Re: Drivewyze – Commercial Vehicle Traffic Speed Alerts (RFP No. 551-26)

Good afternoon, Drivewyze Ltd. is pleased to offer the following proposal in response to your Request for Proposal (No.

551-26).

Through our existing Smart Roadways alerting service and our one-of-a-kind connected truck network, Drivewyze is uniquely positioned to deliver in-cab traffic slowdown to commercial motor vehicles for the Ohio Department of Transportation.

Since 2022, we have consumed INRIX Flow XD and Sudden Slow Down data and programmatically generated and distributed Traffic Slowdown alerts on interstates and major expressways throughout Ohio. We have been a subcontractor of INRIX under their contract with the State of Ohio. Alerts are delivered to commercial motor vehicles via free apps on the electronic logging devices that CMVs are required to use to record their hours of service, as well as on smart devices. Drivewyze proposes to maintain this in-cab alerting service for traffic slowdowns for ODOT.

Drivewyze is successfully registered with the Ohio Secretary of State as part of the prequalification criteria.

We look forward to working with ODOT on this project and are available to answer any questions or clarifications that you may have.

Sincerely, Vice President, Infrastructure Sales Drivewyze

1.2 Company History

Drivewyze is a technology and solutions company with over 20 years of experience in developing technology, hardware, and software for Commercial Vehicle Enforcement (CVE) agencies across North

America. In 2012, Drivewyze introduced a next-generation Commercial Mobile Radio Service (CMRS)

CMV weigh station bypass technology to pre-clear heavy trucks using GPS and digital next-generation

Commercial Mobile Radio Service (CMRS) CMV weigh station bypass technology.

As more trucks joined our connected truck platform, Drivewyze explored additional safety solutions that could be delivered in-cab by its network. In 2018, Drivewyze introduced its first safety alerts, which consisted of static hazard locations across North America. With the demonstrated benefits of Drivewyze-sponsored alerts and strong encouragement from agency partners, Drivewyze developed Smart

Roadways: a solution that enables state and provincial agencies to extend their transportation safety programs to CMVs through in-cab hazard alerting. Smart Roadways provides real-time alerts for hazards, including traffic slowdowns, active work zones, and parked service vehicles. Smart Roadways Traffic Slowdown Alerts Coverage Map

In 2017, Drivewyze was honored to be recognized as Company of the Year by Frost and Sullivan. For more information, visit: https://www.frost.com/news/press-releases/frost-sullivan-names-drivewyze-company-year/

In 2024, Drivewyze became a subsidiary of Fleetworthy but operates as an independent company.

We have established longstanding partnerships with federal, state, and provincial governments, as well as regulatory agencies, telematics and device suppliers, data suppliers, trucking associations, and major

North American CMV fleets. It is through this strong network of government, trucking industry, and private industry partnerships that we have been able to continually innovate and grow our offerings, ultimately having a greater impact on roadway safety.

1.3 Our Understanding of the Proposal Purpose

Drivewyze has a thorough understanding of the proposal purpose for this RFP and exceeds the outlined requirements. The contract shall expire on June 30, 2026, at 11:59 pm.

Drivewyze understands that ODOT is interested in leveraging INRIX data to automatically alert CMV drivers on all Ohio Interstate and most major expressways, without the need for new software development or technology deployments. We understand that ODOT wants to leverage an existing turnkey solution, like Drivewyze Smart Roadways, to deliver targeted, in-cab safety alerts to drivers that are approaching unexpected hazards (congestion or dangerous slowdowns) to increase driver awareness, change driver behavior, and reduce crashes involving CMVs.

Drivewyze has been operational since 2022, providing this service in Ohio as a subcontractor to INRIX.

Under this proposal, we will continue to provide this service until June 30, 2026. Following that, Drivewyze can work with the State to continue using INRIX data or any other data source that ODOT https://www.frost.com/news/press-releases/frost-sullivan-names-drivewyze-company-year/ https://www.frost.com/news/press-releases/frost-sullivan-names-drivewyze-company-year/

Page | 6 chooses.

We understand that ODOT is also interested in a vendor that offers a proven "one to many" solution with multiple ELD manufacturers, a mobile app, and an established technology that reaches a meaningful number of trucks—not simply a plan for how to get drivers technically.

Drivewyze’s Traffic Slowdown Alerts service is unique in that it is the only platform integrated with over 1,300 distinct devices spanning more than 100 in-cab telematics service provider (TSP) partners and resellers, making Drivewyze the largest embedded cross-platform connected truck solution provider in North America.

Additionally, Drivewyze understands that ODOT is interested in real-world results and analytics.

Drivewyze provides extensive program reporting through a Tableau dashboard. Critical data enables agencies to directly monitor the program and assess the effectiveness of the alerts. Historical reporting and analytics provide actionable insights to optimize program effectiveness.

