SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 SUMMARY

The work to be performed under this project consists of providing the labor, equipment, and materials to perform B4840 Repair Research Aircraft Integration Facility (RAIF) Mechanical Systems for the National Aeronautics and Space Administration at the main campus Armstrong Flight Research Center (NASA/AFRC), Edwards, California 93523.

1.1.1 Primary Scope (Base Bid)

A. The Architectural primary scope includes:

1. Coordinate removal and replacement of the existing acoustical ceiling tile on the First and Second Floor office space for the removal of the existing mechanical equipment and installation of new VAV air terminal units, ductwork, grilles and diffusers.

2. Coordinate the placement of a new 1-hr rated wall assembly, a new pair of 3'-0" x 7'-0" hollow metal doors, frame and hardware, for the configuration of a new Boiler Room within the existing Mechanical Equipment Room, to isolate new gas fired mechanical equipment.

B. The Structural primary scope includes:

1. New roof curbs to accommodate new air handling units, and associated roof mounted duct supports.

2. New concrete housekeeping pad for new boilers.

3. New structural supports to accommodate new roof mounted cooling towers and roof mounted ductwork.

4. Analyzed the existing building for additional gravity loads imposed as a result of new MEP equipment, once all mechanical and electrical upgrades are finalized.

C. The HVAC primary scope includes:

1. SYSTEM UPGRADES

a) Upgrade the existing Siemens equipment controls from pneumatic operation to DDC control. The design will optimize the operations of all new and existing HVAC equipment.

b) Upgrade heating hot water system. Demolish existing boiler and replace with new heating hot water system consisting of multiple high efficiency, sealed combustion, condensing type, natural gas fired, boilers will be incorporated into the building design. The existing heating hot water piping system infrastructure will be reused as practical and applicable.

c) Upgrade central plant. Demolish avionic system glycol chiller, cooling tower, and pump and associated components. Existing

SECTION 01 11 00 Page 1 chilled and condenser water pipe infrastructure to remain.

Demolish and replace two (2) comfort cooling chillers, pumps and associated components. Existing chilled and condenser water pipe infrastructure to remain. Demolish abandoned refrigerated air dryer, air receiver and air compressor. Provide separate room to house new heating hot water system. Provide a refrigerant monitor system, inline direct drive purge fan and ductwork. Provide three horizontal fan coils to serve central plant and new boiler room comfort cooling needs.

d) Upgrade comfort cooling system. Existing Mammoth AHU's to remain in place. Replace constant volume fan in each AHU serving the test bays with fan wall technology. Reuse existing chilled / heating hot water coils and duct distribution system. Update existing DDC controls to meet the new Siemens controls requirements. Replace constant volume fan in each AHU serving the office spaces with fan wall technology. Upgrade existing chilled / heating hot water coils and duct distribution system. Update existing DDC controls to meet the new Siemens controls requirements. Reuse existing medium pressure duct distribution system from roof mounted AHU's to new DDC controlled VAV locations. Provide new low pressure duct distribution system downstream of new DDC controlled VAV's. Evaluate chilled / heating hot water coils and pipe insulation condition via a third party contractor prior to the start of construction. Provide two (2) separate VAV's, one per zone, to accommodate conference room 113 requirements. Replace existing telephone equipment room split system with new roof mounted DX split system.

2. SIMULATION ALLEY COOLING SYSTEM

1. Provide a roof mounted chilled water AHU (AHU-21) with economizer for primary cooling needs. All primary supply air will be filtered through a pre-filter and final filter. Filters will be monitored by the BAS.

2. The "Simulation Alley" AHU-21 will be equipped with a supply/return fan array to allow for the lab usage diversity.

3. Supply and return ductwork will be routed on and penetrate the roof. Supply air continues down thru room into the raise floor plenum to serve each lab space.

a) Roof penetrations will be sealed per NASA requirements.

b) Supply air will be delivered via a VAV terminal box (located in the ceiling plenum) for each space and will modulate according to lab temperature requirements.

c) Each lab will have an individual wall thermostat that will be user controlled within range allowed by BAS manager.

d) The return air duct will have a motorized damper that will modulate with the VAV box to provide proper space pressurization.

e) A fail-shut motorized damper located in the each lab supply air duct outlet will be sequenced with the return damper to close and isolate the room in a life safety event.

