The project scope includes demolition of select HVAC system components, installation of new HVAC equipment, piping and appurtenances, testing and balancing of existing HVAC equipment and pumps, and associated electrical and HVAC controls work at 169 Brick Store Landing Road, Smyrna, Delaware 19977. A mandatory pre-bid meeting was held on August 5, 2026, with 16 attendees representing various mechanical contractors, electrical contractors, control system providers, and rental equipment companies. Sealed bids are due on August 20, 2026, at 10:00 a.m. through the Bonfire Portal, with bids to be opened and read aloud at 11:00 a.m. the same day. Bidder questions must be submitted in writing to the project manager by 4:00 p.m. on August 13, 2026, with responses issued by addendum. The project includes a $10,000 allowance for unforeseen conditions to be included in the contractor's base bid price and returned to the owner by credit change order upon project conclusion. Bidders must provide substantial completion within a calendar period to be specified in the bid form following issuance of Notice to Proceed.
The contract is structured as a single prime contract based on stipulated price with the contract documents available for $250 per paper set or $75 per electronic set from Reprographics Center, Inc. Listed subcontractor categories include HVAC, Electrical, and Water Treatment, with bidders required to list specific subcontractors or themselves if performing the work in-house. Bidders must submit completed subcontractor lists, drug testing affidavits for the bidder and all listed subcontractors, non-collusion statements, and proof of Delaware Business License. The cooling system must remain operational during the cooling season from February 15 through December 15, with cooling tower replacement occurring during the heating season of December 15 through February 15. If the new cooling tower is not operational by the start of the cooling season, the contractor must provide a temporary cooling tower of equal capacity with temporary electrical and condenser water connections at contractor expense. All work must be performed in accordance with Delaware prevailing wage requirements and craft training compliance, with the existing building automation system maintained by Radius Systems and modifications performed only by that vendor. The project is subject to applicable local, state, and federal codes and regulations, with the contractor responsible for obtaining all required building and trade permits.

29. Openings in existing concrete walls and floors required for conduit installation shall be core drilled. Maximum core drill size shall be 5” in diameter. Core drill locations shall be spaced a minimum of 6” from each other measured from the outside edge of the core drill.
All core drill openings shall be properly sealed according to their location and application.
30. All outages shall be kept to a minimum. All work that requires a sustained equipment outage shall be performed continuously around the clock until work is completed unless noted otherwise. Coordinate outages with owner representative.
31. Provide for each branch circuit and feeder circuit a dedicated equipment ground wire. For single phase branch circuits of 120 v/1ph or 277v/1 phase, provide dedicated hot, dedicated neutral and dedicated equipment ground wires. Sharing of neutral or equipment ground wires is not permitted. Wiring to all HVAC equipment or other trade equipment shall be in conduit. All equipment and feeder wiring in boiler room/electrical room shall be in rigid conduit. Use of mc cable is limited to branch circuit wiring above recessed ceiling or concealed in wall. Wiring to outlets on table shall be provide in either EMT conduit or flexible metal conduit.
32. Provide identification labels for all branch circuits and feeders circuits at junction boxes, panelboards, troughs, and splice boxes.
33. Provide unspliced feeders from panelboard or switchboard to all equipment. Splicing is permitted for single phase circuits for lighting and outlets only.
34. All wiring devices located in the basement are to be surface mounted with circuit wiring routed in surface mounted conduit per specifications. All other wiring devices shall be recessed unless noted otherwise.
