About this file

This is an urgent notification from the New York State Department of Labor (NYSDOL) regarding mandatory contractor registration requirements for the Office for People With Developmental Disabilities (OPWDD) and all Article 8 public works projects. Effective December 30, 2024, all contractors and subcontractors must be registered with NYSDOL in accordance with Labor Law 220-i before submitting bids or commencing work on Article 8 public works projects. The related contract opportunity—CD23298 for Firestone Lane ADA Compliance Bathroom Renovation—is a Capital District DDSO project requiring the conversion of an existing bathroom to meet ADA compliance standards. The original Request for Quotes was held on December 16, 2024, and is being resolicited due to administrative reasons. Attendance at a mandatory site visit is required prior to quote submission, with quotes due no later than 2:30 p.m. on July 22, 2026, submitted to Brooklyn.CMM.Bids@opwdd.ny.gov on the official bid form.

All bidders must provide their valid NYSDOL registration number in the designated space on the bid form, and failure to provide a verifiable registration number will result in bid disqualification. Subcontractors are not permitted without OPWDD written approval. Prevailing wages are mandatory for this public works project. The NYSDOL estimates approximately 34 weeks to review and issue a Certificate of Registration, making immediate registration essential. Quotes must include detailed materials and labor cost breakdowns, and a copy of the NYSDOL certificate must accompany the submission. Additional support is available through the NYSDOL Contractor Registry website, FAQs, or by contacting the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
