "will be included as part of the Contractor's Technical Proposal, with the exceptions of …"
Submission timeframes for plans identified at C.9.2.4-C.9.2.8 are as indicated in the applicable paragraphs (some 30 calendar days, others 60 calendar days).

Would the government please clarify, is a large business prime required to subcontract a portion of the work? If so, what percentage of the work must be subcontracted? If no subcontracting is required, must a subcontracting plan be submitted?
25 A large business prime is required to submit a small subcontracting plan.
The Government does not dictate the percentage of contract dollars that must be subcontracted.
C 9 2.4 30 of 222 The Contractor will submit a Business Continuity Plan, as required by H.13…
Should this reference be to H.12? 26 Reference should have been H.12 [Business Continuity Plan]. RFP revised.
C 9 2.7 30 of 222 The contractor will submit a Veteran Hiring Plan in accordance with Attachment 4 [OPM Specific Contract Clauses - 52.222-35]…
The specific clause identified, 52.222- 35, has not been included within Attachment 4. Can the government please include this clause?

C 10 7.4 49 of 222 OPM - closed cases will be corrected by OPM and Contractor - closed cases will be corrected by the Contractor unless otherwise notated.
Can the government please clarify who is responsible for correcting closed cases, OPM or the Contractor?
88 Section C.10.7.4 has been updated within the solicitation.
C 8.1-8.2 Conflict of Interest Risk Mitigation
27-28 Any Contractor that has a fieldwork or non-fieldwork Contract with OPM, where the period of performance is concurrent with the period of performance of this contract, and where OPM’s FIS is understood to be the primary customer, is prohibited from soliciting, proposing, or being awarded a Contract resulting from this solicitation.
Please clarify whether or not this language is intended to prohibit an Offeror from both bidding as a prime contractor on OPM FIS Support Services and as a subcontractor on OPM FIS CRU services.
89 Contractors acting in the capacity of a prime contractor will be allowed to submit proposals for OPM FIS Fieldwork (OPM15-16-R-0001), OPM FIS Support Services (OPM15-16-R- 0002), and OPM FIS CRU solicitations (OPM15-16-R-0003). However, if awarded one of those as a prime contractor, the Contractor will not be able to receive an award as a prime for either of the others listed herein.
If a Contractor is awarded as the prime contractor, it may be allowed to perform as a subcontractor on one of the other solicitations identified herein.
A risk mitigation strategy must be submitted with the proposal if at any time during the life of this Contract a primary Contractor for another OPM FIS investigative or investigative support Contract is going to be added as a subcontractor. This must be reviewed by OPM before the subcontractor is added to the Contract.
C 1.7 16 C.1.7: "The contractor is required to maintain strict security measures in all its operations and provide secure storage for investigative materials."
DRFP Q&A No. 36 says that OPM does not anticipate contractors needing secure storage outside of the mine.
Since there was no change to the language in the final RFP, are offeror's to assume that they are responsible to provide secure storage within the Boyers, PA facility?
90 Reference the revised RFP.
C 9.3.2 F.3.2 31 Weekly reports…by close of business (5:00PM EST) of the calendar week defined in F.3.2
F.3.2 defines business days as Monday through Saturday and Calendar days as Sunday through Saturday. Is it correct that weekly reports would be due at 5:00 PM EST on Saturday (close of business of the calendar week)?
91 Reference the revised RFP.
C C.10.3.15 J.1.1.14 B (Reading Room)
44 Post Scheduling Validation Post Scheduling Validation is included in the SOW. While the Tier Guide outlines EFI Triggers and appropriate follow-up, the Processes and Procedures Manuals and other documents do not have any reference to the "Post Scheduling Validation" process. Request that the government provide input as to where the specific procedures for this process can be found?
92 Post Scheduling Validation requirements are located within the RFP and the attachments referenced are within the reading room. The contractor will be responsible for initial scheduling, not information developed from NAC items and Fieldwork.
C C.10.5 Paragraphs C.10.4.18 and C.10.4.19 are located within C.10.5 section of the SOW. Should be changed to C.10.5.18 and 19?
93 Reference the response to question # 20.
C C.9.2.2.2 M.2 Factor 3 2.
29 Management, and Staffing - The Staffing Plan will document how the Contractor will perform management functions in support of the Contract.
The plan will address the management structure along with management functions, geographic factors and training plans for all categories of personnel working on this Contract.
The plan will demonstrate the Contractor’s ability to provide an adequate, suitable, and qualified staff with the skills necessary to perform the requirements within the SOW.
The reference to training plans in C.9.2.2.2 is not included in Section M.
Please confirm that training plans are not required to be submitted as part of offeror's technical proposals.
94 Section M.2, Factor 3.4 address Training.
C C.7.1.1 23 C.7.1.1 indicates that the Government is responsible for costs associated with repair/non-routine maintenance requiring vendor specialized assistance caused by normal use.
Please define what GFE/GFP equipment is covered by this statement.
95 Reference the revised RFP.
C C.7.2.2 J.1.1.16 25 C.7.2.2 The Contractor will provide printers and scanners, to include toners and maintenance.
