About this file

This is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office, specifically involving the Arizona Department of Gaming. The requestor is Abigail Medina Silas, Procurement Officer, and the supplier is Problem Gambling Solutions Inc. The document seeks authorization for a procurement that deviates from standard competitive bidding processes under Arizona Revised Statutes.

The procurement is for a probability-based panel survey of Arizona's general population to assess gambling behaviors, attitudes, knowledge, and awareness of problem gambling services. The contract is for one year with an estimated cost of $119,400, which represents a 19.4% increase from the previous study conducted in 2023. The increase is justified by factors including a 35% cost overrun in the previous panel survey, a 30% wage increase for contractor staff, and differences in project scale. The Arizona Department of Gaming aims to use the same supplier as the first survey to ensure consistency in methodology and analysis, and the procurement is deemed advantageous because the supplier has extensive experience in the problem gambling field.

SPO Form 101 Prevalence Study (1)
Text6: Probability-based panel survey of Arizona general population to assess gambling behaviors, attitudes, knowledge, and awareness of problem gambling services (including self-exclusion programs). Data analysis, technical report, and summary finding report.
Text7: Problem Gambling Solutions Inc
Text8: TBD
Text11: The Arizona Department of Gaming's strategic plan includes repeating the probability based panel survey (initially conducted in Spring 2023) by June 2026.

We are requesting to use the same supplier as the first survey to ensure consistency in replicating the same survey as well as the same analysis approach.

The proposed procurement is advantageous to the State because using the same supplier will ensure the survey is replicated in the most similar way possible. The proposed supplier is very experience in the problem gambling field.

Text12: The Arizona Department of Gaming contracted with Problem Gambling Solutions Inc in 2023 for a full program evaluation of the Division of Problem Gambling. Part of that evaluation included a prevalence study, which is what we are repeating now. The previous contract's price for the prevalence study itself was $100,000.

The proposed supplier has proposed to perform the work with a 19.4% ($119,400) price increase from the previous study in 2023 based on the following factors:

The panel survey (conducted by subcontractor Amerispeak) had a cost overrun of 35% in 2023, so that cost has increased by $8,000.

Contractor staff was given a 30% wage increase this year (from $65 to $85 hourly) due to their high workload.

The 2023 prevalence study was bundled into a much larger project which resulted in increased efficiencies. The 2025 prevalence study is about 44% the size of the 2023 full project, therefore, there are fewer cost savings opportunities.
