ATTACHMENT 1
STATEMENT OF WORK
March 21, 2016
Project Title: Replace Electric Monorail Hoist.
Period of Performance: 180 days from date of contract award.
Statement of Work: The work to be performed under this contract consists of providing all labor, equipment, and materials necessary to remove the existing Yale 20-ton electric monorail hoist, procure and complete installation of a new 10-ton electric monorail hoist including all associated mechanical and electrical work at Building 4120 (A1 test stand), Level 7. The scope of work includes the items below:
1.0. Remove Existing 20-Ton Hoist: Provide all labor, equipment, and materials necessary to remove the existing Yale 20-ton electric monorail hoist.
1.1. Remove the existing 20-ton hoist system (including associated mechanical and electrical equipment) from the test stand work area.
1.2. Transport removed hoist and monorail system to designated site redistribution or storage area located at SSC.
2.0. Provide 10-Ton Electric Monorail Hoist: Provide new 10-ton electric monorail hoist including associated mechanical and electrical equipment. The 10-ton hoist shall fit and operate on the existing monorail system and be equipped with all associated mechanical and electrical equipment required for NASA “critical” lifting operations in a NFPA 70 Class 1, Division II, Group B hazardous location.
2.1. Detailed Description: Provide a monorail system with electric powered hoist electric powered trolley complete, tested and ready for operation. This will include all new controls, pendant, and festoon. Monorail, hoist, trolley, equipment, materials, installation, examination, inspection, and workmanship shall conform to the applicable requirements of
NFPA 70 (National Electrical Code), ASME B30.11 (Monorails and Underhung Cranes), ASME B30.16 (Overhead Hoists), ASME HST-4 (Performance Standard for Overhead
Electric Wire Rope Hoists), MHI MH27.1 (Specifications for Patented Track Underhung
Cranes and Monorail Systems), MHI MH27.2 (Specifications for Enclosed Track Underhung
Cranes and Monorail Systems), and NASA STD-8719.9 (Lifting Standard). This application is designated as "critical" by NASA STD-8719.9 (Lifting Standard). Hoist shall meet all requirements of NASA STD-8719.9 particularly sections 4, 5 and 13. Hoist shall meet all
“critical" requirements found in SWI-8834-0001 Rev 5-3 particularly sections 3.1, 3.11.3, 8.1 thru 8.3, 11.1 thru 11.3, 11.6 thru 11.9, 12.2, 13.3, 14.3.1 and 14.3.3. The system shall be rated for Class I DIV II Group B locations. SWI-8834-0001 sections 14.3.1 and 14.3.3 are listed below for extra emphasis:
2.1.1. Speed reduction from the motor to the drum on the hoist should be achieved by enclosure in a gear case. If open gears are required, they shall be guarded with a provision for lubrication and inspection.
2.1.2. Two holding brakes shall be provided for each hoisting unit, each capable of bringing a rated load to zero speed and holding it. Holding brakes shall be applied automatically when power to the brake is removed. If the control brake and holding brake are designed to operate as a system and cannot independently stop and hold a rated load, then another means of braking is required for cranes used for critical lifts (e.g., emergency brake).
2.1.3. Dual upper limit switches shall be provided for each hoisting unit.
2.1.4. Lower limit switches that prevent reverse winding of the wire rope shall be provided for each hoisting unit.
2.1.5. Hoist control pendant shall be equipped with an emergency stop button.
2.1.6. Perform a recognized safety hazard analysis, such as fault tree analysis, FMEA, Operating and Support Hazard Analysis (O&SHA), on the monorail hoist system.
2.2. Hoist Capacity and Speed: Hoist speed shall be two speed 1 foot per minute (FPM) slow up and down and 10 FPM (max. fixed or variable) fast up and down. Trolley speed shall be two speed 4 FPM slow forward and reverse and 16 FPM (max. fixed or variable) fast forward and reverse. Provide monorail system with a minimum rated capacity of 10 tons. The hook lift capacity and speed shall be the manufacturer's standard within the limits specified above.
The hook lift maximum height limit is 100 feet above the finished floor, and at its lowest point 0 feet above the finished floor.