4. All wall humidifiers will be replaced by a central AHU humidification system.

5. The existing lab CRAC units will be reused, except for the "vault" room 232, to serve as a back-up or secondary cooling for each zone.

6. The "vault" room 232 will be provided with a new CRAC unit to replace the disabled existing unit. The new AHU serving Simulation Alley will not supply the vault due to its steel encasement.

Therefore, this room will not have an HVAC back-up system.

3. AVIONIC COOLING SYSTEM

a) Demolish roof mounted AHU and exterior duct serving the avionic cooling system for hangar bays 1-5.

b) Provide VAV/OSA AHU-23 for test bay 1-3.

c) Provide VAV/OSA AHU-22 for test bay 4-5.

d) Reuse existing duct distribution system for each hangar bay.

e) Reuse existing heating hot water unit heaters in each hangar bay.

f) Provide an "Automated Avionic Command" user interface panel in each hanger bay to serve the two supply air ports motorized dampers. The panel will control each port with an on/off switch, low (750 cfm) flow and high (1,500 cfm) flow switch. Each panel will have an air flow meter that will control the associated AHU.

g) The AHU's will be equipped with a fan array to maintain all of the hangar's ports. This array will accommodate the hangar diversity (set-back, peak load, etc.) and provide fan redundancy.

h) Existing temporary cart cooling HVAC system to be used for redundant aircraft air side cooling system.

4. EXHAUST SYSTEM

a) Demolish existing restroom exhaust fans and replace with new as scheduled.

b) Restroom exhaust will be balanced to 2 cfm/sqft.

5. PUMPING CONFIGURATION CHP-1 & 2; CWP-1 & 2 (Comfort Cooling)

a) Two (2) dual arms, vertical inline chilled water pumps sized for 100% building capacity for a variable primary pumping system with a modulating control valve in the bypass line. Reuse existing chilled water piping system.

b) Two (2) vertical inline condenser water pumps sized for 100% chiller capacity, variable flow.

6. PUMPING CONFIGURATION HWP-1 thru 3 (Comfort Heating)

a) Three (3) vertical inline heating hot water pumps sized for 100% building capacity for a variable primary pump system. Reuse all of the existing heating hot water piping system, expansion tanks, air control, and make-up water downstream of new boiler plant.

7. PUMPING CONFIGURATION (24/7 Simulation Alley Cooling)

a) Building comfort cooling system pumps (CHP-1 & 2) to provide chilled water to Simulation Alley AHU-21.

b) New dual arm vertical inline chilled water pump was removed from scope due to new chiller configuration.

8. PUMPING CONFIGURATION (Avionics Cooling)

a) Central plant building comfort cooling system pumps (CHP-1 & 2) will provide chilled water to avionics AHU-22, 23. New chilled water piping shall be routed to AHU-23.

9. COOLING TOWERS (Comfort Cooling)

a) Demolish existing cooling towers

b) Provide two (2) new DDC controlled, low flow, cooling towers with VFD controlled fan motors.

10. HVAC CONTROLS

a) Demolish existing pneumatic controls system and replace with Siemens DDC controlled building management system. The existing roof mounted Mammoth units that are being reconfigured with fan wall technology were upgraded to DDC controls prior to this project. D. The Electrical primary scope includes:

1. Existing electrical services are sufficient to power all proposed mechanical devices.

2. Provide power and lighting to new room within the central plan to house new natural gas-fired boiler hot water system.

3. Provide power and conduit as necessary to support new Siemens building automation system, metering, and graphical display.

4. Provide primary power new Chillers, Chilled Water and Condenser Water Pumps, Cooling Tower Fans, Boilers, Hot Water Pumps, Air Handling Units, Fan Coil Units, and control power to VAV air terminal units and temperature controls as required.

5. Provide primary power for replacement fans (Fan Wall Technology) in existing Air Handling Units as required.

6. Per NASA, SIM Alley is backed up by UPS 1 and UPS 2 in building 4840. No reconfiguration is needed for these UPSs.

E. The Fire Protection primary scope includes:

1. Provide primary power new Chillers, Chilled Water and Condenser Water Pumps, Cooling Tower Fans, Boilers, Hot Water Pumps, Air Handling Units, Fan Coil Units, and control power to VAV air terminal units and temperature controls as required.