In addition to quantifying the number of alerts received, the system monitors how drivers respond to messages, including changes in speed and hard braking. Telematics-based reports enable the evaluation of the effectiveness of in-cab alerts.

Our pricing includes all overhead, devices, labor, equipment, materials, and any incidentals necessary to meet or exceed the bid requirements. Our pricing also includes technical support, training, and platform updates. We understand that no additional compensation will be provided above the price offered in our pricing proposal.

1.4 Acknowledgement

2. Scope of Work & Requirements

2.1 Service Requirements

2.1.1 Provide an in-cab commercial motor vehicle alerting service to deliver both congestion and sudden slowdown alerts

Drivewyze exceeds the requirement in all material respects by currently providing in-cab commercial motor vehicle alerting services to deliver both congestion and sudden slowdown alerts. This same system is also used for additional alerts are currently in place in Ohio, such as Virtual Sign Network, Work Zone Alerts, Service Vehicles, and Truck Parking.

Drivewyze has been providing in-cab commercial vehicle alerting services through our Smart Roadways Traffic Slowdown Alerts, delivering both congestion and sudden slowdown alerts to ODOT since 2022.

Year-to-date in Ohio, Drivewyze has delivered over 206,000 alerts, reaching an average of 12,700 unique vehicles per month.

Our traffic safety slowdown alerts system is currently deployed in 15 states, including Ohio, with two additional states coming on board in the next three months.

Smart Roadways alerts are safety-critical notifications delivered directly into the cab of trucks. These alerts provide drivers with additional time to slow down, merge safely, or reroute completely, based on real-time information, as they approach high-risk zones. Truck drivers who approach a risky area are sent a notification via a background app running on their ELD, or a mobile device (phone or tablet) via a free app. This notification appears as a full-screen virtual road sign.

Alerts use simple iconography and minimal text. They are carefully designed to deliver critical safety information clearly and with minimal disruption. An auditory chime accompanies alerts, and they will clear automatically after 10 seconds or if the driver touches their device’s display.

Examples of Congestion and Sudden Slowdown Alerts

The features of these in-cab message applications include:

• Contextualized, location-targeted messaging.

• Safety-tested visual alerts that mimic road signs and audible alerts to minimize distraction.

• All in-cab alerts delivered to CMVs at no charge to drivers or fleets.

Page | 8

Our Traffic Slowdown Alerts notify commercial motor vehicles traveling in agency-identified corridors of upcoming traffic incidents that may result in congestion or sudden slowdowns, allowing drivers to take defensive driving measures or consider alternate routes.

Sudden Slowdown alerts are triggered when traffic volume is abnormally high. There is a historical consideration in the calculation that accounts for “normal” volume and factors in several variables, such as time of day and seasonal effects, to determine what constitutes abnormal volume.

Sudden Slowdown alerts are triggered when there is a minimum of 35 mph (miles per hour) delta between consecutive upstream road segments. Such a delta is a likely indicator that a traffic queue is forming.

Each of these alert types is tracked separately in our program analytics.

We collaborate with our ELD network partners to integrate our software into their systems at no additional cost to fleets or drivers. Our Drivewyze Free mobile application is available for free in the Google Play Store and Apple App Store, and our alerts through Drivewyze Free are provided to CMVs at no cost.

2.1.2 Deliver alerts automatically based on traffic speed data sourced from third-party data provider INRIX without human intervention to create or confirm alerts

Drivewyze exceeds the requirement in all material respects by currently providing this service with

INRIX as a subcontractor. We also have the ability, and have demonstrated, that our alerts interface with active work zone data, service vehicle data, and truck parking data.

Drivewyze has been delivering INRIX-based traffic slowdown alerts automatically, based on traffic speed data, without human intervention to create or confirm alerts, since 2022 for ODOT. Drivewyze ingests data from INRIX to provide automated distribution of time-sensitive, location-based driver alerts.

We consume two different API feeds from INRIX. Traffic speed and segment data included in their Flow API tell us where traffic is abnormally congested, and their Dangerous Slowdown feed provides real-time information about where traffic queues are likely forming.

Utilizing INRIX data enables us to identify where traffic is slowing down, allowing Drivewyze to use our proprietary algorithms to place a geofence in advance of the slowdown. Geofences are created 2 to 3 miles upstream of the slowdown. When a truck equipped with the Drivewyze Free application enters the geofence, it triggers an in-cab safety alert, giving the driver time to respond safely to the situation.

Our traffic alert fences are ephemeral. That is, they only exist as long as we continue to receive confirmation that the traffic incident persists. The position of our fences, as well as the type of alert displayed, will update as the data received via the traffic APIs changes.

2.1.3 Provide alerts on all of Ohio’s interstates and most other major expressways

Drivewyze exceeds the requirement in all material respects. We currently have all controlled access routes mapped; this includes interstates and major expressways.