Is the contractor responsible to provide the equipment listed in the Reading Room file? If yes, please provide the technical and performance specifications for each including but not limited to: scanning or copying speeds, resolution, enhancement, system compatibility requirements, capacity/throughput, power requirements, document sizes, daily duty cycle, dimensions/ sizes, etc. This information is needed to prepare reasonable estimates that meet OPM equipment requirements. If the current equipment is leased by OPM, will OPM please provide the Lessor information so that Offerors may contact the vendor in advance to conduct negotiations?
Additionally, please amend Section C.7 of the RFP to include a listing of contractor furnished equipment and detail the technical and performance specifications.
96 Reference the response to question #21.
Aside from what the government has committed to provide as GFE, it is up to the contractor to determine what equipment, to include the specifications of that equipment, is necessary to efficiently and effectively meet the contract requirements.
C C.7.2.3 C.7.2.3.1 25 ...the Contractor will provide the initial prototype of each model and brand of laptop or PC for OPM approval of its software configuration. And, OPM Network Access Control Software installation by OPM - OPM requires network access control software installed on client endpoints used to validate security compliance of the device connecting to the network.
a. Will OPM resources be available to inspect and approve the Contractor's prototype computing configuration during the Transition period (award -
NTP)?
b. Will OPM resources be available to image and install OPM Network Access Control Software during the Transition period?
c. At what location will OPM resources be available to install the Network Access Control Software?
97 Yes for a. Yes for b. Not applicable for c. The NAC control software can be installed remotely or will come pre-installed on an OPM approved image.
C C.8.1 27 This exclusion extends to include Contracts presently awarded which will continue through any point of the required period of performance of the Contract described herein,…
If an offeror submits a proposal as a prime contractor on and OPM field or non-field work contract, are they prohibited from being proposed as a subcontractor on a different OPM field or non-field work contract?
98 Reference the response to question 89.
C C.3.2 19 The Contractor will post a list of all available training materials in a manner of OPM’s discretion upon award.
Should "upon award" be changed to "upon NTP"?
99 Reference the revised RFP.
C C.2.4 17 C.2.4: "At OPM's discretion, any contractor personnel may be immediately suspended or terminated from this contract for any cause deemed detrimental by OPM. OPM may, for any reason, immediately suspend or revoke the contractor or contractor facility access authorization, security clearance, and/or general access to perform work under this contract."
Please clarify the language in Paragraph C.2.4, specifically, "for any reason".
This appears to be open ended. Is it limited to the integrity issues cited under Paragraph C.2.2?
100 No. OPM may suspend or remove a individual from the contract for any reason deemed in the best interests of the government.
C 1.5 - 1.6 16 Regarding the Document Control Log intent and requirements…
Please clarify what is meant by OPM material and piecework.
Does "received by the contractor" include every piece of material including those received from the computer room?
101 OPM material and piecework are all items pertaining to the OPM investigation program. This will include all material, including the material from the computer room.
C 7.1.1 23 The Contractor will be responsible for the routine maintenance of Government Furnished Equipment (GFE) including, but not limited to, the daily cleaning of the copiers, scanners, microfilm machines, and other GFE in accordance with the manufacturer's specifications.
This sections seems to be contradictory to the requirements for the Contractor to provide printers, scanners, toners and maintenance. Please clarify. Given the RFP's emphasis on CPE, will there continue to be GFE requiring maintenance?
102 Reference the revised RFP.
C 7.1.4 & 7.2.2 Reading Room GFE/CPE List
Printers are listed under the GFE in the OPM reading room. Will Imaging and Microfilms' Scanners/Imagers and printers currently in use for daily operations fall under CPE upon award of contract? If so, are there any costs associated with the absorption of equipment in this provision?
If there continues to be GFE, will the Government be responsible for the costs associated for the repair and non-routine maintenance requiring vendor specialized assistance caused by the normal use of these Scanners/Imagers?
103 GFE section has been updated to include Imaging and Microfilm equipment. OPM will be responsible for any repair or non-routine maintenance on these items. Any other printers needed to perform the day to day work will be the responsibility of the contractor. The current GFE not listed in the RFP will not be provided to the contractor on NTP.
C 7.2.2 25 The Contractor will provide printers and scanners, to include toners and maintenance.
What is the plan for transition of the equipment? Will the maintenance remain with OPM until such time as equipment needs to be replaced? Can the government provide clarification as to why printers are listed under GFE as this appears to be the responsibility of the contractor?
Will full replacement of current GFE be expected under this contract?
In the reading room it indicates 4 copiers will be CPE, this does not include any of the XEROX machines currently in the facility. Will these also be included in the CPE?
104 OPM will not provide any printers, copiers, or scanners unless listed in the RFP. Printers should not be listed under GFE. Full replacement of current GFE will be expected on the NTP date.
No copiers will be provided as GFE on
NTP.
C 7.2.2 25 The Contractor will provide printers and scanners, to include toners and maintenance.
It is understood that OPM desires the Contractor to provide printers and scanners. To fulfill this requirement, the Contractor will incur Other Direct Costs (ODCs). The pricing template provided does not provide a mechanism to build these costs into the CLIN prices. The inclusion of only OH, G&A, and Fee is not sufficient to correctly portray these associated direct costs.
