About this file

This is a Vendor Response Form from the State of Maryland designed to gather feedback from organizations that decline to submit proposals in response to state solicitations. The form requests that vendors who submit a "no proposal" response indicate their reasons for non-participation, with options including other business commitments, lack of relevant experience, unclear or overly restrictive specifications, insufficient capacity, inability to compete on price, inadequate proposal timelines, unreasonable proposal requirements, prior unsatisfactory experience with Maryland contracts, or other reasons. The form also provides space for vendors who do submit proposals to offer suggestions or express concerns regarding the solicitation.

This particular form relates to a secondary competition Purchase Order Request for Proposal (PORFP) for the Zscaler Cloud Security Platform in Maryland. The solicitation is restricted to Master Contractors currently awarded contracts under the Commercial Off-the-Shelf Software (COTS 2012) contract number 060B2490021. Eligible Master Contractors may submit a Letter of Award (LOA) with their bid to be considered for the award. The form collects vendor contact information including the Master Contractor name, contact person, phone number, address, and date of submission to facilitate communication regarding procurement feedback and improvement initiatives.
