Questions and Answers
Q.1: During the job walk, I was unable to locate four power panels that we are to add/modify breakers for. These are: LP2, LP3, SP2 and SP6. Would you please provide manufacturer, model and AIC rating for these panels?
A.1: See attached pictures for the panels’ manufacturer, model and AIC rating.
Q.2: Drawings E1.1c indicates work to be done in room 113A/B, where the floor is to be sawcut and floor boxes added. However, the PDF version of the drawing that was provided has the demoed area blacked out, so that we cannot see where, or how many floor boxes are to be added.
Please provide a drawing where we can see this area.
A.2: Revised E1.1C drawing is attached.
Q.3: According to item “I” of Addendum 1, the Dynasphere Mast and Dom are to be installed on the roof of Hangar Bay 3, which we did not visit on the job walk. How is this roof area accessed?
Will we need a lift to get equipment and material to this area? What is the height of this roof from the ground?
A.3: The roof has an access through a small exterior mounted personnel elevator. The equipment and material will need to be hoisted from the lower roof to the upper roof. The height of the roof is 84 feet.
Q.4: In reference to Primary Scope Note 1D on drawing AD-201 (the note changes designation on subsequent drawings to 1B &1C but the intent is the same). This note instruct us to “Remove, clean and store smoke detectors, strobes, light fixtures and speakers as required for installation of mechanical upgrades”, presumably for reinstallation following the mechanical work is completed. The portion that is unclear is the section that refers to ‘Discard damaged items and replace with new items’. How many of the items are damaged currently that need to be replaced?
Please provide model numbers for the light fixtures, smoke detectors, strobes and speakers so that we can price up replacement.
A.4: NASA-AFRC does not have the requested information.
Q.5: Drawing E1.2c does not show any temperature sensors or thermostats to control the VAV’s that are shown. Please provide a drawing that shows where these are to be located.
A.5: See attached M1.1C and M1.2C drawings for the location of the temperature sensors and/or thermostats to control the variable air volume (VAV).
Q.6: Sheet A-001, General Note #22 states “All exposed welds shall be ground smooth and finished with no pits for architectural appearance.” Does this note apply to all structural work being installed under this contract, specifically mechanical support structures indicated?
A.6: Yes.
Q.7: Sheet A-001, General Note #23 states “All exposed metal surfaces that are not prefinished are to be painted.” Does this not include any and all existing metal surfaces encountered?
A.7: No. Only the surfaces where the work is done under this contract is to be painted.
Q.8: Sheet A-001, General Note #28 states “adverse conditions include noise, dust, safety concerns or other issues of a similar nature.” Notes on the reflected ceiling demolition plans identify that existing lighting fixtures, smoke alarms, strobes, and speakers will be removed, cleaned and reinstalled, is this considered an adverse condition and how will the Government accommodate the disabling of said systems with operations ongoing?
A.8: Yes. Disabling of systems will be accomplished through the “Outage Process” described in Divisions 1 of the specifications.
Q.9: Sheet AD-101 Secondary Scope Note C1 states “Modify existing Furniture/Equipment to ensure ADA Clearance.” Typically modular furniture comes in fixed lengths or sections, will adjusting said furniture back to nearest full panel or unit be acceptable or are special modifications to existing panels going to be required which may compromise the structural integrity of the furniture system?
A.9: Furniture will be adjusted back to the nearest full panel.
Q.10: Sheet AD-101 Secondary Scope Note D1 states “Remove existing folding partition wall and all associated hardware to accommodate new folding partition wall Ref 02/A-501.” The referenced detail indicates a beam but the size and/or configuration of said beam is not identified. This area was unavailable to review during the walk through. Has it been determined that existing structure is sufficient to carry new partition and that existing bolt pattern will accommodate new track or will rework be required of existing structure?
A.10: The existing beam is adequate to support the new acoustic wall.
Q.11: Sheet AD-101 Secondary Note F1 states “Demo/Remove Existing Glazing as required to install new window glazing.” The arrows indicate vertical glazing at exterior wall at the front entry being replaced but nothing is indicated for entry canopy/wind/shade structure other than Secondary Note F2 on sheet AD-104. Will this shade structure be re-glazed like the other exterior units?
A.11: No. The only requirement for the existing shade structure is listed in Secondary F2 on sheet AD-104.