2. Provide primary power for replacement fans (Fan Wall Technology) in existing Air Handling Units as required.

1.1.2 Secondary Scope (Additive Options)

A. The Architectural scope includes:

1. Additive Option 2: Install new exit signs centered above doorways.

2. Additive Option 3: The existing paneled modular systems furniture will be slightly modified in several Offices at each floor level where the panel/panels improperly impede the required ADA clearance for the push and/or pull side of the exit door. All exit door clearances shall be corrected to adhere to ICC A117.1 - 2009 as required.

3. Additive Option 8: The existing exterior window glazing in the 2-story office building including the 2-story storefront glazing at the main entry and skylight will be removed and replaced with new insulated double-paned glazing units with low SHGC (solar heat gain coefficient) and low-e film. All of the existing backer rod and caulk will be removed and replaced with new backer rod and caulk at all existing aluminum window frames as required. The existing First Floor exit door and storefront assembly at Stair 104 (south) will be removed and replaced with a new door, door hardware and storefront assembly to fit the existing opening. The new door and storefront material shall match the existing bronze anodized storefront material, profile, size and finish. The new glazing for the doors and storefront assembly will be new insulated double-paned glazing units with Triple-silver solar control low-e coating.

4. Additive Option 9: Conference Room (113A & B) - The existing folding partition doors (2 total) will be removed and replaced with new folding partition doors with a minimum STC rating of 50.

New carpet flooring will be installed along with a new 2' x 2' acoustical ceiling tile system combined with a new designed gypsum board soffit, new wall covering, paint and random acoustical wall panels will be also be installed. In addition, (4) four recessed floor mounted electrical/data boxes will be added in Conference Room (113A & B) for a total of (8) eight.

5. Additive Option 10: One (1) of the Men's and Women's Restroom (Restroom 143 & 144) shower stalls at the First Floor will be retrofitted into a barrier free shower stall, one of the hand-towel dispensers at each floor will be lowered to meet ADA height requirements and one (1) of the urinals in the Men's Restroom at each floor will be lowered to meet ADA height requirements.

6. Additive Option 11: Room 230 - New carpet flooring will be installed, a new 2' x 2' acoustical ceiling tile system combined with a new designed gypsum board soffit near the entry, new wall covering, paint and random acoustical wall panels will be installed. Also, (2) two recessed floor mounted electrical boxes will be added and wall mounted electrical and data outlets as needed.

B. The Mechanical and Electrical scope includes:

1. Additive Option 1: Installation of Global Hawk Lightning Suppression System. Install Government furnished mast, guy wires, anchors, and dynasphere air terminal. Provide #4/0 copper conductor from dynasphere air terminal to existing lightning suppression grid. Connect to grid with exothermic welding.

2. Additive Option 4: Replace of existing Grade Mounted 20 Ton Direct-Expansion Cooling Unit.

3. Additive Option 5: Demolition of Existing Hydraulic Piping and Associated Components.

4. Additive Option 6: Demolition of Existing Fluid Cooler and Associated Components.

5. Additive Option 7: Demolition of Roof Mounted Evaporative Cooling Units, Exhaust Fans, Associated Ductwork, Piping, and Controls.

1.1.3 Separate Construction Phases

The Contractor shall perform the work in six (6) distinct phases. The Area of each phase is approximately as shown in the contract drawings Mechanical sheets M0.10 and M0.20, Areas A thru G. The boundaries of each phase are based on areas served by respective Air Handling Unit systems.

The number of phases is mandatory, the order of each phase is optional and at the discretion of the Contractor performing the work. The Contractor shall coordinate and schedule construction phasing with the Contracting Officers Representative (COR) in advance so the COR can notify and coordinate with building occupants.

The Contractor shall perform work on one phase at a time, unless otherwise pre-approved by the Contracting Officer to run phases concurrently. Phase Six (6) - work within the Central Plant may be run concurrently with any other phase at the discretion of the Contractor. After completion of each phase of construction, a final inspection will be performed by the Government prior to work commencing in the next phase. Once the work in one phase is completed and accepted by the Government, the Contractor will be issued a Notice to Proceed for the next phase.

