About this file
This document contains Addendum No. 1 and supporting bid forms for the Northeast State Service Center Reimagining Project, issued by the State of Delaware Office of Management and Budget, Division of Facilities Management, in collaboration with the Delaware Health and Social Services Department. The project involves interior renovation, reconstruction, and mechanical/electrical/fire protection work at the Northeast State Service Center located at 1624 Jessup Street in Wilmington, Delaware. The scope encompasses approximately 3,000 square feet of interior renovation, vestibule reconstruction, exterior stair addition, and all associated systems work. A mandatory pre-bid meeting was held on August 5, 2026, at the project site with attendance required for general contractors submitting bids. Sealed bids are due by 1:30 p.m. local time on August 25, 2026, via the Bonfire Portal, with public bid opening and reading scheduled for 2:30 p.m. on the same date at the Haslet Armory in Dover, Delaware. A second site walkthrough is scheduled for August 11, 2026, at 10:00 a.m., with contractors required to notify Davis, Bowen & Friedel, Inc., of their attendance. Contract duration is measured in calendar days from the Notice to Proceed to Substantial Completion, and the contractor must note the projected contract duration on the bid form. All questions must be submitted in writing by close of business on August 17, 2026, and substitution requests must be received by August 13, 2026.
Bid security equal to ten percent of the total bid price, including all additive alternates, must accompany each bid submission. The project is state-funded and subject to prevailing wage rate requirements based on Building Construction rates effective March 15, 2026; contractors are responsible for submitting wage reports to the Department of Labor. A $30,000 allowance for unforeseen circumstances is included in the base bid. An additive alternate for working four ten-hour days starting at 5:30 p.m. is available for pricing. Upon contract award, the successful bidder must provide performance and payment bonds each equal to 100 percent of the contract price within twenty calendar days of written notice of acceptance. The prime general contractor and all subcontractors must be licensed to practice their trade in the State of Delaware and the City of Wilmington prior to contract execution. Contractors must submit a completed subcontractor list identifying all providers in the following trades: carpentry, flooring, painting, mechanical, electrical, fire alarm, and structured cabling. All contractors and subcontractors must provide affidavits certifying compliance with employee drug testing programs and contractor qualifications. The facility will be occupied during construction, requiring daily debris removal and material deliveries with extremely limited laydown space, and the contractor must maintain on-site supervision at all times during work. Normal business hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, except state holidays. Contract documents are available from Davis, Bowen & Friedel, Inc., for a non-refundable $25.00 per electronic set.
