RFQ No. PC1476
I. INTRODUCTION
As the largest provider of affordable housing in San Bernardino County, the Housing Authority of the County of San Bernardino (HACSB) proudly assists more than 27,500 people, most of whom are seniors, individuals with disabilities, veterans, and children. Our core work is to administer rental assistance programs to prevent homelessness among low-income households. Since 1941, we have helped low-income families attain safe and stable housing through a variety of rental assistance programs funded by the U.S. Department of Housing and Urban Development (HUD).
More than 11,000 families are served through housing assistance payments made to landlords on behalf of the families or resided in units owned and managed by HACSB. Our largest program, the Housing Choice Voucher program, is America’s largest homelessness prevention program. The affordable rental housing programs we administer provide a critical safety net for households in San Bernardino County, where it takes nearly twice the minimum wage to afford a median-priced one-bedroom apartment.
Attaining stable housing is only one step on the path to self-sufficiency. HACSB builds strong partnerships within San Bernardino County to help support our customers’ needs beyond housing. The services and opportunities our partnerships bring create meaningful differences in the lives of families we serve, maximizing our resources and impact by mobilizing the talents of our community partners.
In 2008, Congress designated HACSB as a Moving to Work (MTW) public housing agency. MTW is a national demonstration program for housing authorities created by Congress in 1996. Contrary to its name, the Moving to Work demonstration is not a work requirement program. Instead, the intent of the MTW demonstration is to provide policy and regulatory flexibility to housing agencies to design and test affordable housing strategies and related policies. This designation allows HACSB to waive some HUD requirements to target the statutory objectives of the MTW Demonstration: help clients achieve economic independence, ensure freedom of housing choice, and save taxpayer dollars through efficient work.
The demand for affordable housing continues to increase, and the limited affordable housing supply is not enough to house the thousands of families in need. Over the years we have expanded our housing stock to help meet the county’s growing needs through acquisition, development, and redevelopment/expansion of our properties. HACSB owns and manages a large portfolio of affordable rental communities that are not federally funded. These properties are typically leased at amounts below market rents, bringing additional affordable housing opportunities to our communities in addition to the traditional rental assistance programs we administer.
HACSB has a governing Board of Commissioners (Board), which are appointed by San Bernardino County Board of Supervisors and is responsible for approving HACSB policies and providing strategic direction. The Board consists of seven volunteers, of which two seats are reserved for residents or participants of HACSB affordable housing programs. These individuals generously give their time in support of HACSB’s mission to empower all individuals and families in need to achieve an enriched quality of life by providing housing opportunities and resources throughout San Bernardino County.
An Executive Director appointed by the Board is responsible for managing the daily operations of the agency and overseeing a staff of approximately 160 employees. Annual budget for the Authority is approximately $250 million.

Proposers may not qualify the proposal nor restrict the rights of HACSB. If Proposer does so, the proposal may be determined to be a non-responsive counteroffer and the proposal may be rejected.
No proposal shall be rejected, however, if it contains a minor irregularity, defect or variation and if the irregularity, defect or variation is considered by HACSB to be immaterial or inconsequential, HACSB may choose to accept the proposal.
Minor informalities may be waived by the Procurement and Contracts Supervisor when they:
• Do not affect responsiveness;

