About this file
This is a Notice of Proposed Sole Source Purchase issued by Mississippi State University (MSU) announcing its intention to procure a tufting (stitching) head for an Inteva stitching cell. The university is replacing an obsolete stitching cell that no longer receives maintenance or service support. The tufting stitching head is required for specific stitching applications involving thick or highly curved structures. MSU states that Inteva Products is the sole source capable of providing this equipment because Inteva designed the original stitching cell for the university and possesses the proprietary control system integration necessary for any future stitching heads. Additionally, Inteva Products is identified as the only manufacturer willing to develop the novel tufting head technology required by the department. No specific delivery timeline, site visits, or bidders' meetings are mentioned in the notice.
The estimated total cost for the tufting stitching head is $387,111 based on Inteva Products' attached quote. MSU justifies this amount as reasonable given that Inteva Products operates the proprietary system and is the only capable provider. The university conducted efforts to identify alternative sources but was unable to locate other manufacturers willing to develop the required stitching head technology. Any party objecting to the sole source designation must submit written notice to Jennifer Mayfield, CPPO Director of Procurement & Contracts, within the objection period. If objections with supporting documentation are deemed valid by MSU, the procurement will be withdrawn and submitted to a competitive bidding process. If MSU determines the sole source claim is justified, the matter will be appealed to the Public Procurement Review Board, with MSU bearing the burden of proof that only one source exists for the commodity.

Mississippi State University Notice of Proposed Sole Source Purchase
Mississippi State University anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Commodity or commodities to be purchased (make, model, description):
A tufting (stitching) head for our Inteva stitching cell.
2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other options, and why it is the only one that can meet the specific needs of the department:
We are in the process of completely replacing an out-of-date stitching cell that no longer has maintenance or service support available. We require a tufting stitching head for our new Inteva Stitching cell because tufting is required for certain stitching applications – specifically thick or highly curved structures. Because Inteva Products has already developed a stitching cell for MSU, Inteva Products is the only supplier who could integrate the control system for any future stitching heads. Additionally, we require a supplier to develop the tufting head, which we were unable to find support from other manufacturers.
3. Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):
Inteva Products. They are the only ones who are willing to develop novel stitching heads.
4. Estimated cost of item(s) and an explanation why the amount to be expended is considered reasonable:
The total cost per the quote attached from Inteva Products is $387,111.
5. Explanation of the efforts taken by the department to determine this is the only source and the efforts used to obtain the best possible price:
Inteva Products is the only provider that can work on their proprietary system.
Any person or entity that objects and proposes that the commodity listed is not sole source and can be provided by another person or entity shall submit a written notice to:
Jennifer Mayfield, CPPO Director of Procurement & Contracts jmayfield@procurement.msstate.edu Subject Line must read “Sole Source Objection”
The notice shall contain a detailed explanation of why the commodity is not a sole source procurement. Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, MSU determines that the commodity in the proposed sole source request can be provided by another person or entity, then MSU will withdraw the sole source request publication from the procurement portal website and submit the procurement of the commodity to an advertised competitive bid or selection process.
If MSU determines after review that there is only one (1) source for the required commodity, then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of proving that the commodity is only provided by one (1) source.
