Factor 1 (Technical): Experience Submit a summary of offeror (firm) experience performing projects similar to the solicited requirement over the past five (5) years. This summary is limited to one (1) page. Additionally, provide a one (1) page report on up to three (3) projects the offeror finds to be most similar to the solicited project, including the following information:
- Customer Name
- Period of Performance
- Contract Value
- Contract Number
- General Description of the Scope
- A customer point of contact that will allow for independent verification of the experience provided.
Submit a package of resume(s) for the instructor(s) who will lead the program for the offeror and teach any classes with a description of the role they will fulfill. The resume(s) should highlight individual’s training, knowledge, and instruction experience which demonstrate their capability to successfully perform the requirements of the PWS in their stated roles. Also include whether the individual participated in any of the projects submitted as offeror experience, described above. The resume package is limited to two (2) pages per individual, or ten (10) pages in total (whichever is less).
Evaluation:
The government will evaluate the information provided in whole. Offerors who demonstrate a greater breadth and depth of experience similar to the solicited requirement will be evaluated more favorably under this factor.
Factor 2 (Technical): Work Plan Submit a work plan demonstrating how the offeror will develop and conduct the mandatory program elements of the PWS (ref. PWS paragraph 2.3). The Work Plan must be provided in writing and presented via video recording. Contents and requirements for each, follow:
Written Work Plan:
- An overall schedule for the program for the initial cohort (2023-2024).
- A narrative describing the phasing of the program.
- A description of the training/education to be provided in each phase.
- A discussion of how the offeror anticipates coordinating the logistics required for each phase.
- A discussion of how the instruction will build and integrate with other instruction and progress the students’ development of their competencies in leadership.
-A discussion on which assessment tool will be used and how it will be integrated throughout the instruction.
- A discussion of how the knowledge gained in mentorship program will be integrated throughout the instruction.
This submission is limited to ten (10) pages.
Work Plan Presentation Video Recording:
- No longer than 5 minutes.
- Be in a standard file format viewable on Windows based computers.
- May include any information provided in the written work plan.
- May include introductions of personnel who will perform or support elements of the PWS.
Note: The written work plan will be relied upon for evaluation of proposals and enforced in contract performance should there be any contradictions between the written work plan and video presentation. Commitments made in the video presentation not addressed in the written work plan will be relied upon for evaluation of proposals and enforced in contract performance.
Evaluation:
Work plans that incorporate cutting edge leadership philosophies and demonstrate clarity of thought, personal integrity and commitment, effective leadership evaluation structure, diversity, equity, and inclusion and reliable program assessments will be found more favorably than those that only demonstrate one or a few of characteristics listed.
Factor 3: Price Submit price information in accordance with the bid schedule of the solicitation.
Technical Factor 1, Experience, and Technical Factor 2, Work Plan, are of approximately equal importance to each other, and when combined, are more important than price. Evaluation of all factors will be conducted in accordance with the procedures of FAR 13.106-2(b).
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