1.1.4 Base Bid and Options

The contract is structured as Primary Work (Base Bid) and Secondary Work (Additive Options). The Contractor shall include in their cost proposal a cost for Primary work and a breakdown of all Secondary work, with each Additive Option listed as a separate line item, and prioritized as outlined herein.

Primary Scope of Work is the Base Bid.

Secondary Scope of Work Additive Options are prioritized below.

Additive bid options shall include the cost of all associated discipline work (Structural, MEP, Fire Protetion, Controls, etc.)

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM INTERNATIONAL (ASTM)

ASTM E 2114 (2008) Standard Terminology for Sustainability Relative to the Performance of Buildings

1.3 DEFINITIONS

Definitions pertaining to sustainable development are as defined in ASTM E 2114 and as specified.

a. "Environmentally preferable products" have a lesser or reduced effect

SECTION 01 11 00 Page 7 on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.

b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.

c. "Operational performance" is the functional behavior of the building as a whole or of the building components.

d. "Sustainability" is the balance of environmental, economic, and societal considerations.

1.4 CONTRACT DRAWINGS

Drawings and documents that accompany this specification are a part thereof, and are listed in section 00 01 15 List of Drawings.

Digital drawings and specifications will be furnished to the Contractor without charge. Reference publications will not be furnished. The Contractor shall immediately check furnished drawings and notify the Government of any discrepancies.

1.5 CONSTRUCTION SCHEDULE AND PERIOD OF PERFORMANCE

Within the contract period of performance of 360 calendar days, including the base bid and all options, the Contractor shall commence and complete the work in phases including all required submittals. Liquidated damages (LDs) will be assessed for Contractor delays per calendar day.

The following reflects the number of calendar days that will be allowed for construction activities. Items marked with an asterisk reflect Secondary Scope/Option items which may or may not be awarded. If awarded, performance of awarded optional work shall run concurrent with Primary Scope/Base Bid work.

1.6 WORK HOURS

The building will be occupied during the entire performance period of work under this Contract. Construction work performed on the roof, within the Central Plant (Room 158), and within unoccupied mechanical/utility rooms may be performed during "Normal Duty Hours". All construction work

SECTION 01 11 00 Page 8 performed within Office areas, Conference Rooms, Corridors, Restrooms, SIM Labs, or all areas occuppied by government personnel during normal duty hours, shall be performed as "Work Outside Normal Duty Hours". Refer to Section 01 14 00 "WORK RESTRICTIONS" for addition Work Hour requirements, restrictions, and/or limitations.

Under this contract, Work Outside Normal Duty Hours is defined as any time between 6:00 pm to 5:30 am Monday through Friday the first week of the pay period, and then from 6:00 pm to 5:30 am Monday through Thursday the second week of the pay period, unless otherwise directed by the Contracting Officer. Weekends and Government holidays are restricted for work unless otherwise directed by Contracting Officer.

The Contractor shall allow for a maximum of ten (10) days per year where construction activity is not permitted because NASA facilities are closed.

1.7 REQUIRED OPERATIONAL SYSTEMS AND UTILITIES

The building will be occupied during the entire performance period of work under this Contract. Therefore, the Contractor shall install temporary mechanical system(s) as required to allow temporary services during the period of construction and remove only after permanent services have been installed tested, commissioned, are in full operation and under control, and have been accepted by the government.

The Contractor shall maintain and operate existing mechanical system to allow uninterrupted services during the period of construction. All modifications shall be performed in a manner in which the system can be operated effectively during normal duty hours and provide normal services to building occupants.

Contractor shall be responsible for off hour operation of temporary systems and utilities, and shall be "on call" 24/7/365 for emergency service to keep existing or temporary system operational.

1.2 CONTRACTOR ACCESS AND USE OF PREMISES

1.2.1 Activity Regulations

Contractor personnel employed on the Activity shall become familiar with and obey Activity regulations including safety, fire, traffic and security regulations according to Section 01 35 14.11 40 "AFRC Safety Requirements."

