About this file

This is a Request for Proposal (RFP) document from the Delaware Transportation Management Center for the replacement of a cooling tower and associated modifications. The project scope includes the removal of the existing cooling tower system and installation of a new cooling tower with all necessary supporting infrastructure, piping modifications, electrical connections, and ancillary work required to integrate the new system into the existing facility. The RFP establishes clear performance specifications for the replacement equipment, including capacity requirements, efficiency standards, and compatibility with current building systems. Interested bidders are required to submit proposals by the specified deadline, with evaluation criteria focusing on technical qualifications, cost, past performance, and project scheduling. Site visits and pre-bid meetings are available to allow potential contractors to assess existing conditions and clarify project requirements before submission.

The RFP establishes pricing terms requiring firm fixed-price bids for all labor, materials, equipment, and incidental costs associated with the cooling tower replacement project. Specific set-asides or preferences for disadvantaged business enterprises may apply in accordance with Delaware procurement regulations. The project is funded through the state's capital improvement or operational budget, with the responsible agency bearing all costs associated with the replacement work. Award will be made to the qualified bidder offering the best value to the state, considering both cost and technical merit. The contract will include a defined term for project completion with potential penalties for schedule delays and provisions for warranty coverage on installed equipment and workmanship.
