About this file
This is a pre-qualification appendix and open enrollment request for qualifications issued by the Rhode Island Department of Transportation (RIDOT) seeking research institutions, expert consultants, and researchers to support its Research and Innovation Program under the State's Planning and Research (SPR) Subpart B Program. The solicitation outlines three specific research projects: (1) Development of an Integrated Mobility Management System (IMMS) Model for Rhode Island, with an anticipated start date of January 1, 2024, and completion date of June 30, 2025, budgeted at $250,000; (2) Ride Quality Simulation Research Project examining International Roughness Index (IRI) appropriateness for surface sealed roads, with the same timeline and a $100,000 budget; and (3) Micromobility Safety and Innovation: Battery Safety Testing Program, running from January 1, 2024, through December 31, 2025, budgeted at $250,000. The open enrollment period for the qualified vendor list extends from November 10, 2025, at 1:00 PM EST through September 4, 2026, at 5:00 PM EDT, with vendor questions accepted through August 28, 2026, at 5:00 PM EDT. Current approved vendors are not required to resubmit proposals, and contract terms extend from the award date through the duration of individual projects.
Qualifying vendors must demonstrate capabilities in transportation research and technological innovation, maintain required insurance coverage ($1,000,000 general liability, $100,000 workers' compensation, $1,000,000 automobile liability), and submit financial review reports or audited financials, SAM.gov registration, and Professional Engineer registration where applicable. Vendors must comply with federal cost principles and accounting standards and submit Anti-Collusion, Debarment Certification, Conflicts Disclosure, and Lobbying forms. The State reserves the right to make one or multiple awards or reject all bids at its discretion. All vendors are subject to a 1% contract administrative fee on purchase orders, with pricing determined through individual mini-bid quotes for specific projects and no guaranteed minimum purchasing activity. Minority Business Enterprise (MBE) participation is required, with vendors submitting an MBE Participation Acknowledgment Form.

OEV26006103 Pre-Qualification for Transportation Research Institutions, Expert Consultants, and Researchers, to Support RIDOT’s Research and Innovation Program

Abstract / Project Summary
RIDOT proposes a new research project on the Development of an Integrated Mobility Management System (IMMS) Model for Rhode Island. The Department is proposing a multi-phase approach with the development of a model for an integrated mobility management system in Rhode Island as Phase I (this proposal). Phase II would be a pilot implementation and rollout of an IMMS, potentially beginning in the Providence Metropolitan Area before expanding in other areas in the rest of Rhode Island. RIDOT would seek additional/alternative grants for the Phase II pilot implementation phase.
Project objectives
Development of an Integrated Mobility System (IMS) Model for Rhode Island, including the development of implementation and rollout strategies. This will include, identification of the geographic/geopolitical boundaries for a phased in implementation of an IMS, potential stakeholders, partners, providers (mobility service providers and platform providers), development of guiding principles, constraints, governance alternatives, regulatory obstacles, evaluation of business models, data strategies, etc.
As part of the development of this comprehensive IMS model, the project must develop two coordinated models.
One for the implementation and rollout of a MaaS ecosystem in Rhode Island beginning with the Providence Metropolitan area, and one for the implementation and rollout of a C-ITS network beginning with the Providence Metropolitan area and expanding into the rest of Rhode Island as part of later implementation phases. The overall IMS model must take into consideration how the MaaS ecosystem can take advantage of the C-ITS to provide for more efficient modes of transport.
The final report for the project, must also provide recommendations for next steps and a path forward for Phase II pilot implementation.

Abstract / Project Summary
RIDOT proposes a new research project to gauge potential differences between measured International Roughness Index (IRI) and rider perception of the smoothness of surface sealed roads. The intent is to determine whether or not IRI is an appropriate smoothness measure for surface sealed roads. If results show that perceived ride ratings are generally better than the measured ride ratings researchers will develop a series of recommendations on how to incentivize the use of surface seals as an attractive and effective pavement preservation technique.
Project objectives
The objective of this research is to determine if IRI is an appropriate smoothness measure for surface sealed roads, and if the use of surface seal pavement preservation techniques may effectively be disincentivized by the use of the IRI metric. If it is determined that rider perception generally gives a more favorable view of pavement smoothness than IRI, researchers will develop recommendations on how MAP-21 performance measures and HPMS ratings criteria may be modified to incentivize the use of this effective pavement preservation technique.
Modifications may include the development of tiered rankings and performance criteria for different types of road surfaces, expansion of the criteria for the use of Pavement Serviceability Ratings (PSR), and other appropriate mechanisms.

Abstract / Project Summary
RIDOT proposes a new research project to develop the first testing standards and procedures for rechargeable lithium-ion batteries used for micro-mobility vehicles (e-bikes, e-scooters, electric powered wheelchairs, etc.).
Recent charging-related fires have led to tragic results and negative publicity related to e-bikes, which represent the fastest-growing sector of the bicycle industry and are increasingly important in local transportation. The lack of national standards means that unsafe products can continue to cause problems. Unified standards and testing procedures could be used by other states and testing facilities to assess products and keep unsafe products from consumers. RIDOT would seek additional/alternative grants for future phases to evaluate other new battery technologies as they come onto the marketplace to help foster further safety and innovation in mobility.
Project objectives
Development of unified standards, testing, and procedures related to the full lifecycle of electric micro-mobility vehicle batteries (handling/ use, charging, and recycling). Education and awareness initiatives will empower state agencies and consumers with up-to-date knowledge. By promoting responsible practices, the program will support the sustainable growth of the micro-mobility industry while prioritizing user safety.
This project will involve collaborating with at least one academic institution.
The final report for the project will also provide recommendations for next steps and a path forward for future phases.
