About this file

This is a Technical Proposal Score Sheet for the Ohio Department of Medicaid (ODM) Request for Competitive Sealed Proposals (RFP) ODMR 2627-0005 for Provider Reimbursement Technical Assistance. The RFP seeks a qualified vendor to provide comprehensive technical assistance activities related to Medicaid provider reimbursement. The proposal evaluation process consists of three phases: Phase I establishes initial qualifying criteria that all proposals must satisfy to proceed; Phase II involves scoring of technical proposals by an appointed Proposal Review Team across 26 weighted evaluation criteria; and Phase III evaluates cost proposals for those vendors whose technical scores meet or exceed the minimum threshold of 156 points out of a possible 260 points. The technical proposal requirements address offeror qualifications and organizational experience, key personnel capabilities across seven distinct roles, scope of work and deliverables spanning inpatient services, outpatient services, general hospital services, non-institutional services, grouping products, budget initiatives analysis, federal coordination, CMS reporting, and general assistance, as well as process information and transition planning.

Phase I qualifying criteria require vendors to submit proposals by the specified deadline in separate technical and cost components, complete all required certifications and attestations in Attachment A, demonstrate freedom from federal debarment restrictions, maintain proper formatting and organization, comply with confidential information protocols, commit to ODM's corrective actions authority, agree to performance specification adjustments, commit to vendor transition assistance, disclose any breach of contract claims, and submit Ohio certified Minority Business Enterprise (MBE) subcontractors assigned to a minimum of fifteen percent of the total contract dollar amount per state fiscal year. Proposals failing to meet any Phase I criteria are disqualified without advancement. Technical proposal scores are calculated by multiplying weighted ratings assigned by the Proposal Review Team in each evaluation category, with a minimum passing score of 156 points required to proceed to cost proposal evaluation. The offeror achieving the highest combined score across all evaluation phases is recommended for selection.

Based upon this Phase I evaluation, does the Offeror’s Proposal proceed to Phase II scoring below?

Yes ________ No ________

PHASE II: Criteria for Scoring of Technical Proposal

Qualifying Technical Proposals will be collectively scored by a Proposal Review Team (PRT) appointed by ODM. The PRT will collectively evaluate the merit of each RFP requirement and assign a rating as follows:

DOES NOT MEET (0 pts.): Response does not comply substantially with requirements or is not provided.

WEAK (1 pt.): Response was poor related to meeting the objectives.

WEAK TO MEETS (2 pts.): Response indicates the objectives or expectations will not be completely met or at a level that will be below average.

MEETS (3 pts.): Response generally meets the objectives or expectations.

MEETS TO STRONG (4 pts.): Response indicates the objective or expectations will be exceeded.

STRONG (5 pts.): Response significantly exceeds objectives or expectations in ways that provide tangible benefits or meets objectives or expectations and contains at least one enhancing feature that provides significant benefits.

The Technical Proposal Score for PHASE II is the sum of the ratings for all the RFP requirements. Technical Proposals that do not meet or exceed a total score of at least 156 points (a “passing” score determined by calculating 60% of the total technical points available, representing that the Offeror has the capability to successfully perform the project/program services) out of a maximum of 260 points will be disqualified from further consideration. If disqualified for not passing this minimum threshold, the Cost Proposal will neither be opened nor considered. Only those Offerors whose Technical Proposals meet or exceed the minimum required technical points (156) will advance to PHASE III of scoring.

Proposal Evaluation: The PRT will rank the Proposals by multiplying the rating received in each category by its assigned weight and adding all points together for the Offeror’s total Technical Proposal Score.

The Offeror with the highest Maximum Total Points from all phases of the evaluation (Technical Points + Cost Points) shall be recommended for selection. If the PRT finds that one or more Proposals requires further consideration, the PRT may select one or more of the highest scoring Proposals to advance to the next phase.
