About this file
This notice of intent to sole source announces the National Institutes of Health's plans to award a firm-fixed-price purchase order to Bio-Rad for a QX600 Droplet Reader. The QX200 droplet reader currently used by the Office of Logistics and Acquisition at NIH can only analyze two fluorescent colors, limiting the development of specialty diagnostic tests. The new QX600 model from Bio-Rad can detect six colors while analyzing 1-96 samples, and is the only droplet reader compatible with NIH's existing AutoDG droplet generator from Bio-Rad. Interested parties may submit capability statements by July 24, 2023 to be considered for the award, which is anticipated within five days thereafter unless another offeror demonstrates the ability to meet the requirement. Responses should include pricing, delivery, and registration information.

Notice of Intent to Sole Source for QX600 Droplet Reader
NIH-SS- 6682688
The National Institutes of Health intends to award a Firm-Fixed-Price purchase order to Bio-Rad 2000 Alfred Nobel Drive, Hercules, CA 94547.
In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the subscription service as no other source has been identified who can provide the requirement listed below.
The requirement is to obtain Background Information:
The OGL purchased the QX200 AutoDG ddPCR System manufactured by Bio-Rad through the POTS order 18-004197. The ddPCR system allows the OGL/NEI to perform custom diagnostic testing for patient samples. At the time, Bio-Rad was the only vendor who manufactured a ddPCR instrument.
Justification Rationale for the request:
The QX200 ddPCR system currently at the OGL/NEI is composed of two components, the AutoDG droplet generator and the QX200 droplet reader. The QX200 droplet reader is limited by analyzing two different fluorescent colors, preventing us to develop specialty diagnostic tests for phasing sequence variants and others. The new model of QX600 droplet reader can detect six-colors (FAM, HEX, Cy5, Cy5.5, ROX, and ATTO 590) while allowing analyzing 1-96 samples at a time. BioRad is the only manufacturer to manufacture a droplet reader that is compatible with the AutoDG droplet generator. Technical Evaluation Criteria: A droplet reader that can detect six-colors (FAM, HEX, Cy5, Cy5.5, ROX, and ATTO 590) while allowing analyzing 1-96 samples at a time.
This notice is not a request for competitive quotes. However, any party that believes it can provide the QX600 Droplet Reader product as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Lack of registration in the System for Award Management will make an offeror ineligible for award). All responsible sources may submit an offer that may be considered by the Agency.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
Please email responses to ryan.alexander@nih.gov no later than 9:00 a.m. EST on Monday July 24, 2023.