In such cases the Proposer will be notified of the deficiency in the proposal and given an opportunity to correct the irregularity, defect or variation or HACSB may elect to waive the deficiency and accept the proposal.
This RFQ does not commit HACSB to award a contract. HACSB reserves the right to reject any or all proposals if it is in the best interest of HACSB to do so. HACSB also reserves the right to terminate this RFQ process at any time.
I. Clarification of Offers In order to determine if a proposal is reasonably acceptable for award, communications by the Facilitator for the Evaluation Panel are permitted with a Proposer to clarify uncertainties or eliminate confusion concerning the contents of a proposal. VI. SCOPE OF SERVICES
1. OVERVIEW AND PURPOSE
The Housing Authority of the County of San Bernardino (hereinafter referred to as "HACSB" or the "Authority") is seeking qualified firms to provide On-Call Construction Management (CM) Services in direct support of the Authority's Real Estate Development efforts. The selected Consultant will serve as an extension of HACSB staff, providing professional expertise, project oversight, and coordination across all phases of real estate development and construction — from Project Initiation through Project Closeout. Projects may include affordable housing developments, mixed-use developments, infrastructure improvements, facility renovations, and other capital improvement projects undertaken at the Authority's discretion. All services performed under this contract shall comply with applicable federal, state, and local laws, regulations, codes, and standards, as well as HACSB's internal procurement and project management policies, HUD requirements, and any applicable funding source requirements.
2. SCOPE OF SERVICES
The selected Consultant shall provide on-call construction management and real estate development support services as directed by HACSB. The Consultant shall lead and support projects through all five phases of project delivery: Initiation, Planning, Execution, Monitoring and Controlling, and Closeout. Services may include, but are not limited to, the following:
• Engage and coordinate with Housing Authority partners, staff, and vendors to ensure project success.
• Review design plans for constructability, consistency, and adherence to Housing Authority standards.
• Assist in obtaining necessary entitlements and/or permits.
• Coordinate construction activities with various agencies, utilities, and municipalities.
• Attend all construction and progress meetings.
• Review and manage project schedules, as required.
• Review and assist with project punch lists and closeout activities.
• Assist in the oversight, planning, and securing public approvals for real estate development.
• Coordinate and administer development project activities including general contractor selection and oversight, identifying/managing consultants, securing necessary permits, and supporting project design.
• Provide management services for a design-build project delivery.
2.1 Project Initiation
The Consultant shall work closely with HACSB staff to establish the foundation for successful project delivery at the outset of each engagement. This includes assisting HACSB in defining the project scope, objectives, and deliverables; reviewing preliminary project concepts and providing input on feasibility, constructability, and alignment with HACSB's development standards and goals; and identifying all relevant project stakeholders, including HACSB partners, development partners, lenders, regulatory agencies, utility companies, municipalities, and community groups. The Consultant shall assist in the preparation of project initiation documents, including project charters, preliminary budgets, and high-level project schedules as required by HACSB. The Consultant shall also review applicable funding source requirements — including HUD, tax credit programs, and state housing programs — and identify compliance obligations that must be incorporated into the project management approach. Additionally, the Consultant shall assist HACSB in evaluating and selecting the most appropriate project delivery method for each project, including but not limited to Design-Bid-Build, Design-Build, or Construction Manager at Risk (CMAR), based on project complexity, schedule, budget, and risk profile.
2.2 Planning

ON-CALL CONSTRUCTION MANAGEMENT SERVICES
The Consultant shall provide comprehensive planning support to ensure that each project is thoroughly prepared prior to the commencement of construction activities. The Consultant shall conduct thorough constructability reviews of design plans, drawings, and specifications at each stage of design development to identify potential construction conflicts, design inconsistencies, ambiguities, or deviations from HACSB standards. Written constructability review reports summarizing findings, risks, and recommended corrective actions shall be provided to HACSB for each review. The Consultant shall review all design documents to ensure consistency with HACSB's established design standards, material specifications, and operational requirements, and shall coordinate with the design team to resolve any discrepancies prior to construction.
The Consultant shall develop and maintain a comprehensive, project-specific schedule using industry-standard scheduling software identifying all major milestones, critical path activities, design review periods, permitting timelines, procurement lead times, construction activities, and project closeout tasks. The Consultant shall also prepare independent cost estimates at various stages of design to validate project budgets and identify potential cost overruns before construction begins, and shall assist HACSB in value engineering efforts to optimize project costs without compromising quality, functionality, or compliance with applicable standards.
The Consultant shall assist HACSB in identifying all required entitlements, permits, licenses, and regulatory approvals necessary for project execution — including land use entitlements, zoning approvals, environmental clearances, building permits, grading permits, and utility connection approvals — and shall develop a permitting strategy and timeline that aligns with the overall project schedule. The Consultant shall also support the preparation of bid packages, solicitation documents, prequalification criteria, and bid evaluation frameworks for the procurement of general contractors and project consultants, in accordance with applicable procurement regulations and HACSB policies. The Consultant shall not participate in the competitive bidding process for any construction contracts managed under this agreement. Detailed construction phasing and logistics plans shall be developed to minimize disruption to HACSB operations, existing residents, and surrounding communities, addressing site access, staging areas, traffic control, noise mitigation, and safety protocols.
2.3 Execution
During the active construction and development phase of each project, the Consultant shall serve as HACSB's representative, providing full-time or part-time on-site oversight as required by the scope of each Task Order.
The Consultant shall monitor contractor performance, workmanship, and compliance with contract documents, applicable codes, HACSB standards, and safety regulations. The Consultant shall engage and coordinate proactively with HACSB partners, staff, and vendors throughout the project to ensure alignment, resolve issues, and maintain project momentum, serving as a central point of coordination among all project participants including development partners, lenders, design professionals, general contractors, subcontractors, utility companies, and regulatory agencies.
The Consultant shall coordinate construction activities with various agencies, utilities, and municipalities as required by the project scope, including coordinating utility relocations, new service connections, inspections, and approvals with all relevant entities to prevent delays and ensure compliance with applicable requirements.
The Consultant shall organize, facilitate, and document all construction and progress meetings, including pre-construction conferences, weekly or bi-weekly progress meetings, design coordination meetings, and special coordination meetings as needed. The Consultant shall attend all construction and progress meetings as required by HACSB, and meeting minutes shall be prepared and distributed to all stakeholders within three (3) business days of each meeting.
For projects utilizing a design-build delivery method, the Consultant shall provide specialized management services to oversee the design-build contractor's performance across both the design and construction phases.
This includes reviewing design submittals for conformance with the Owner's Project Requirements (OPR), monitoring design progress, coordinating design review meetings, and ensuring that the design-build