Contractor personnel shall keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials shall be outside of peak traffic hours (Peak traffic hours are 6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Contractor personnel shall not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1.2.1.1 MATERIAL AND EQUIPMENT

Shipments shall be addressed to the Contractor who shall be responsible for their receipt, unloading, handling, and storage at the site. The Government will not accept deliveries on behalf of the Contractor or subcontractors or assume responsibility for security of materials, equipment, or supplies delivered to the site. The Contractor shall not have any material or equipment deliveries made to the AFRC shipping and receiving warehouse. The Contractor shall use the following address:

The Contractor shall protect and preserve materials, supplies, and equipment of every description, including property which may be Government-furnished or Government-owned. Material to be salvaged and reinstalled by the Contractor shall be protected during removal and stored to prevent damage. Only material and construction equipment designated for performance of contract work may be stored at the construction site or located in Government-controlled areas.

Materials and equipment to be provided under this contract shall be standard catalogue products of manufacturers regularly engaged in the manufacture of the products. Material and equipment shall be installed in

SECTION 01 14 00 Page 1 accordance with the requirements of the contract drawings and approved recommendations of the manufacturers.

1.2.1.2 Subcontractors and Personnel Contacts

Contractor shall furnish a contact list of key personnel including e-mail addresses and telephone numbers. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.2.1.3 Identification Badges

Identification badges will be furnished without charge. Application for and use of badges will be as directed. Contractor shall submit for approval on NASA Form AFRC10735 or AFRC10736, at least 15 calendar days prior to the desired date of entry, a list of personnel who require entry into Government property to perform work on the project. Furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/sites/default/files/files/form/i-9.pdf. Immediately report instances of lost or stolen badges to the Contracting Officer.

1.2.1.4 Personnel Entry Approval

Failure to obtain entry approval shall not affect the contract price or time of completion.

1.2.1.5 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installations under the cognizance of NASA except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.2.2 NORMAL DUTY HOURS

AFRC is currently operating under a flexible work schedule, known as a 9/80 schedule, which allows for a non-work day every other Friday. The Center is closed on this non-work day. AFRC Normal Duty Hours are from 6:00 am to 5:30 pm Monday through Friday the first week of the pay period, and then from 6:00 am to 5:30 pm Monday through Thursday the second week of the pay period, excluding Federal Holidays. Weekends and Federal holidays are restricted for work unless otherwise directed by Contracting Officer. The Contractor's work shifts shall take place during "Work Hours" as defined in section 01 11 00 "Summary of Work", except as requested and approved per paragraph "Work Outside Normal Duty Hours" below.

1.2.2.1 WORK OUTSIDE NORMAL DUTY HOURS

Work outside normal duty hours requires Contracting Officer approval. Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, activity hazard analysis for work (including night work hazards when applicable), contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside normal duty hours. During periods of darkness, the different parts of the work shall be lighted in a

SECTION 01 14 00 Page 2 manner approved by the Contracting Officer.

1.2.2.2 CORE HOURS

Core Hours are the hours within Normal Duty Hours during which all flexible work schedules overlap. Regularly scheduled meetings shall be during Core Hours. Core Hours are 8:00 am to 3:00 pm. Non-Core Hours are any time before 8:00 am or after 3:00 pm.

1.2.3 OCCUPANCY OF PREMISES DURING CONSTRUCTION

The buildings will be occupied during performance of work under this Contract. Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. Government personnel will be allowed in the construction area to perform routine or emergency maintenance on building systems and equipment. This includes communication, electrical, mechanical, and fire protection systems.

1.3 ENVIRONMENTAL CONSIDERATIONS

The Edwards AFB property, which NASA shares, is on the National Priorities List (NPL, or Superfund) due to known areas of soil and groundwater contamination. Known contamination in soil has been cleaned up, and known contamination in shallow groundwater is under treatment but not yet cleaned

up. The Contractor shall be aware that all intrusive activities that require a dig permit (greater than 6" deep) may also require vapor monitoring (for possible TCE, Toluene, Ethylene, Xylene, Benzene exposure) and use of Personal Protective Equipment (PPE) when work is occurring within these areas, unless waived by the Contracting Officer.

1.2 SCHEDULE OF VALUES

1.2.1 Data Required

Within 15 calendar days after Notice of Award, the Contractor shall prepare and deliver to the Contracting Officer a schedule of values for approval.

The Schedule of Values shall consist of a detailed breakdown of each contract activity. The value of each activity shall be identified as a percentage of the total contract value, and shall correlate with the activities in the Project Schedule.