Drivewyze has covered Ohio interstates and major expressways since 2022, with an increasing number of trucks and alerts, and has provided data to support multiple academic research studies demonstrating the effectiveness of these alerts.

Page | 9

2.1.4 Disseminate in-cab alerts directly to commercial motor vehicle Electronic Logging Devices (ELDs) from a wide variety of manufacturers

Drivewyze exceeds the requirement in all material respects. Our Traffic Slowdown Alerts service is unique, as it is the only platform integrated with over 1,300 distinct devices that span more than

100 in-cab telematics service providers (TSP) and resellers, making Drivewyze the largest embedded cross-platform connected truck solution provider in North America.

Drivewyze’s in-cab alerting service is integrated with dozens of electronic logging device manufacturers and telematic service providers. Our ELD integrations include Ezlogz, Geotab, KeepTruckin (Motive), Konexial, Omnitracs, Pedigree, PeopleNet, Platform Science, Samsara, Transflo, Trimble, and Verizon Connect.

2.1.5 Disseminate in-cab alerts to a mobile phone application that is usable by commercial motor vehicle operators

Drivewyze exceeds the requirement in all material respects. Our experience with one-touch, always-on, heads-up type displays makes our product unique and optimized compared to other available apps.

Should a driver fall outside the ELD mandate or wish to receive alerts on a mobile device other than an ELD, our Traffic Slowdown alerts are also available to drivers at no charge via iOS and Android mobile apps.

Our in-cab mobile app messaging alerts, which are sent to ELDs, mimic road sign graphics. Please see

Section 2.1.1 for example images of the mobile messaging alerts that drivers receive through their

ELDs.

Mobile Device Alert Examples – Portrait Orientation, Night Mode and Day Mode User Interfaces

2.1.6 Provide the commercial vehicle alerts to operators without charge to the operators

Drivewyze meets the requirement in all material respects.

Traffic Congestion Alerts and Traffic Slowdown Alerts are only available to any commercial motor vehicle operator with a valid USDOT number. These alerts are entirely free of charge to drivers and fleets, whether delivered through the truck’s ELD or via the iOS or Android mobile apps, regardless of the truck’s point of origin.

Page | 10

We collaborate with our ELD network partners to integrate our software into their systems at no additional cost. Our Drivewyze Free mobile application is available for free in the Google Play Store and Apple App Store, and our alerts through Drivewyze Free are provided to CMVs at no charge.

2.1.7 Provide dashboards and/or other reports on the frequency, location, and volume of alerts sent

Drivewyze exceeds the requirement in all material respects. The State has access to all data collected for third-party analysis, which Drivewyze facilitates and encourages. For example, the system provided the data that Cleveland State University and Purdue University used to evaluate the effectiveness of in-cab traffic slowdown alerts in Ohio.12

Extensive reporting is provided through a Tableau dashboard. Critical data enables agencies to directly monitor the program and assess the effectiveness of the alerts. Historical reporting and analytics that provide actionable insights to optimize program effectiveness.

In addition to quantifying the number of alerts received, the system monitors how drivers respond to messages, including changes in speed and hard braking. Telematics-based reports enable the evaluation of the effectiveness of in-cab alerts.

The Tableau dashboard and all data exports are available to ODOT and its stakeholders, including research partners, universities, and consultants, at their discretion. Access will be provided to a secure online Tableau portal for up to six users, which ODOT can determine. Users will have access to both a dashboard interface and raw, anonymized data. Driver data is collected in accordance with our application’s terms of service.

Program Analytics

Daily real-time data available regarding program delivery includes:

• Number of alerts received

• Number of vehicles alerted

• Telematic data (i.e. braking) showing vehicle reaction

• Locations where alerts are sent (i.e. road segment names)

• Alert counts per day

• Most active corridors (by Alert Count)

• Alert Heat Map

Data is retained in the portal for the most recent 12 months and can be conveniently filtered to a specific date range and/or specific road sections.

Example of a Smart Roadways Program Dashboard – Program Analytics

Driver Behavior Insights

After an alert is received by a vehicle, we collect “breadcrumbs” of speed data from the vehicle. These data points are analyzed to understand if and how quickly the driver slowed down after receiving the alert. Our proprietary analysis is optimized to exclude atypical events that could skew results (such as the driver pulling into a rest stop).

Driver behavior data is displayed in views that present:

• The frequency of hard-braking events

• The severity of hard braking events

• Drill down speed data of each braking event

Page | 12

Example of a Smart Roadways Program Dashboard – Braking Summary

Additionally, aggregated metrics that quantify drivers’ braking responses to the alerts are provided for multiple speed change thresholds, for various distances after the alert is delivered, and the results are further broken down based on the speed at which the driver was traveling at the time of the alert.