The Consultant shall establish and maintain a comprehensive submittal log and Request for Information (RFI) log, reviewing submittals for general conformance with contract documents and coordinating timely responses from the design team. The Consultant shall implement and maintain a project-specific Quality Assurance and Quality Control (QA/QC) plan, coordinating with third-party testing and inspection firms as directed by HACSB, documenting all inspections, test results, and non-conforming work, and ensuring that deficiencies are corrected promptly. The Consultant shall monitor the construction site for compliance with applicable OSHA regulations, HACSB safety policies, and the contractor's approved safety plan, and shall document and report any safety violations or incidents to HACSB immediately. The Consultant shall not assume the role of the contractor's safety officer but shall serve as an observer and reporter of safety conditions on behalf of HACSB.
The Consultant shall monitor project expenditures against the approved budget, review and process contractor pay applications and change order requests, and provide HACSB with timely written recommendations regarding the merit, scope, and value of proposed changes. All change orders shall require HACSB approval prior to execution. The Consultant shall maintain a complete and organized project documentation system — including all correspondence, submittals, RFIs, meeting minutes, inspection reports, photographs, change orders, and pay applications — in a format and system acceptable to HACSB and accessible to HACSB staff at all times. A comprehensive photographic record of construction progress shall be maintained, with all photographs date-stamped, labeled, and organized in a manner acceptable to HACSB.
2.4 Monitoring and Controlling
Throughout the life of each project, the Consultant shall provide ongoing monitoring and controlling services to ensure that the project remains on track with respect to scope, schedule, budget, and quality. The Consultant shall monitor the construction contractor's and design team's progress against the approved project schedule on a continuous basis, identify schedule variances, analyze impacts on the critical path, and recommend corrective actions to HACSB. Regular written progress reports shall be provided at a frequency determined by each Task Order, typically weekly or bi-weekly. The Consultant shall provide HACSB with regular budget status reports clearly identifying actual costs to date, committed costs, projected final costs, and any budget variances, and shall flag potential cost overruns early with recommendations for mitigation.
The Consultant shall identify, document, and monitor project risks throughout the project lifecycle, maintaining a project risk register and providing HACSB with proactive recommendations for risk mitigation and contingency planning. The Consultant shall also monitor the project for ongoing compliance with all applicable regulatory requirements, permit conditions, funding source requirements, and HACSB policies, and shall report any compliance issues to HACSB promptly with recommended corrective actions. Regular project status reports shall be prepared and distributed to HACSB leadership, development partners, lenders, and other stakeholders as directed by HACSB.
2.5 Project Closeout
The Consultant shall provide comprehensive project closeout services to ensure that each project is completed in an orderly and thorough manner. The Consultant shall conduct a thorough inspection of completed work to develop a comprehensive punch list of items requiring correction or completion, and shall monitor and track the resolution of all punch list items to ensure timely completion by the construction contractor. The Consultant shall coordinate and participate in all final inspections required by regulatory agencies, the design team, and HACSB, and shall ensure that all required certificates of occupancy, final permits, and regulatory approvals are obtained prior to project closeout.

During the applicable warranty period, the Consultant shall assist HACSB in identifying and documenting warranty deficiencies and coordinating with the construction contractor for timely resolution.
2.6 Real Estate Development Support
In addition to the construction management services described above, the Consultant shall provide specialized support for HACSB's real estate development activities. The Consultant shall coordinate and administer all aspects of real estate development project activities on behalf of HACSB, including general contractor selection and oversight, identifying and managing project consultants, securing necessary permits and entitlements, and supporting project design from inception through completion. The Consultant shall assist HACSB in planning, preparing for, and securing public approvals required for real estate development projects, including supporting the preparation of applications, presentations, and supporting materials for planning commissions, city councils, county boards, and other public bodies, and coordinating with HACSB's legal counsel, planning consultants, and community relations staff as needed.

The Consultant shall serve as a liaison between HACSB and its development partners — including co-developers, investors, lenders, and other stakeholders involved in mixed-finance or public-private development transactions — facilitating communication, coordinating due diligence activities, and assisting in resolving development-related issues as they arise. The Consultant shall also support the project design process by coordinating design team activities, facilitating design review meetings, providing input on design decisions from a constructability and cost perspective, and ensuring that design documents are progressing in alignment with the project schedule and budget.