Contracting Officer will determine whether items in the Schedule of Values are appropriate. Progress payments shall be based on the approved Schedule of Values.

1.2.2 Schedule Instructions

Payments will not be made until the Schedule of Values has been submitted to and accepted by the Contracting Officer.

1.3 CONTRACTOR'S INVOICE AND CONTRACT PERFORMANCE STATEMENT

1.3.1 Content of Invoice

Requests for payment will be processed in accordance with the Contract Clause FAR 52.232-27. Invoices not completed in accordance with contract requirements will be returned to the Contractor for correction of the deficiencies. Requests for payment in accordance with the terms of the contract shall consist of:

a. The Contractor's invoice on the form furnished by the Contracting Officer for this purpose, shall show in summary form the basis for arriving at the amount of the invoice.

b. The contract performance statement on the form furnished by the Contractor for this purpose and consistent with the approved Schedule of Values, shall show in detail the estimated percentage of completion

SECTION 01 20 00.00 20 Page 1 for each Definable Feature of Work (DFOW). The format, content, and number of copies required will be prescribed by the Contracting Officer and will be subject to his/her approval.

c. Furnish a certificate to the CO with each payment request attesting that the work for which payment is requested, including stored material, is in compliance with contract requirements.

d. The Estimate for Voucher, showing in detail the percentage of completion for each of the construction activities listed on the Schedule of Values.

e. Updated Project Schedule and any reports required by the contract.

g. Contractor Safety Self-Evaluation Checklist

h. Weekly Certified Payroll Report

i. Solid Waste Disposal Report

j. Other supporting documents as requested

k. For Final Payment: All closeout submittals must be received prior to final payment. A final invoice and the Contractor's Final Release is the Contractor's request for final payment, including completed As-Built Drawings. If the Contractor is incorporated, the Final Release shall contain the corporate seal. An officer of the corporation shall sign and the corporate secretary or official designee shall certify the Final Release.

No separate payments will be made for protection efforts necessitated by the safety provisions.

1.3 COLOR BOARDS

Submit two sets of color boards within 90 calendar days after Contract Award. Each set of boards shall include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. The samples shall be presented on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Modules shall be designed to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, samples not less than 12 inches square shall be submitted with the board. If more space is needed, more than one board per set may be submitted. The Contractor shall certify that he has reviewed the color samples in detail and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples shall not relieve the Contractor of the responsibility to submit samples required elsewhere herein.

1.4 VIEW LOCATION MAP

For each project, submit to the Contracting Officer, prior to or with the first digital photograph submittals, Photograph Location & View Map (Site Plan or Building Plan) indicating the approximate location and direction

(view) from which project photographs will be taken. Update as required if the locations are moved.

1.5 PROGRESS AND COMPLETION PHOTOGRAPHS

For each project, the Contractor shall photographically document site conditions before, during and after construction of the project. The Contractor's photographer shall be approved by the Contracting Officer;

upon request, the photographer shall provide examples of prior work and/or references, prior to taking the initial photographs. Three (3) views of each project site shall be taken before entry thereon by the Contractor, and again, after completion of all construction activities. During construction, the same three (3) views shall be photographed daily showing the general progress of the construction work. Prior to enclosing any trench, wall, or structure, an additional four (4) interior views shall be photographed (this is in addition to the GPS survey of sub-surface utilities required in section 01 78 00 "Closeout Submittals"). The Contracting Officer shall be given the opportunity to designate what views are of interest. The Contractor shall provide digital photographs, 1600x1200x24 bit true color minimum resolution, calibrated for proper color / brightness / contrast; no manipulation of the image is permitted. Date of photography, name of Contractor / engineer / owner, plus unique digital file number keyed to the “Photograph Location & View Map”, shall be embedded in the digital image file in a manner that is ‘permanent’ and clearly legible when the file is opened. Files will be saved at 72dpi resolution in JPEG file format with a maximum of 50 percent compression applied, and written to a compact disk (CD). Each CD shall bear a surface label which includes the photographer’s name and contact information, name of the project, and description of the contents. Submit, with each invoice, one set of digital photographs on CD, cumulative of all photos to date, showing the sequence and progress of work. Photographs for each submittal shall be in a separate monthly directory and each file shall be named to indicate its location on the Photograph Location & View Map. The Photograph Location & View Map shall also be provided on the CD as a digital file. All file names shall include a date designator in YYYY-MM-DD format per ISO 8601. Cross reference submittals in the appropriate daily report. Photographs shall be provided for unrestricted use by the Government.

