About this file

This is a Notice of Intent to award a firm-fixed-price purchase order for an Agilent xCELLigence multiple-plate, real-time cell analyzer system (Contract Number 75N98026Q00543). The National Institutes of Health intends to award the purchase order to Agilent Technologies Inc. under FAR Part 6.302-1. The xCELLigence RTCA MP system will be hosted by the CCR Genomics Core under Dr. Liz Conner to support development of novel cell-based cancer therapies at the National Cancer Institute (NCI). The instrument provides non-invasive, label-free, impedance-based monitoring of cell health, behavior, and function over extended assay periods while maintaining physiological culture conditions. The system will serve multiple investigators in Building 37 conducting translational research on CAR and TCR-based therapies, antibody-drug conjugates, and small-molecule agents. The CCR Genomics Core will manage scheduling and maintenance of the equipment.

The Government anticipates issuing an award approximately ten days after the notice date unless it determines another vendor can meet the requirement. Although this is not a request for competitive quotes, small business concerns including 8(a) firms, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses may submit written capability statements demonstrating their ability to perform the requirement by the June 16, 2026 deadline at 11:00 p.m. EDT. Responses should be emailed to david.shen@nih.gov. Any decision to compete the award is solely within Government discretion.

Notice of Intent: Agilent xCELLigence multiple-plate, real-time cell analyzer

(75N98026Q00543)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Agilent Technologies Inc.

The CCR Genomics Core, under Dr. Liz Conner, will host the xCELLigence RTCA MP system, to support the development of novel cell-based cancer therapies at CCR. Currently, multiple investigators in Building 37 (NCI/NIH) are engaged in translational research for cell-based and pharmaceutical therapeutics for cancers, including CAR and TCR-based therapies, antibody-drug conjugates (ADCs), and small-molecule agents. Their work reinforces a strong Building 37 user base for high-throughput, kinetic immune cell functional assays. The CCR Genomics Core will be responsible for scheduling and maintenance of the instrument. The xCELLigence RTCA MP provides a non-invasive, label-free, impedance-based platform to continuously monitor cell health, behavior, and function over assay windows spanning seconds to days, while cells remain in physiological culture conditions. Importantly, Agilent has also highlighted xCELLigence RTCA technology as supporting potency assay development in the context of an FDA approval of a CAR T therapy (AUCATZYL, Autolus Inc), reinforcing the platform’s importance for the NCI's adoptive cell and other immune therapy programs.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on June 16, 2026.
