2. NOTICE OF INVITING QUALIFICATIONS
2.1. INTRODUCTION:
The City of Victorville (City) is inviting Statements of Qualifications (SOQs) from qualified civil engineering consulting firms to provide On-Call Civil Engineering Design Services to supplement the City's in-house
Engineering Department and support the City's Capital Improvement Program (CIP).
The City intends to establish agreements with up to three (3) qualified civil engineering consulting firms to provide professional engineering services on an as-needed, task-order basis. Assignments will be made based on project needs, consultant qualifications, availability, expertise, and the specific requirements of each task order.
2.2. BACKGROUND:
The Engineering Department is responsible for a broad range of functions, including traffic, surveying, development review, and inspection. The Department also manages the Capital Improvement Program
(CIP) — its primary program for delivering public infrastructure improvements, including water, sewer, airport, streets, drainage, and traffic-related projects.
Engineering staff design most CIP projects in-house, occasionally engaging outside consultants for large or complex projects requiring specialized expertise. The Department has maintained a modest capital program, with the CIP budget totaling approximately $18 million in FY 2025/26 and $12 million in FY
2026/27.
The volume, complexity, and variety of CIP projects — combined with the Department's other ongoing responsibilities — has created a need for additional civil engineering design support to supplement projects managed in-house.
The purpose of this solicitation is to establish on-call agreements with qualified civil engineering consulting firms to provide professional services on an as-needed, task-order basis. This arrangement will allow the City to secure supplemental engineering resources for individual projects or assignments without the need to conduct a separate procurement process for each engagement.

2.3. SCOPE OF SERVICES:
Given the breadth of the CIP and the Engineering Department's responsibility for managing multiple projects concurrently, the City requires supplemental civil engineering design resources to assist with project development and design. The proposed on-call civil engineering services will provide the CIP team with access to additional engineering expertise and design capacity on an as-needed basis, allowing the
City to efficiently advance projects while retaining overall project management and direction in-house.
To support the timely advancement of capital improvement projects, the City intends to retain up to three
(3) qualified civil engineering consulting firms on an on-call basis.
Consultant services are intended to supplement, rather than replace, the City's in-house engineering capabilities by providing special studies, plans, or technical support as needed. The City will continue to establish project priorities, manage the CIP, direct project development, and determine when consultant assistance is necessary. Individual assignments will be authorized by the City through task orders issued in accordance with the resulting agreement.
Services may include, but are not limited to, the following"
• Roadway widening, rehabilitation, and reconstruction
• Sidewalk, curb, gutter, and ADA improvements
