About this file
This document is a Request for Response (RFR) OFF53 issued by the Commonwealth of Massachusetts Operational Services Division (OSD) for a statewide contract covering office supplies, recycled paper, and recycled envelopes. The solicitation is intended to establish a contract available to Massachusetts state agencies, cities, towns, districts, counties, local public libraries, public school districts, charter schools, public hospitals, public institutions of higher education, public purchasing cooperatives, and certain non-profit organizations doing business with the Commonwealth.
The contract will include three categories: Category 1A and 1B for office supplies (market basket and non-market basket items), Category 2 for recycled copy and print papers, and Category 3 for recycled plain and printed envelopes. The initial contract term is five years with an estimated total value of $56 million. Vendors must meet specific environmental specifications, including minimum post-consumer recycled content requirements and third-party certifications. The contract will require vendors to provide online ordering capabilities, offer volume purchase and dock delivery discounts, and comply with supplier diversity and environmental preferable product (EPP) guidelines. Pricing will be evaluated based on market basket item costs, catalog discount percentages, volume discounts, and other factors, with at least 25% of evaluation points dedicated to the supplier diversity plan.
