About this file
This is a regulatory notice from the New York State Department of Labor addressing contractor registration requirements for the Office for People With Developmental Disabilities (OPWDD) and all Article 8 public works projects in New York State. Effective December 30, 2024, all contractors and subcontractors must register with the New York State Department of Labor (NYSDOL) prior to submitting bids on Article 8 public works projects. The Structural Reinforcement of Basement Ceiling project, managed by OPWDD's Brooklyn Developmental Disabilities Services Office, requires mandatory site visits prior to quote submission. Bidders must submit detailed cost breakdowns that identify materials, equipment, and labor costs in accordance with project specifications and prevailing wage requirements. Quote proposals must include the designated proposal form provided by OPWDD.
Registration with NYSDOL must be completed before bid submission, with the Department estimating approximately 34 weeks for application review and Certificate of Registration issuance. Contractors are advised to register immediately to avoid project delays. All vendors and subcontractors must provide a copy of their NYSDOL registration certificate with their quote submission; failure to provide a valid and verifiable registration number at the time of bid submission will result in bid disqualification. Prevailing wages are mandatory on this public works project. For additional information regarding the Contractor Registry process, contractors may contact the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov. Questions specific to the Brooklyn DDSO project may be directed to Brooklyn.CMM.Bids@opwdd.ny.gov.