1.6 SUPERVISION

The Contractor shall provide at least one (1) qualified Project Manager and one (1) qualified on-site Project Superintendent. The Project Manager must have a minimum of 10 years experience as a Project Manager or Superintendent on projects like this contract or similar in size and complexity. The Project Superintendent must have a minimum of 10 years' experience as a Superintendent on projects similar in size and complexity.

In addition to the duties of the Project Manager, the Project Manager may also perform the duties of the Project Superintendent.

Project Manager and on-site Project Superintendent shall complete the U.S.

Army Corps of Engineers course entitled "Construction Quality Management for Contractors" prior to the start of construction.

The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project Superintendent shall mean the individual with the responsibility for production. Both the Project Manager and Project Superintendent are subject to removal by the Contracting Officer for non-compliance with

SECTION 01 30 00 Page 2 requirements specified in the contract and for failure to manage the project to ensure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.

Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed Project Manager and on-site Project Superintendent at any time in order to verify the submitted qualifications.

1.7 PROJECT MEETINGS

1.7.1 Preconstruction Conference

The Contractor shall attend a preconstruction conference scheduled by the Contracting Officer. The Contractor shall not commence work prior to the conference. Discussion will address project orientation, personnel contact, safety issues, permits, deficiencies, quality control and the location of the Contractor's office.

1.7.2 Weekly Project Meetings

The Contractor shall attend weekly project meetings scheduled by the Government. Discussion shall address at a minimum: safety issues, quality control, submittals, progress schedule, schedule of submittals, as-built drawings, deficiencies, material delivery, permits, equipment delivery, invoices, potential factors of delay, request for information (RFIs), changes, and functional tests.

1.7 PARTNERING

To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their subcontractors. Key personnel from NASA, the Contractor and subcontractors, and the Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.

The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.

1.8 Informal Partnering

The Contracting Officer will organize the Partnering Sessions with key personnel of the project team, including Contractor personnel and Government personnel.

The Initial Partnering session should be a part of the Pre-Construction Meeting. Partnering sessions will be held at a location agreed to by the Contracting Officer and the Contractor (typically a conference room provided by NASA or the Contractor).

The Partners will determine the frequency of the follow-on sessions.

1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS

The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft Office, Adobe Acrobat, and other similar formats. Within 10 calendar days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc.

Multiple email addresses will NOT be allowed.

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to the Contract Clause, SCHEDULE FOR CONSTRUCTION CONTRACTS. Show in the schedule the sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel shall actively participate in its development. Subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool.

3.1.1 Approved Project Schedule

Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. The schedule shall be cost loaded and activity coded. The schedule will provide the basis for all progress payments. The project schedule shall be capable of showing percent complete for each activity.

3.1.2 Schedule Status Reports

Provide a Schedule Status Report on at least a monthly basis. If the Contracting Officer determines that the Contractor has fallen behind the approved schedule, the Contracting Officer may require the Contractor to take steps necessary to improve its progress without additional cost to the Government.

3.2 PROJECT SCHEDULE DETAILED REQUIREMENTS

The computer software system utilized to produce and update the Project Schedule shall be capable of meeting all requirements of this specification.

3.2.1 Level of Detail Required

Develop the Project Schedule to an appropriate level of detail. Failure to develop the Project Schedule to an appropriate level of detail, as determined by the Contracting Officer, will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.2.1.1 PROGRESS SCHEDULE REQUIREMENTS

The Contractor shall prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the major salient features of the work, including acquiring materials and equipment. The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. The Contractor shall:

a. Submit the progress chart in one reproducible format and three copies..

b. Prepare the progress chart in the form of a bar chart utilizing a form "Construction Progress Chart" or comparable format acceptable to the Contracting Officer.

c. Include no less than the following information on the progress chart:

1. Break out by major headings for each primary work activity.

2. A line item break-out under each major heading sufficient to track the progress of the work.

3. A line item showing contract finalization tasks which include punch list, clean-up, O&M data, and As-Built drawings. These activities are to show no associated costs.
