About this file

This document is an Off-Contract Procurement Authorization form from the Arizona Department of Administration's State Procurement Office, involving the Arizona Department of Gaming. The form seeks authorization to procure services from Problem Gambling Solutions Inc., located in Portland, Oregon, through a process deemed "Competition Impracticable" under Arizona Administrative Code R2-7-E303.

The procurement is for a probability-based panel survey of Arizona's general population to assess gambling behaviors, attitudes, knowledge, and awareness of problem gambling services. The survey will include data analysis, technical reporting, and summary findings. The department aims to use the same supplier as the initial survey conducted in Spring 2023 to ensure consistency in methodology and approach. The contract is for a one-year term with an estimated cost of $100,000. The procurement is part of the Arizona Department of Gaming's strategic plan to repeat the survey by June 2026, with the chosen supplier being well-recognized in the problem gambling field.

Text8: Problem Gambling Solutions Inc 1602 SW Westwood Dr.

Portland, OR 97239 Text12: The Arizona Department of Gaming's strategic plan includes repeating the probability based panel survey (initially conducted in Spring 2023) by June 2026.

We are requesting to use the same supplier as the first survey to ensure consistency in replicating the same survey as well as the same analysis approach.

The proposed procurement is advantageous to the State because using the same supplier will ensure the survey is replicated in the most similar way possible. The proposed supplier is very experience in the problem gambling field.

Text13: If this request is approved, an Competition Impracticable form will be submitted to SPO Compliance for review. A previous RFP that included the survey and reports was issued in the Fall of 2022 and the proposed supplier was the only one to respond. The proposed supplier is well-recognized in the field as one of the best. The price is fair and reasonable as it is the same as what was proposed by this same supplier in Fall 2022.