Request that the pricing template be modified to allow the inclusion and allocation of ODCs and other direct support costs to CLIN prices.
Otherwise, how does OPM want to receive this information?
105 Offerors should build any ODC's into their fixed-price CLINS.
C 8 27 Any Contractor that has a fieldwork or non-fieldwork Contract with OPM, where the period of performance is concurrent with the period of performance of this contract, and where OPM’s FIS is understood to be the primary customer, is prohibited from soliciting, proposing, or being awarded a Contract resulting from this solicitation. This exclusion extends to include Contracts presently awarded which will continue through any point of the required period of performance of the Contract described herein, except where the contractor is continuing to provide services under FAR 52.237-3 Continuity of Services. This would also include project management, quality assurance, software design, development, or other manner of planning, design, development, or implementation phase activity related to any aspect of the OPM background investigative process. This exclusion extends throughout the life of this Contract.
The statement: "This would also include project management, quality assurance, software design, development, or other manner of planning, design, development, or implementation phase activity related to any aspect of the OPM background investigative process." appears overly restrictive and a disadvantage to the Government as the successful offeror would be limited in their ability to provide additional services to help OPM improve the background investigation process. It is also discriminatory and inconsistent as it is not included in the final RFPs for the Centralized Record Unit and Fieldwork Services.
106 Reference the revised RFP.
C 10.3.1.1 Folder Creation
39 "Create file folder with an OPM internal Case Number utilizing the Case Number System chart. The case folders and associated pre-printed bar code labels are applied prior to the contractor receiving them."
Is folder creation (both recycling and preparing new file folders) a part of this solicitation, or will it be in a separate contract?
107 Folder creation, as listed in C.10.3.1.1 is part of this solicitation. Recycling folders is not a part of this solicitation.
C 10.3.15 44 Analyze the standard form and all other attachments to identify EFI Flags, appropriate coverage, message, expand according to case type, and schedule all items required…"
Does this include creating the OUTS items?
108 Yes.
C 10.4.1 45 A computer generated "pull" list will be supplied to identify cases that are to be pulled and forwarded to a specific group for further processes
Will there only be one list supplied to the contractor or a separate list per specific government group?
109 There are two 'pull' lists. One is IES generated and sent to a remote printer.
The second list is from another system, which the report generates from at 1:00AM and then five times throughout the day for real time closing.
C 10.4.3 45 Pull cases and forward to requesting location and ensure all required items and case material are within the case file or available electronically.
In reference to page 66 CFM2 Misfile Sweep work requirement: Should this say "Pull cases and forward to requesting location and ensure all material within the case file belong to subject"?
The wording of this requirement indicates that the contractor is to ensure all required case materials are available.
Not all material uploaded in IES is imported by the Support Services Contractor. Does OPM intend for the contractor to ensure all material they (only the support contractor) process are matched to the correct case? Or does OPM intend for the Support Contractor to verify that all material imported and updated by the by other contractors, OPM staff, and automatically by the IES system are present with the case folder and IES system?
110 Reference the revised RFP.
C 11.1.2 50-51 This section talks to retention, destruction reports and destruction logs.
Does this apply to the SS contract functions?
111 Shredding services are provided within the Boyers, PA facility, within Government provided space. Section C.11.1.2 is only applicable if the awarded Support Services vendor determines that they need to provide facilities outside of the Government provided space.
C 7.2.1 24
The Contractor will provide printers and scanners, to include toners and maintenance
We assume the contractor furnished equipment is used for PMO activities only, and NOT to perform CLINs listed in the RFP
2. Does the government expect CPE stated in 7.2.1 to be connected with OPM network / systems?
112 Yes, after A&A process is completed by OPM.
C 10
What are the estimated workload volumes, by contract year, for all workloads associated with Post Closing?
113 Refer to Attachment J.1.1.20 [Estimated Support Services Processing Volumes] within the Reading Room.
C
7 Infrastructure IBM compatible equipment for management or personnel to receive work and investigative related information electronically from IES:
What is the mode of data exchange between management equipment (Laptop) and IES?
114 The IBM compatible hardware will reside on an OPM network. The mode of data exchange is managed solely by the OPM IT personnel. The mode of exchange should not be relevant to the contractor.
C 10
What are the required days/hours of operation for the Files Control Center?
115 Minimum hours are listed within Section C.10.2. Extended hours/work dates would be dependent upon Contractor shifts/work schedules, which are not federally controlled.
C
Can/will OPM provide a space diagram, including positioning of private offices and cubicle offices, for all space that will be dedicated to the Support Services contract?
116 The awarded vendor will be provided a map; however, it is subject to change.
C May the contractor extract non-PII data from the FIS Dashboard? If yes, can this non-PII data be injested into a contractor system for use?
117 No. The contractor must use OPM system for OPM data.
C Screening and Scheduling Post Validation Scheduling - While included within the SOW, there is no information in the Processes & Procedures Manual relating to this task.
Will OPM post this information within the reading room?
118 All requirements for this requirement are listed within C.10 [Support…
