About this file

This is a regulatory notification document issued by the New York State Department of Labor (NYSDOL) regarding mandatory contractor registration requirements for public works projects under Article 8 of New York Labor Law. The document addresses the Office for People With Developmental Disabilities (OPWDD) and contractors bidding on related projects, including the specific project CD25071 for Tibbits Avenue Vinyl Fence Installation. Effective December 30, 2024, all contractors and subcontractors must register with NYSDOL before submitting bids on Article 8 public works projects. For the Tibbits Avenue project, quotes must be submitted by 2:30 p.m. on July 20, 2026, using the official bid form provided by OPWDD. Mandatory site visits are required prior to quote submission. The project involves fence installation services as detailed in the attached scope of work, with materials and labor costs to be itemized separately in submitted quotes.

Bidders must provide a valid and verifiable NYSDOL registration number on the bid form at the time of submission, and failure to do so will result in automatic disqualification. A copy of the NYSDOL Certificate of Registration must accompany all quotes. NYSDOL estimates approximately 34 weeks for review and issuance of registration certificates, necessitating prompt application submission. This is designated as a New York State Public Works Project requiring payment of prevailing wages. Subcontractors are permitted only with written approval from OPWDD. For contractors with bids due before December 30, 2024 but work commencing after that date, registration must occur prior to work commencement. Additional information and frequently asked questions are available on the NYSDOL website, with inquiries directed to the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