Q.12: Sheet AD-103 Primary Scope Note 1A states “Remove any items in the ceiling that may interfere with the placement of the new Boiler Room Walls, prep floor for new construction.”
What items specifically are to be removed from the ceiling and floor to accommodate new boiler room walls or room and are these “items” to be replaced?
A.12: Disregard sheet AD-103 Primary Scope Note 1A. The Contractor is required to frame and install drywall around any items on the ceiling.
Q.13: Sheet AD-103 Primary Scope Note 1A; There is no indication that anything happens to existing boiler pad, does this pad remain or is it removed and floor poured back flush with adjacent floor?
A.13: The existing boiler pad stays, but the pad is required to be extended to accommodate the new boilers.
Q.14: Sheet AD-201 thru 206 Primary Note 1D; Does the Government realize that the scope of work identified by Primary Note 1D and the legend of the aforementioned sheets leaves rooms or areas as identified by the phasing plan in Specification Section 01 11 00 / Sheet M0.00 without light fixtures and life safety devices until completed? Or is it the intent that these areas be fully operational during Government working hours? If areas are to remain fully operational can further explanation be provided as to what time durations / constraints were allocated for each phase proposed by Government given the multiple final completions and notice to proceeds?
A.14: Yes. All work identified in each phase must be completed prior to moving to the next phase. Each area is require to be fully operational during Government working hours but no time duration/constraints were allocated for each phase of work.
Q.15: Sheet AD-101 & Sheet A-101; please clarify what is to happen with storefront door and frame at gridline N5. Demo plan indicates remove glazing for new glazing and Architectural plan indicates install new glazing assembly?
A.15: Demolish the existing storefront door and frame at gridline N5 and replace with a new “G” type glazing assembly.
Q.16: Sheet AD-201 & AD-204 Primary Note 1D & 1C respectively state “Linear Diffusers along exterior wall to remain…” Sheet MD.1C Mechanical Note #1 identifies these diffusers are demolished. Are the diffusers to stay or be replaced and if replaced what assembly are they installed in drywall soffit or lay-in ceiling?
A.16: The Contractor is required to reuse the existing linear diffusers.
Q.17: Sheet A-401 Detail 8 shows a symbol E5;There is no E5 description identified in the Secondary Scope Notes could you please clarify?
A.17: The symbol should read F1, not E5.
Q.18: Specification Section 10 22 39 Folding Panel Partitions identifies a STC Rating of no less than 56. STC Rating of 55 seems to be standard for Folding Panel Partitions will this be acceptable?
A.18: An STC rating of 55 is acceptable for the folding panel partitions.
Q.19: Will government escorts be required for this project? If yes, will they be furnished by the government?
A.19: Some areas of this project will require a Government escort. Escorts will be furnished by the Government.
Q.20: On drawing A601 for Door Type A detail 6 states Hollow Metal, on Detail 3 the schedule shows anodized aluminum. Please confirm which is correct.
A.20: Door 101 is hollow metal, but door 104 is anodized aluminum.
Q.21: On multiple Architectural Demo and construction drawings Scope Item F1 states to Demo/Remove glazing as required to install new window glazing. Please confirm that the window frames and hardware are to remain and only the glazing, stops and caulking are to be replaced including caulking of interior and exterior of window frames and sill flashing.
A.21: Yes. The window frames and hardware are to remain and only the glazing, stops and caulking are to be replaced including caulking of interior and exterior window frames and sill flashing.
Q.22: Specification Section 01 11 00 Summary of Work 1.1.1.B.4 states “Analyze the existing building for additional gravity loads imposed as a result of new MEP equipment, once all mechanical and electrical upgrades are finalized.” Since this is not design-build project please confirm that this scope is to be performed by the Government Structural Engineer and not included in the selected contractors costs.
A.22: Disregard Specification Section 01 11 00 Summary of Work 1.1.1.B.4. The structural analysis is not part of this solicitation.
Q.23: Please confirm that the selected contractor is to provide temporary heating and cooling systems for each phased area as the existing equipment is replaced.
A.23: Yes. The Contractor is to provide temporary heating and cooling systems for each phased area as the existing equipment is replaced.
Q.24: On the site visit presentation PowerPoint it says bids will be opened at time of delivery and apparent successful bidder will be announced. Can you confirm the location of the bid opening?
A.24: The bid opening location will be located at NASA AFRC, Building 4825, Integrated Support Facility (ISF).
