RFQ Section or Paragraph Answer
There are four class dates of 1-4 Feb listed on the bottom of the proposed schedule of courses. Is this an obvious typo? Should this not read 1-5 Feb? 54 Appendix B
Yes, this is a typo and the dates for these four classes should read 2/1/16 - 2/5/16.
"The course, licensed and copyrighted by ASMC...shall be presented in an instructor-led format.....". For the past several years, and as is stated in the ASMC issued current license to deliver the EDFMT course, "there shall be two instructors present at all times" during the 40 hour course delivery. It has come to my attention that ASMC, DFAS, DOD Comptroller et al, have been in discussion to change the requirement for two instructors being present at all times to possibly one instructor to teach all five days solely, possibly one instructor teaching the first three days followed by another instructor teaching the final two days (as was the format in the first years of of this course), or some other combination of instructor led course structure. Obviously changing the number of or presence of the instructors will have a significant bearing on the cost of the delivery of the course. 44 Paragraph 1.0
Phara Rodrigue (Director of Certification for ASMC) confirmed that the ASMC requirement is that two instructors remain present at all times for an EDFMT course.
The RFQ states "The contractor shall provide each participant by mail, a certificate of completion within two (2) weeks of the course completion sate in accordance with Paragraph 3.9 of the SOW."
Section 3.9 states "Where possible, an electronic version of the completion certificate shall be delivered via email…" Please confirm electronic and print certificates are acceptable. 47 5.3
Yes, both electronic and print certificates are acceptable.
The RFQ states "At a minimum, this part shall address the quoter’s understanding of the requirement and its ability to meet all of the requirements set forth in the Statement of Work." Does this language pertain to past performance or technical? 3 Past Performance
This language pertains to past performance. Past Performance information will be evaluated to determine how similar or relevant past experience is to the current requirement and how well the quoter has performed such work, which demonstrates the quoter's ability to meet all the requirements set forth in the Statement of Work.
The RFQ states "Quoters should submit up to a maximum of 3 pages of past performance information for previous work experience on similar projects." Does the max of 3 pages include the contract references? 3 Past Performance
Yes, the three page limit includes the contract references.

Recognizing ASMC aims to update the courseware materials on an annual basis (Aug/Sept timeframe), what is your role/expectation in assisting the implementation of the new version upon release versus allowing for print/ship/training timelines. N/A N/A
The requirement for updating course materials is between ASMC and the vendor. The print/ship/training timelines remain the same.
Electronic Form of Evaluation – Please describe how this process works. Is this a form to be printed/shipped for each student attendee in class? Is the option of deploying an electronic evaluation in the form of a survey allowed? 45 Paragraph 3.8
Quoting SOW 3.8 "An electronic version of the evaluation form with questions acceptable to ASMC will be used at course end to assist in evaluation of the training. The contractor is responsible for coordinating the form with ASMC." The format of the form and the method must be coordinated with ASMC post award.
An electronic or physical copy must be provided to the COR and Program Manager within 3 weeks of course completion per the SOW.

Can you further explain the training requirements in accordance with current and future National Association of State Boards of Accountancy (NASBA) standards for Continuing Professional Education (CPE). Recognizing the location of these standards points to the main website – www.nasba.org – a clearer definition of this expectation would be appreciated as it’s difficult to identify exactly what is being referenced. 44 Paragraph 3.1
Please contact NASBA regarding their standards for Continuing Professional Education (CPE). EDFMT is currently approved by NASBA for 40 CPE's. The contact information below is also located on NASBA's website: (866) 627-cpe@nasba.org