2.3. Material and Design Requirements - monorail hoist system shall include the following:
2.3.1. Powered hoists shall include brakes and a controlled braking means, and an overload limiting device.
2.3.2. Directional contactors shall include electrical and mechanical interlocks. Design the mainline contactor, along with the power-off/power-on circuitry to remove power from the drive motors, brakes and control circuit. The control circuit shall not operate unless a power-on button is depressed.
2.3.3. Overcurrent protection for the control circuit and control circuit transformer; fuse or circuit breaker protection for branch circuit short circuit and ground fault protection;
overload protection; and phase protection for each motor, motor controller, and branch circuit conductor shall all conform to the NFPA 70.
2.3.4. Provide safety (drop) lugs or a functional equivalent on the trolley frame to prevent derailment in the event of wheel failure.
2.3.5. The hoist and trolley shall be capable of all-weather outdoor (-18 to 38 degrees C 0 to 100 degrees F) working conditions.
2.3.6. Provide monorail system operating on 480 Volts 60 Hz power supply.
2.3.7. Provide a non-resettable hour meter, connected across the main line contactor, readable from the exterior of the main control panel, to indicate the elapsed number of hours the crane is energized.
2.3.8. A wheel trolley festoon system shall be used to support electric cables providing power and/or control to hoist equipment. It will restrict the motion to straight, horizontal travel.
2.3.9. Install end stops on the opposite festooning end of monorail.
3.0. Install 10-Ton Electric Monorail Hoist. Install the new 10-ton hoist system (including associated mechanical and electrical equipment) into the existing monorail system work area in accordance with the manufacturer’s specifications and the specifications in Paragraph 2.0 above.
3.1. Perform full functional testing (unloaded and 100% rated load) and set controls per government/customer requirements. Perform 125% rated load test (government to supply test load weight). Designated Government personnel shall witness these items as they are performed.
3.2. Perform final crane safety inspection and report any deficiencies and/or findings. Final inspection and report is to be complete by a NCCCO certified overhead crane inspector.
3.3. Clearly tag or stencil both sides of hoist/trolley with rated load and travel directions.

4.0. General Work Requirements. The Contractor shall comply with the following:
4.1. The Contractor shall furnish all required safety personal protective devices and related materials, managerial, technical administrative, supervisory, direct labor, and overhead personnel necessary to complete the services described in this statement of work.
4.2. The Contractor shall provide material and personnel lifting equipment, supplies, transportation, and tools, except the GFE items specified below, to perform the required services.
4.3. Performance shall be in accordance with and shall meet the requirements of established original equipment manufacturer, industry standards (including but not limited to ASME
B30, OSHA, ANSI, and ASTM), and Stennis Space Center standards of workmanship and quality.
4.4. The Contractor and any designated service personnel shall be qualified to install and service the original equipment manufactured systems listed above.
5.0. Government Furnished Items. The Government will provide the following:
5.1. Schedule of access window for work to be performed. The area that this project involves is currently being used in support of active test programs at Stennis Space Center.
Periodically, access to the construction area may be restricted in preparation of these test activities. The Government will provide 24 hours written notice when access to the construction site will be restricted during normal working hours. Written notice shall be provided by email or fax to the Contractor’s primary office or temporary on-site office. The
Contractor will not be compensated for equipment, labor and tools standby time during the restricted period. The Contractor shall secure all tools, tool boxes, equipment, machinery and appliances and protect them from heat, water and/or vibration damage at the end of each day. Assume two (2) full days per month of downtime for access.
5.2. Site specific support, including utilities (potable water, sewer, electricity), health and safety, fire (flame permits), and security.
5.3. Load test weight(s) for 100% and 125% rated load test of new hoist system.
5.4. One each copy of electrical/mechanical drawings of existing monorail hoist system.
6.0. Work Submittals. The Contractor shall provide the following:
6.1. Upon contract award, submit two (2) each copies of 10 ton monorail system drawings and component product data, test reports, and quality assurance certificates. Also submit contractor personnel qualifications/certifications.
6.2. Upon contract completion, submit two each copies of full function test, load test, safety inspection, and safety hazard analysis documents. Submit two each copies of manufacturer’s operations and maintenance manuals for 10-ton monorail hoist and electrical/mechanical equipment as well as warranty information, etc.
